Jammu, March 21 – Jammu and Kashmir Chief Minister Omar Abdullah on Thursday announced the reintroduction of the Roshni Scheme in a new form, an increase in the Constituency Development Fund (CDF) for MLAs, and an extension of the amnesty scheme for domestic electricity consumers. He also proposed the formation of a House Committee to review a salary hike for MLAs, similar to the system followed in Parliament.

The announcements were made during the Chief Minister’s 70-minute reply on the debate for grants of his departments in the Legislative Assembly. The House passed grants worth ₹85,430 crore for 13 departments after all MLAs withdrew their cut motions.

Reviving the Roshni Scheme

Referring to the Roshni Scheme, Omar said that it was originally introduced in 2001 by the then Farooq Abdullah-led government. The law granted ownership rights of state land to unauthorized occupants upon payment, with the goal of generating revenue for power projects. Over the years, successive governments modified the scheme, ultimately leading to its repeal in 2018, followed by a CBI probe.

Omar acknowledged that the scheme could not be defended in court due to amendments made by the PDP-Congress government, which removed land ceiling restrictions. He emphasized the need to bring back the scheme in a new, legally sound form.

Increase in CDF and MLA Salaries

Highlighting concerns raised by legislators, Omar announced an increase in the CDF from ₹3 crore to ₹4 crore per annum.

Regarding MLAs’ salaries, he noted that they had remained unchanged since 2015-16. He proposed forming a House Committee with leaders from various political parties to examine the Parliament model, where MPs’ salaries are revised every five years based on inflation.

He also assured that pensions for former MLAs and honorariums for their personal assistants (PAs) would be increased.

Amnesty Scheme Extended for Domestic Electricity Consumers

As the Minister in charge of the Power Development Department, Omar announced a one-year extension of the amnesty scheme for domestic electricity consumers. However, he made it clear that this would be the final extension. Under the scheme, interest on outstanding dues will be waived, and consumers will need to pay only the principal amount along with monthly rent.

“This is the seventh amnesty scheme. Amnesty is essentially a punishment for those who pay their bills on time,” he remarked.

During his address, Omar responded to remarks made by Leader of Opposition (LoP) Sunil Sharma, who had praised Prime Minister Narendra Modi for bringing J&K at par with the rest of India by abrogating Article 370.

Omar questioned whether the J&K Assembly was truly equal to other state assemblies in the country. He also criticized BJP’s rhetoric on historical matters, arguing that the party had itself altered the state’s original laws and map, including the removal of the Ranbir Penal Code (RPC).

Omar acknowledged economic disparities in J&K and highlighted the need for employment opportunities for local youth. Addressing urban planning issues, he pointed out the inefficiency in utilizing infrastructure such as footpaths, cycle tracks, and parking facilities.

“We need a collective shift in mindset to properly utilize our urban infrastructure,” he said. He also emphasized decongesting cities by developing planned residential townships while ensuring no displacement of locals.

The CM announced restoration efforts for 33 heritage sites across J&K, with a budget of ₹65 crore, and plans for 73 more sites at a cost of ₹170 crore. He stressed that heritage defines identity and called for the expedited completion of projects like the Mubarak Mandi restoration.

Additionally, Omar proposed restoring the independent role of the Planning Department, which was merged with the Finance Department, to ensure better governance and policy execution.

Youth Services & Sports Dept Flags Off Trekking Camp at Mansar

New Delhi: Senior Aam Aadmi Party (AAP) leader Atishi on Thursday raised concerns over the delay in the implementation of the BJP-led Delhi government’s Mahila Samriddhi Yojna, a scheme that promises Rs 2,500 monthly financial assistance to women.

Addressing a press conference, Atishi, who serves as the Leader of Opposition in the Delhi Assembly, questioned whether the BJP government would extend the benefits to all eligible women in Delhi or impose restrictive conditions that would exclude a majority of them.

“The BJP promised Rs 2,500 per month to nearly 48 lakh women in Delhi aged above 18 years. Now the question is whether they will fulfill this promise or find ways to limit its beneficiaries to less than 1 percent by adding multiple conditions,” Atishi said.

She also criticized the government for inaction, stating that the committee formed to oversee the scheme’s implementation has not taken any concrete steps even after 12 days.

Deadly Mystery in Badhaal: Calls for CBI Probe Intensify

The deaths of 17 civilians in the remote village of Badhaal, Budhal area of Rajouri district, between December and January, have sparked intense debate in the Jammu and Kashmir Assembly. Lawmakers, led by NC legislator Javed Choudhary, have demanded a Central Bureau of Investigation (CBI) probe into the matter, citing possible links to similar deaths in Billawar (Kathua) and Kulgam.

SUPREME COURT GRANTS RELIEF TO UNION MINISTER SHIVRAJ SINGH CHOUHAN IN DEFAMATION CASE

The Supreme Court on Wednesday extended its earlier order exempting Union Agriculture Minister Shivraj Singh Chouhan from personal appearance before a trial court in connection with a criminal defamation case lodged against him by Congress MP Vivek Tankha.

Tankha, a senior advocate and Rajya Sabha MP, alleged that Chouhan, along with BJP state president V. D. Sharma and former minister Bhupendra Singh, orchestrated a “coordinated, malicious, false, and defamatory” campaign against him. The allegations revolved around claims that Tankha opposed OBC reservations in the 2021 Panchayat elections in Madhya Pradesh.

A Supreme Court bench, comprising Justices M. M. Sundresh and Rajesh Bindal, deferred the hearing of the case to March 26 while considering Chouhan’s appeal against the Madhya Pradesh High Court’s October 25 order refusing to quash the defamation case.

LEGAL BATTLE INTENSIFIES

Senior advocate Mahesh Jethmalani represented Chouhan in the proceedings, while veteran lawyer Kapil Sibal and advocate Sumeer Sodhi appeared on behalf of Tankha. The top court had previously stayed the execution of bailable warrants issued against the three BJP leaders, seeking a response from Tankha.

Jethmalani contended that the alleged defamatory remarks were made on the floor of the House and were thus protected under Article 194(2) of the Constitution, which provides immunity to state legislators for statements made within the legislature. He further argued that issuing a bailable warrant in a summons case was unprecedented, emphasizing that the accused could have been represented by their counsel.

However, Sibal countered that the BJP leaders should have appeared before the trial court, questioning what course of action the lower court could take if they continued to evade proceedings.

The controversy dates back to December 2021, when the Supreme Court stayed the Panchayat elections in Madhya Pradesh. Tankha alleged that Chouhan and other BJP leaders falsely accused him of opposing OBC reservations in these elections, which allegedly tarnished his public image.

Tankha sought Rs. 10 crore in compensation and the initiation of criminal defamation proceedings under Section 500 of the IPC against the BJP leaders. The trial court in Jabalpur took cognizance of the case and summoned the accused on January 20, 2024.

The BJP leaders, however, refuted the charges, arguing that newspaper clippings provided as evidence could not substantiate defamation claims. They insisted that the allegations lacked any legal standing and that the trial court erred in admitting the complaint.
