Govt Reviews Performance of All 16 Defence PSUs; Focus on Indigenisation and R&D

The Central government has recently conducted a comprehensive review of all 16 Defence Public Sector Undertakings (DPSUs), assessing their turnover, profit, indigenisation progress, export initiatives and research and development (R&D) plans aimed at strengthening “Aatmanirbharta” in defence manufacturing. This was revealed in Parliament on Friday.

Minister of State for Defence Sanjay Seth, responding to queries in the Lok Sabha, was asked whether the government had drawn up any action plan based on the findings of the review to improve the overall performance of the DPSUs.

In a written reply, the minister said, “The government, as part of regular review, has recently reviewed the functioning and performance of all the sixteen Defence Public Sector Undertakings (DPSUs) on 10.11.2025. The aim and objective of the meeting was to review their turnover, profit, efforts for indigenisation and R&D, including exports, to achieve ‘Aatmanirbharta’ in defence manufacturing.”

He added that the government has a “strong and explicit resolve” to promote indigenous military hardware through extensive R&D under the broader “Aatmanirbhar Bharat” initiative.

Seth further clarified that there is no specific budgetary allocation for R&D in DPSUs, but these undertakings fund their research projects from their internal earnings, depending on requirements and market potential.

On NC Founder’s Birth Anniversary, Farooq Abdullah Says J&K Govt Working On ‘Razor’s Edge’

Former Chief Minister and president of the ruling National Conference (NC), Dr Farooq Abdullah, said on Friday that the elected government in Jammu and Kashmir was working on the ‘razor’s edge’ as, according to him, all powers are vested in the Lt Governor.

Addressing the media on the 120th birth anniversary of NC founder, late Sheikh Mohammad Abdullah, at his mausoleum in Hazratbal area of Srinagar city, Dr Abdullah said, “Whatever could be done during the last year after our government came to power has been done despite a sword hanging over our head. All powers lie with the Lt Governor, and we have to walk on the razor’s edge under these circumstances. When we demand statehood, we don’t do it for ourselves. We want it to be restored so that the people benefit here.”

“We have four more years to go. Just be patient and see how much change would be brought about in your lives. All MLAs are moving out into their areas regularly and attending to the problems faced by the people. People also have to be honest in their dealings. Local contractors engaged in doing government construction must ensure their work is honest. You have to compete by e-tendering to get contracts now. The days of contractors getting work at the choice of the engineers are over.”

In a highly politically significant statement, he said, “The days of the old people in public life are over. Youth must be encouraged to come forward and make their contribution to public life. Women have to come forward to meaningfully contribute to the development of society.”

All senior leaders of the party, including Chief Minister Omar Abdullah, Assembly Speaker Abdul Rahim Rather, and senior leaders like Chowdhary Mohammad Ramzan, Mubarak Gul, Nazir Gurezi and others offered ‘Fateha’ prayers at the mausoleum of the party founder.

As part of the day’s functions connected with the birth anniversary of the late Sheikh Mohammad Abdullah, his grandson Omar Abdullah laid the foundation stones for two New Gates at Hazratbal Shrine.

The gates named “Bab-ul-Salam” and “Bab-ul-Noor” are being constructed on the main road leading to the shrine.

NC Chief Spokesperson Tanvir Sadiq said the project aims to enhance the entry points to one of Kashmir’s most significant religious sites and honour Sheikh Abdullah’s legacy on his birth anniversary. (Agencies)

Supreme Court Dismisses Plea Seeking Ban on Arundhati Roy’s Book Over Cover Depiction

The Supreme Court on Friday dismissed a petition seeking a ban on the sale, circulation, and display of celebrated author Arundhati Roy’s book “Mother Mary Comes to Me” on the grounds that its cover portrays her smoking a bidi or cigarette, allegedly violating tobacco control laws.

A bench of Chief Justice Surya Kant and Justice Joymalya Bagchi rejected the appeal filed by one Rajasimhan challenging the Kerala High Court’s order, which had already dismissed the PIL on similar grounds.

“She is a renowned author. She has not promoted such a thing. There is a warning in the book, and she is a prominent person as well. Why do such a thing for publicity? There is no hoarding in the city with the picture of the book. It is only for someone who purchases and reads the book. Her picture does not portray any promotion,” the CJI observed.

‘No Violation of Tobacco Act’

The bench held that neither the author nor the publisher, Penguin Hamish Hamilton, had violated Section 5 of the Cigarettes and Other Tobacco Products Act (COTPA) 2003.

Section 5 explicitly prohibits:

  • advertisement,
  • promotion,
  • sponsorship of cigarettes and tobacco products,
  • direct or surrogate advertising,
  • promotional displays in media or public spaces.

However, it allows health warnings on packages and limited displays at retail points.

“We see no reason to interfere with the High Court’s order,” the bench ruled.

Petitioner’s Argument Rejected

The petitioner’s counsel argued that Roy is shown smoking what could be a “ganja bidi” or a normal bidi, and that the book carries only a small disclaimer instead of a prominent health warning.

Rejecting the contention, the CJI said:

“The book, publisher or author has nothing to do with advertising cigarettes. This is not an advertisement. You may disagree with the views of the author, but that does not mean such a case can lie.”

The book is a memoir authored by Arundhati Roy

AJKPC Expresses Concern Over Overburdened J&K Administration; Urges CM Omar Abdullah to Expand Council of Ministers

The All Jammu and Kashmir Panchayat Conference (AJKPC) today expressed deep concern over the growing administrative overload in the Union Territory, attributing it directly to the severe shortage of ministers in the Council of Ministers.

Addressing a press conference, AJKPC president Anil Sharma urged Chief Minister Omar Abdullah to immediately expand his ministerial team by filling all vacant posts to ensure smooth and efficient governance.

Sharma highlighted that only six ministers, including the Chief Minister, are currently responsible for governing a population of nearly 1.5 crore. This small cabinet is handling two administrative divisions, 20 districts, over 100 departments, multiple PSUs and corporations, 207 tehsils, and nearly 6,800 villages.

“This situation cannot continue,” Sharma said. “Every minister is burdened with five to six critical departments. No individual, no matter how efficient, can give the required attention, review, timely decisions and field supervision that these portfolios demand. This leads to delays, improper monitoring, piling up of files and ultimately, public suffering across Jammu and Kashmir.”

‘Why the Delay in Cabinet Expansion?’

The AJKPC president questioned the political reasoning behind the prolonged delay in expanding the Council of Ministers.

“With 41 MLAs in the 90-member Assembly, the National Conference enjoys a comfortable majority. Yet, for over a year, the Chief Minister has chosen not to utilize the full strength of nine ministers permitted under the Constitution,” Sharma said.

He cited constitutional provisions, explaining that a Union Territory is allowed a Council of Ministers comprising up to 10% of the total Legislative Assembly strength. With 90 seats, Jammu & Kashmir can have up to nine ministers, including the Chief Minister.

Sharma also referred to Section 53 of the Jammu and Kashmir Reorganisation Act, 2019, which clearly supports this provision.

“There is no legal or administrative hurdle for expanding the cabinet. The legal framework is clear, and the administrative need is urgent,” Sharma asserted.

Nasir earned his place after clearing rigorous nationwide trials conducted by the School Games Federation of India (SGFI), with final selections made in Pune. YSS Commissioner Secretary Yasha Mudgal Reviews Budget Proposals for FY 2025–26 & 2026–27

Commissioner/Secretary, Youth Services & Sports (YSS), Yasha Mudgal, today chaired a high-level meeting to review the Revised Estimates (RE) 2025–26 and Budget Estimates (BE) 2026–27 for both Revenue (Revex) and Capital (Capex) components of the department.

The meeting was attended by the Director General, YSS, Director NCC, Director Finance (YSS) and the Secretary, J&K Sports Council.

During the discussions, the Director Finance presented a consolidated overview of the budgetary requirements of all Heads of Departments, supported by performance indicators, physical achievements and projected needs for the upcoming financial year.

‘Maintain Fiscal Discipline, Avoid Inflated Projections’: Yasha Mudgal

Yasha Mudgal stressed the importance of strict fiscal discipline, realistic assessment of departmental needs and alignment of all proposals with government priorities and welfare-oriented initiatives.

She directed that inflated projections must be strictly avoided, and every financial demand should be backed with verifiable data and sound justification.

Revenue Augmentation & PPP Focus

The meeting held detailed discussions on boosting departmental revenue through:

  • optimal utilisation of existing facilities,
  • improved digital integration,
  • adoption of Public–Private Partnership (PPP) models,
  • tourism and event-based collaborations,
  • increased Corporate Social Responsibility (CSR) contributions, and
  • rationalization of user fees across departmental assets.

Heads of Departments were instructed to dispose of and auction unserviceable items lying in various offices to ensure transparency, space optimisation and better revenue realization.

Push for CSR Funding & Tourism-Linked Activities

The Commissioner Secretary emphasised intensified efforts to attract CSR funding to strengthen youth-centric programmes across the Union Territory.

She also highlighted the need to enhance the tourism potential of youth hostels and allied departmental infrastructure, calling for improved visibility, service standards and partnership with tourism stakeholders.

Instructions for District & Sectoral Officers

All district and sectoral officers were directed to submit fully justified proposals under M&S, M&E, M&R and outsourcing heads to ensure efficient utilisation of funds and operational preparedness.

The meeting also underlined the need to enhance the department’s overall spending capacity, ensuring timely and effective use of budget allocations.

Officers were instructed to maintain close coordination with the Finance Department for timely clearance of pending treasury bills to ensure smooth financial operations and continuity of ongoing activities.

India, Russia Move to Boost Defence Ties; New Delhi Shows Interest in Additional S-400 Systems

India and Russia on Thursday resolved to further strengthen their long-standing defence partnership, with New Delhi expressing strong interest in procuring additional batches of S-400 missile systems from Moscow to enhance its air defence capabilities.

The decision came during a high-level delegation meeting between Defence Minister Rajnath Singh and his Russian counterpart Andrey Belousov, held a day ahead of the 23rd India–Russia Annual Summit. Russian President Vladimir Putin arrived in New Delhi on Thursday night for summit talks with Prime Minister Narendra Modi scheduled for Friday.

India Keen on More S-400 Units After Success in Operation Sindoor

During the meeting, India is understood to have conveyed its interest in acquiring additional S-400 surface-to-air missile systems, which proved highly effective during Operation Sindoor. India had earlier signed a USD 5 billion deal in 2018 to procure five S-400 units despite U.S. sanctions threats under CAATSA.

Three squadrons have already been delivered, while India is also exploring the possibility of procuring S-500 missile systems in future.

The Russian side is also learnt to have offered its Su-57 fifth-generation fighter jets to India, as New Delhi looks to expand its advanced combat aircraft fleet.

Talks Focus on Defence Production, Technology Sharing

Singh highlighted India’s growing emphasis on indigenous defence production, asserting the country’s determination to strengthen manufacturing capacities for both domestic and export needs. He called for enhanced collaboration between India and Russia in niche and emerging defence technologies.

Both sides reaffirmed that the India–Russia relationship is built on a deep sense of trust, shared principles and mutual respect, the Ministry of Defence said.

Belousov assured that the Russian defence industry stands ready to support India in its pursuit of self-reliance in defence production, stressing the strategic and time-tested nature of bilateral ties.

‘A Key Factor in South Asian Balance’: Russia

Belousov said India–Russia relations hold a strategic character, and that cooperation between the two countries serves as a stabilising factor in the South Asian region. He also reaffirmed Russia’s commitment to work with India on the modernisation of the Indian Armed Forces on a full-scale basis.

Defence Partnership Growing Since 2000

Rajnath Singh noted that bilateral defence cooperation has grown significantly since the signing of the Strategic Partnership Declaration in 2000.

“Despite global geopolitical uncertainties, India–Russia defence cooperation continues to progress at a healthy pace,” he said.

Before the meeting, both ministers paid homage at the National War Memorial by laying a wreath.

MP Jugal Kishore Sharma Demands National Highway Status for Samba–Udhampur Road

Member of Parliament from Jammu–Reasi Lok Sabha constituency, Jugal Kishore Sharma, today raised the demand for granting National Highway (NH) status to the crucial road stretch connecting Samba to Udhampur. He made the appeal during Question Hour in the Lok Sabha.

Urging the Ministry of Road Transport and Highways (MoRTH) to intervene, Sharma stressed the urgent need to upgrade and widen the existing road into a four-lane corridor, citing its strategic and socio-economic significance.

Sharma informed the House that the Samba–Mansar–Udhampur road serves as a major inter-district link, carrying heavy daily traffic and facilitating movement for commuters, trade, transport and emergency services between the two districts. He said the current road capacity and condition are inadequate to handle the rapidly increasing traffic volume.

Describing the route as a lifeline for the region, the MP highlighted the rising number of accidents due to the poor condition of the road.

“The road from Samba to Udhampur passing through Mansar is a lifeline. Due to its pitiable condition, major accidents occur, causing loss of life and property. Considering its importance and heavy traffic flow, it must be declared a National Highway, and widening to four lanes must begin at the earliest,” Sharma said.

He urged MoRTH to approve the NH status, conduct necessary surveys and expedite the commencement of the four-lane construction project on priority.

‘AI, Big Data Must Be Integrated into Diagnostics’: LG Sinha

Delivering the keynote address, the Lieutenant Governor stressed the urgent need to integrate Artificial Intelligence (AI) and big data analytics into diagnostic processes to enhance accuracy, reduce time-to-treatment, and bridge the gap between science and clinical medicine.

“Healthcare systems must prioritise diagnostic precision and timely treatment. Mainstreaming precision medicine through advanced diagnostic testing is crucial. Laboratories must build modern infrastructure to convert data into clinical insights for doctors,” Sinha said.

He also suggested a roadmap for strengthening the field of pathology:

  1. Empower the field with cutting-edge advancements and develop standard protocols for patient care through multidisciplinary research.
  2. Identify and bridge gaps in educational programmes by creating improved training modules for young professionals.

‘Healthcare Witnessing Historic Transformation Under PM Modi’

The LG noted that the healthcare sector has undergone historic transformation under the leadership of Prime Minister Narendra Modi. He urged stakeholders to accelerate digitisation by expanding Ayushman Bharat Health Account (ABHA) coverage to remote regions and linking smaller health centres with larger laboratories for expert diagnostic support.

“Building a modern healthcare system and improving the quality of life for every citizen is our collective goal. Public and private sectors must collaborate to establish dedicated diagnostic facilities in remote areas and ensure faster diagnosis and treatment,” he added.

PM Modi Welcomes President Putin as Russian Leader Begins 27-Hour India Visit

Prime Minister Narendra Modi on Thursday extended a warm welcome to Russian President Vladimir Putin, who arrived in New Delhi for a nearly 27-hour visit aimed at strengthening the eight-decade-long India–Russia strategic partnership. Putin’s visit—the first in four years—comes at a time of significant geopolitical churn, adding weight to the long-standing bilateral ties.

Modi received the Russian leader at Palam Airport, greeting him with a hug as artists performed traditional dances in honour of the visiting dignitary. From the airport, the two leaders travelled together in the Prime Minister’s car, mirroring their ride in Putin’s vehicle during the SCO Summit in Tianjin three months ago.

“Delighted to welcome my friend, President Putin, to India. India–Russia friendship is time-tested and has greatly benefited our people,” Modi posted on social media.

Private Dinner Sets Tone for Summit

In the evening, the Prime Minister hosted a private dinner for Putin at his official residence, decorated with lights and flowers for the occasion. The informal interaction is expected to set the tone for the 23rd India–Russia Annual Summit on Friday, where both sides are likely to announce several agreements to further expand the partnership.

Defence cooperation, efforts to insulate bilateral trade from external pressure and collaboration in small modular nuclear reactors are expected to be the focus areas—issues that will be closely observed by Western nations.

Putin’s visit assumes added significance amid a rapid downturn in India–US relations, particularly on trade and strategic issues.

Packed Diplomatic Schedule

On Friday, Putin will receive a ceremonial welcome and tri-services guard of honour at Rashtrapati Bhavan, followed by a visit to Raj Ghat to pay homage to Mahatma Gandhi.

The leaders will then hold restricted and delegation-level talks at Hyderabad House, after which both will address a business gathering jointly organised by FICCI and Roscongress at Bharat Mandapam.

In the evening, President Droupadi Murmu will host a state banquet in Putin’s honour. He is scheduled to depart New Delhi around 9 pm.

Energy, Trade and Defence Take Centre Stage

New Delhi is expected to raise concerns regarding the growing trade imbalance, driven largely by India’s increased imports of discounted Russian crude oil.

In an interview released on Thursday, Putin defended India’s energy purchases from Russia, saying:

  • Western criticism is politically motivated;
  • The US itself continues to buy Russian nuclear fuel;
  • India has every right to secure energy supplies in its national interest.

“Neither Prime Minister Modi nor I have ever approached our cooperation to work against anyone,” Putin said. “Our focus is on safeguarding the interests of both nations.”

He praised Modi’s leadership, calling him a decisive leader who “does not succumb to pressure easily.”

Defence Ties Deepen
