Speaker Rather Directs Minister To Notify New Car Policy Within 15 Days

Legislative Assembly Speaker Abdul Rahim Rather on Wednesday directed the government to ensure that the revised car policy is notified within 15 days.

The direction came during a discussion on the implementation of the “One Officer, One Vehicle” policy, with the Speaker questioning the delay in taking action on the matter.

Rather said the issue involved the use of public resources and could not be kept pending any longer.

The Speaker directed Minister Transport to ensure that the necessary policy is notified within 15 days.

He also questioned why it had taken nearly five years to act on the matter, stressing that such a delay amounted to the misuse of public resources. (KNO)

  • J&K To Draft Guidelines Regulating Social Media Journalists

J&K To Draft Guidelines Regulating Social Media Journalists

The Jammu and Kashmir government is working on a new media policy to regulate the mushrooming of social media journalists, the Legislative Assembly was informed on Wednesday.

Responding to a question from National Conference (NC) MLA Bashir Veeri, Minister Sakina Itoo said the Assembly’s House Committee, constituted to examine the matter, has given the Information Department four months to formulate new guidelines. Itoo said the House Committee, headed by senior MLA and former minister, Ali Mohammad Sagar, met on July 13, 2026.

Several members raised concerns over the mushrooming growth of social media journalists and demanded strict guidelines. Speaker Abdul Rahim Rather said he had asked the government during the Budget Session to conduct a comprehensive study of media functioning and formulate guidelines for taking action against those who violate the law.

NC MLA Nazir Gurezi said anyone can pick up a phone and become a journalist these days. “Then social media is being misused. There should be some regulation,” he demanded.

PDP MLA Waheed Para said, “We are living in the 21st century, and demanding censorship is not the right thing.”

Minister Itoo said the issue concerns the House.

“A half-hour discussion was held in the Budget Session, and the government gave its reply at that time. Without the media — whether print or electronic — we are incomplete; there is no two ways about it. But, Sir, there are certain shortcomings now; there is no doubt about that either,” she said.

Itoo said in this era of mobile phones, legislators also share the blame. “We keep our close associates around to photograph everything here so that the pictures can be published outside later. We cannot place the entire blame on media personnel alone,” she said.

She informed the assembly that a member has opened a social media page under the name of his wife’s maid.

“There are some honourable members — I will not take names — an honourable member has created a page under the name of his wife’s maid. If you were to look at that page, truly, I believe even the devil would feel ashamed. The things written on that page, the nature of the criticism, the foul language directed at ministers… and if all of that is deemed acceptable, then how can we stand here and put the entire blame solely on the media?” she said.

Social media is used for mud-slinging, and political parties are also responsible, she said.

“Those who have turned into mobile and Facebook media stoop to slandering anyone’s character whenever they wish, taking less than two minutes to demean someone’s dignity. And in this, if anyone is most responsible, it is the political parties,” she added.

She also referred to the pages run by political parties.

“You will see how an individual’s dignity is shredded to pieces. There is zero regulation over it. And yet you say our brothers in the media are in the wrong. They may be wrong as well; I do not deny that, because nowadays genuine, accredited media persons are few, while the number of self-styled Facebook media pages is huge,” she said.

The minister suggested that members and journalists should not be allowed to keep mobile phones inside the House. She assured the House that the Information Department will introduce a comprehensive policy with rules, regulations, and proper scrutiny.

“Following that, if anyone is found guilty of malpractice, strict action must be taken against them,” she said.

  • Govt Notifies New CAFE-3 Norms For Passenger Vehicles

Govt Notifies New CAFE-3 Norms For Passenger Vehicles

The government has notified new Corporate Average Fuel Economy (CAFE-3) norms that will set fuel-efficiency and carbon-emission limits for passenger vehicles from April 1, 2027, to March 31, 2032.

The new norms broadly cover passenger cars, including hatchbacks, sedans, special utility vehicles, and MPVs, with a seating capacity of eight passengers other than the driver.

The new norms will apply to new passenger vehicles manufactured or imported for sale in India, the power ministry said in a statement.

The new norms will provide more choice for consumers in terms of technology, while car manufacturers will have to plan their production accordingly.

In a major shift, the draft CAFE-3 regulations had initially proposed a concession for lightweight petrol cars (under 909 kg) to keep them affordable, the final norms eliminated this benefit.

Under the new norms, the revised target line has also been flattened to provide a more balanced, weight-sensitive approach, with relatively softer targets for lighter vehicles and greater fuel-efficiency requirements for heavier vehicles.

The reference weight has been increased from 1,082 kg under existing norms to 1,229 kg under new CAFE norms, an increase of around 13.6 per cent, reflecting the evolving characteristics of the passenger vehicle fleet.

The new norms provide flexibility to manufacturers to adopt cleaner technologies, alternative fuels and other innovative solutions.

To encourage cleaner transportation, the new regulations offer “super credits” for Battery Electric Vehicles (BEVs), Range-Extended Electric Vehicles (REEVs), Plug-in Hybrid Electric Vehicles (PHEVs), Strong Hybrid Electric Vehicles (SHEVs) and flex-fuel vehicles, making it easier for manufacturers to meet fleet emissions targets when producing alternative-fuel models.

Under the updated regulations, alternative fuels, EVs, and hybrids will benefit from volume derogation multipliers, commonly referred to as “super credits,” when calculating total fleet-average emissions.

“This provides an additional incentive for manufacturers to accelerate the deployment and market penetration of cleaner and advanced vehicle technologies,” the statement said.

Additionally, the fuel-consumption benchmark is tightened from 3.996 litres/100 km in 2027–28 to 3.3273 litres/100 km in 2031–32, representing an improvement of around 16.7 per cent over the period.

The new CAFE framework will drive progressive improvements in fuel economy through year-on-year tightening of targets across all five years.

The new CAFE framework promotes technological innovation in new technologies such as solar reflective paints, advance glazing, high efficiency air-conditioning for improved fuel efficiency and India’s energy security and sustainability objectives, the statement added.

The CAFE-3 norms also introduced a credit-debit system. The framework gives manufacturers added flexibility to meet CAFE targets. Companies exceeding their targets earn credits that can be carried forward.

Conversely, those falling short can make up the deficit using past credits, trading credits with other automakers, or purchasing them through a Bureau of Energy Efficiency-administered buyout program, the statement added.

The passenger vehicle segment accounts for a substantial share of India’s transport energy demand and remains an important contributor to fossil-fuel consumption.

The new CAFE framework is consistent with and supports rapid technological advancements, increasing availability of alternative and renewable fuels, growing electrification and evolving global automotive technologies. (Agencies)

  • Congress MLA Raises Issue Of ‘Bureaucratic Overreach’ In J&K Assembly’s Functioning

Congress MLA Raises Issue Of ‘Bureaucratic Overreach’ In J&K Assembly’s Functioning

Congress MLA Nizamuddin Bhat on Tuesday raised alleged bureaucratic overreach in the Assembly’s functioning, saying it challenges the powers of the Speaker and the government. While speaking in the Jammu and Kashmir Legislative Assembly, he urged Speaker Abdul Rahim Rather to include the law secretary’s letter in the House record.

Bhat was referring to the chief secretary and law secretary writing letters to Rather over the statehood resolution brought by Chief Minister Omar Abdullah that was adopted by the assembly on Monday.

“The chief secretary and law secretary had written a letter, advising against the resolution. This challenges the powers of the Speaker and the government. I want to understand that can the officers act as government?” the MLA from Bandipora said.

He said the government was formed under law and constitution after elections.

“If the powers of this House are so curtailed, why are we here? What are we doing?” he questioned. Bhat said the ministers were responsible to the people, but they are being “tied down”.

“They (bureaucrats) are challenging the authority of the Speaker. This letter should be made part of the record and discussed in the House. Is this Legislature a panchayat?” he said.

Jammu & Kashmir National Conference MLA Nazir Gurezi said the BJP was challenging the dignity of this House.

Deliberating on the need for the resolution and the restoration of statehood, the chief minister highlighted the practical governance challenges of operating as a Union Territory. He cited severe bureaucratic overreach and administrative paralysis.

He said the Speaker had received an opinion from the law department regarding the resolution, but he was not aware of it.

“As the Law minister, I have no information; the law secretary sent an opinion to you (Speaker). The chief secretary also sent you an opinion on the resolution. But I am unaware. This can only happen in a UT, not a state,” Abdullah asserted.

He also pointed out administrative delays, including the unresolved plight of daily wage workers. (Agencies)
