  • Ladakh’s Innovative Rock Check Dams Withstand Over 200 Cusecs Of Water Flow

Ladakh’s Innovative Rock Check Dams Withstand Over 200 Cusecs Of Water Flow

Ladakh’s innovative rock check dam initiative has shown encouraging results, with five cost-effective and eco-friendly structures successfully constructed along the Sindhu River and its tributaries over the past four months.

The Ladakh Lieutenant Governor said the initiative was conceived as a long-term solution aimed at strengthening water security, agricultural sustainability and climate resilience in the Union Territory.

According to the LG, work on the pilot structures began on May 27, when the river’s water flow was around 20 cusecs. Five rock check dams were subsequently constructed using locally sourced boulders from the riverbed, without the use of cement, concrete or steel.

During the peak summer months, the water flow reportedly increased to more than 200 cusecs, providing an important test of the strength and stability of the newly constructed structures.

With the onset of winter, the river’s flow has now declined sharply to around 30 cusecs.

An inspection team comprising engineers was recently deputed to assess the stability, strength and condition of all five check dams and determine whether they had sustained any damage due to the high water pressure during summer.

The inspection found that the structures had largely withstood the intense water pressure of more than 200 cusecs.

However, a minor breach was reported in the first rock check dam at Upshi near Leh. The damaged portion is being repaired by engineers, the LG said.

The inspection also revealed that a deposit of fine-quality washed sand upstream had contributed to further enhancing the stability of the rock structures.

The Ladakh administration described the pilot projects as an important learning experience that would provide technical insight for the design and execution of future check dams.

The experience, the LG said, would help engineers improve future projects and make them more durable, resilient and effective.

The initiative has also received support from local communities, whose participation has been described as an important component of the effort to address Ladakh’s water and agricultural challenges.

The LG expressed gratitude to the people and communities for their support, reiterating the administration’s commitment to holistic development, water conservation, agricultural sustainability and climate resilience in Ladakh.

The rock check dam initiative is being viewed as a pilot intervention aimed at exploring low-cost, locally sourced and environmentally sustainable approaches to water management in the high-altitude region.

  • Madras High Court Declines to Quash Case Against City Union Bank Officials in ₹45-Crore Auction Scam, Orders Chargesheet Within Four Weeks

Madras High Court Declines to Quash Case Against City Union Bank Officials in ₹45-Crore Auction Scam, Orders Chargesheet Within Four Weeks

COIMBATORE — The Madras High Court has dealt a major setback to senior officials of City Union Bank facing allegations of orchestrating a ₹45-crore property auction fraud, outright rejecting a plea to quash the criminal case and ordering the Coimbatore Central Crime Branch to conclude its statutory investigation and submit a comprehensive chargesheet within four weeks.
The criminal proceedings stem from a complaint lodged in 2024 by Kesavapandian, a resident of Sivagangai district and director of apparel manufacturer Nature’s Touch Clothing Private Limited. According to the complaint, the firm had secured a credit facility from City Union Bank’s Tiruchengode branch. When the account slipped into non-performing asset status with an outstanding liability of ₹3.50 crore, the promoters remitted ₹2 crore toward settling the balance.
Despite this substantial repayment, bank officials allegedly engaged in deep-rooted document fabrication. Kesavapandian alleged that the officials forged his signature alongside the signatures of his father Murugan, mother Ponnuthai, and brother Arunpandian to manufacture counterfeit loan contracts and personal guarantee pacts without their knowledge or consent. Armed with these fabricated instruments, the bank approached the Debt Recovery Tribunal, falsely inflating the claim to ₹5.08 crore and securing an ex-parte recovery certificate behind the borrower’s back.
The primary objective behind creating the unauthorized liability allegedly lay in liquidating prime collateral. While the five mortgaged properties carried a collective market valuation of approximately ₹45 crore between 2015 and 2016, the bank offloaded all five assets in 2022 for a nominal sum of just ₹1.40 crore through a heavily compromised SARFAESI auction. In a glaring demonstration of deliberate undervaluation, one specific asset auctioned off for merely ₹56 lakh was pledged by the winning bidder to Indian Bank within 3 months, securing a fresh credit facility of ₹20 crore against that single property.
Following an inquiry, the Coimbatore City Central Crime Branch registered a formal first information report on November 14, 2024, booking six bank officials under charges of criminal conspiracy, document forgery, and cheating. The accused include Branch Manager Aravind, Bank Manager Kunjithapatham, Assistant Senior Manager Ganesan, Senior General Manager Maharajan, Regional Development Manager G. Swayambulingaraja, and Bank Officer Raman.
Seeking to halt the probe, Swayambulingaraja, listed as the fifth accused, approached the Madras High Court seeking to quash the proceedings. Although the bank’s counsel repeatedly assured the court that the original disputed loan documents would be submitted for scientific handwriting analysis by the Forensic Sciences Department, they consistently failed to surrender the physical records.
Dismissing the quash petition and vacating earlier interim protection, Justice D. Bharatha Chakravarthy observed that only an uninhibited police investigation could determine whether an unauthorized loan was papered over to conceal legacy non-performing assets from auditors or if the records were forged to misappropriate mortgaged properties.
Because serial legal challenges filed by the accused bank executives had stalled the probe for nearly two years, Kesavapandian moved a fresh plea seeking judicial intervention to expedite the case. Presiding over the matter, Justice Ilanthiraiyan pulled the brakes on further delay, issuing a strict directive to the Coimbatore Central Crime Branch to complete the probe and file a formal chargesheet within four weeks, setting the stage for a criminal trial.

PM Modi’s Leadership Brought Major Development To J&K: LG Sinha

Lieutenant Governor Manoj Sinha on Thursday said Jammu and Kashmir has witnessed significant development and effective implementation of welfare schemes under the leadership of Prime Minister Narendra Modi.

Speaking to a select group of reporters on the occasion of Prime Minister Modi’s birthday, Sinha said the country has made significant progress in infrastructure, welfare and economic growth over the past several years.

He said India’s journey from the “Fragile 5” economies to the “Top 5” has been significant, with the country recording an economic growth rate of 7.8 per cent.

“Especially in J&K, I think it is due to the leadership of the Prime Minister,” Sinha said, referring to the infrastructure development witnessed across the Union Territory.

The LG said various welfare schemes have benefited people across the country, including free foodgrains for around 80 crore people and LPG connections for 11 crore households, adding that these initiatives have also been successfully implemented in J&K.

He said road and tunnel projects worth more than Rs 1.5 lakh crore are currently underway in Jammu and Kashmir, while the long-pending dream of connecting Kashmir with the railway network has also been realised.

Earlier, Sinha visited Child Care Institutions Palaash and Pareesha in Srinagar, where he celebrated the Prime Minister’s birthday with children and distributed gifts among them.

He also urged people to increase their participation in the month-long programmes being organised to mark Prime Minister Modi’s birthday, saying the celebrations should be made more engaging and meaningful. (KNO)

  • Sajad Lone Slams Assembly’s “Silence” On 1987 Poll “Rigging” Resolution

Sajad Lone Slams Assembly’s “Silence” On 1987 Poll “Rigging” Resolution

Peoples Conference president and MLA Handwara Sajad Gani Lone on Thursday slammed the Jammu & Kashmir Assembly Secretariat over silence on his resolution seeking a probe into the rigging of the 1987 Assembly elections.

In a post on X, Lone questioned the silence on the resolution. “The Assembly cannot act like a post office that sends convenient letters but hides the inconvenient ones. It cannot behave like a pro‑government courier agency. It is the custodian of the rights of all MLAs and of the trust reposed in us by the people of Jammu & Kashmir,” he stated.

Citing Rule 179 of the Rules of Procedure and Conduct of Business, Lone pointed out that the Assembly Secretariat is legally bound to intimate members whether their resolutions have been admitted, disallowed, or admitted as amended by the Speaker. “The word used in the Rule is ‘shall,’ which makes it mandatory. Denial of information is a breach of the Rules,” he added.

The legislator further said that he has written to the Assembly Secretariat, demanding clarity on the status of his resolution concerning the 1987 elections. (KNO)

  • Jammu NIA Court Issues NBW Against LeT Commander Linked To Pahalgam, Other Major Terror Acts

Jammu NIA Court Issues NBW Against LeT Commander Linked To Pahalgam, Other Major Terror Acts

A special NIA court in Jammu has issued a non-bailable warrant (NBW) against Pakistan-based Lashkar-e-Taiba (LeT) commander Saifullah, who has been linked to several major terror attacks, including the April 2025 Pahalgam massacre, officials said on Thursday.

Saifullah is a resident of Changa Manga village in Pakistan’s Kasur. He is also known in the terror ranks by the aliases of Sajid Jatt, Ali Bhai, Habibullah Malik, Langda, Noomi, Numan, Usman Habib and Shani.

He is a key figure in the terror outfit’s operations and has remained active for over two decades.

The NBW comes after NIA busted a “deep-rooted” LeT module headed by Pakistani terrorist Abdullah, alias Abu Hureira, who was arrested with another Pakistani accomplice, Usman alias Khubaib, and three local operatives early this year.

Quoting an order issued by the special NIA court on September 8, the official said the case arose after J&K Police intercepted a LeT operative in the Pandach area of Srinagar in March, leading to the successful arrest of the entire group, particularly Abdullah, who had been on the run for 16 years, and successfully established bases outside the Union Territory.

Seeking the NBW against the LeT commander for his role in the terrorist module, the NIA told the court that Saifullah, the designated terrorist listed under the Fourth Schedule of the UAPA, has been operating from Pakistan and providing weapons, funds and directions to terrorists in the Kashmir Valley.

The agency also informed the court that Telegraph IDs linked to Saifullah were recovered from one of the arrested Pakistani terrorists, revealing that he had provided directions for attacks on security forces, civilians and government establishments.

After hearing the NIA and examining the application and accompanying material, the court issued the NBW against the LeT commander. “Keeping in view the fact that the accused person is at large and the investigating agency has not been able to procure his attendance in the ordinary manner….as such a general warrant of arrest (non-bailable) is issued against Saifullah and is forwarded to SSP, Kulgam, as the last known address of the accused is village Yamrach (in South Kashmir district) for execution of the warrant as per procedure prescribed under law. The warrant has been sent for execution to the concerned authority through NIA, the official said, quoting the order.

According to NIA, Saifullah also acted as a terrorist commander of LeT in 2005 to 2007 in Kulgam district and later exfiltrated to Pakistan. (Agencies)

  • India’s Semiconductor Ecosystem Expanding, Opening New Opportunities For Investment & Growth: PM

India’s Semiconductor Ecosystem Expanding, Opening New Opportunities For Investment & Growth: PM

Prime Minister Narendra Modi on Thursday pitched India as a trusted destination for global chip manufacturing and said the government is taking all measures to ensure the industry’s success through enabling policies and frameworks.

Speaking at the inauguration of the SEMICON India 2026, the PM said that the semiconductor ecosystem is expanding rapidly, opening new opportunities for innovation, investment and growth.

The world needs new and trusted locations for chip manufacturing, and India is preparing itself for this, he said.

India is taking all measures to become a preferred destination for semiconductor manufacturing, he further said.

So far, 12 chip-making projects have been approved, and the next phase will see the numbers increase further, the PM noted.

India Semiconductor Mission 2.0 expanded outlay to USD 13.5 billion from USD 8 billion in the first phase, he said, adding, “Be it policies, regulatory framework…whatever is needed for you (manufacturers) to succeed, government is taking all steps and efforts to ensure that.”

The Indian economy is expanding rapidly, and so is the world’s confidence in India, he said, citing Q1 GDP growth and Japanese rating agency JCRA’s India rating upgrade.

India is seeking to build a complete semiconductor ecosystem, expanding beyond chip design and assembly to fabrication, advanced packaging, equipment, materials, research and talent as it looks to strengthen electronics manufacturing and reduce dependence on global supply chains.

India is betting that the global push to diversify semiconductor supply chains away from concentrated manufacturing hubs can help position the country as a major chipmaking and electronics manufacturing hub.

Backed by billions of dollars in incentives, New Delhi is courting global manufacturers and leveraging its engineering talent, vast consumer market and strategic position as it seeks to build a full-stack industry spanning chip design, fabrication, packaging and testing.

On Thursday, Applied Materials announced USD 5 billion in investments under Vision 2035 to integrate India’s semiconductor ecosystem into the global value chain. (Agencies)

  • Kashmir’s Gulmarg, Gurez Witness Season’s First Snowfall

Kashmir’s Gulmarg, Gurez Witness Season’s First Snowfall

The season’s first snowfall draped the upper reaches of Gulmarg and Gurez in white on Thursday, as rain lashed the valley’s plains, officials said. Some areas in the higher reaches of the Kashmir valley received the season’s first snowfall, officials said.

They said the upper reaches of the famous ski resort of Gulmarg, in north Kashmir’s Baramulla district, including the Gondola Phase 2 and Apharwat area, received snowfall during the night.

The snow covered the higher reaches in a thin white layer, adding to the scenic beauty of the famous tourist destination, officials said. They said Tulail Valley and Kabuli Gali, in the frontier Gurez sector of north Kashmir’s Bandipora district, also received snowfall.

They also reported light snowfall in a few other areas in the higher reaches of Jammu and Kashmir.

Officials said the plains in the valley, including the summer capital here, were lashed by overnight rain.

The Meteorological Department has forecast fairly widespread light rain or thunderstorms over J-K on Thursday.

The department said the weather is likely to stay mainly dry over the next few days from Friday.

However, his request was found not in accordance with the applicable rules. The department has now terminated his probation and discharged him from service with effect from January 2, 2026.

  • Ahead Of Assembly Session, Sajad Lone Slams Govt Over Reservation Policy

Ahead Of Assembly Session, Sajad Lone Slams Govt Over Reservation Policy

Ahead of the upcoming session of the Legislative Assembly, Peoples Conference president Sajad Gani Lone on Thursday lashed out at the government over the latest JKAS and J&K Accounts (Gazetted) appointments, terming the process as “recruitment apartheid” against the Kashmir Valley.

In a post on X, Lone said that out of 55 JKAS and J&K Accounts (Gazetted) officers selected, only 10 are from the Kashmir Valley. “So against a population ratio of 56%, inhabitants of Kashmir have got 18% of the jobs,” Lone said.

He added that the Chief Minister should have kept himself away from distributing appointment orders. “Incidentally, appointment orders were given by CM sahib. Ideally, he should have kept away,” he remarked.

Lone alleged that the current reservation framework amounts to recruitment apartheid against the Valley. “It is persecution of the inhabitants of the Kashmir Valley—a strategy to disempower and marginalise them,” he said.

He further argued that the cabinet recommendation on reservation would not make much difference. “This Kashmir region’s 56% vs 18% recruitment figure will not be changed if the so‑called file sent by the elected government to the Union government is approved. At best, it will increase to 19%, against 56% population,” Lone said.

The Peoples Conference chief announced that he will raise the issue in the Assembly through appropriate legislative devices. “I wish and hope that we together, across party lines, are able to highlight the severity of this issue. And call a spade a spade — which would mean saying it explicitly and unambiguously that the present reservation system in place is a methodology to disempower and relegate to the margins the inhabitants of the Kashmir Valley,” he said.
