JAMMU, Nov 17: Jammu and Kashmir government on Thursday issues final notices for cancellation of land allotment to 586 entities which failed to set up units under the much-touted ‘new industrial development scheme. Notices have been issued as these units failed to deposit the land premium and execute lease deed, according to a top official. The step has been taken to provide opportunity to others in the long queue.
The Jammu and Kashmir administration in January 2021 announced a new industrial development scheme (IDS) with a total outlay of Rs 28,400 crore to encourage new investment and take industrial development to the block level.
Approved by the Government of India, the new IDS for was not only meant for ushering in an era of socio-economic development of the region, but also take development to the block level and far-flung areas of Jammu and Kashmir.
The final notice was issued by Jammu & Kashmir State Industrial Development Corporation (SIDCO) Managing Director Smita Sethi on Thursday. These allotted units include 462 in Kashmir valley and 124 in Jammu region.These units were granted 500 to 600 acres of land in dozens of industrial estates set up by J&K government.
Of these 423 units were given allotment of lands by J&K Small Scale Industries Development Corporation Limited (SICOP) and 163 by SIDCO.
”As per record 586 allottees (of Industrial units) have not given any response and are liable for cancellation in terms of Jammu & Kashmir Industrial Land Allotment Policy 2021-30 despite repeated notices”, Sethi said in final and show-cause notice for cancellation of the allotment order.
The notice further said that as per the directions of administrative department of Industries and Commerce on November 4, 2022, a final notice of 15 days is being served to all the (389) allottees from the date of issuance of this notice, who did not respond to earlier notices, to deposit the payment and complete formalities.
”Failing which it shall be presumed that they have nothing to say in their defence and the allotment order shall be deemed to have been cancelled or withdrawn ab-initio, if no convincing response is received during this period”, Sethi said.
She further said that in accordance procedural guideline to the Jammu & Kashmir industrial land allotment policy, 30 days notice was served upon the unit holders, who failed to deposit the payment and complete the requisite formalities.
”Additionally a show cause notice of seven days and final notice of five days was also served through email. They again failed to deposit the due amount and complete the necessary formalities”, MD said.
”There are 4500 applications in queue for grant of allotment in setting up units in J&K. If they don’t respond, there are others in the queue”, Sethi said.
These units are bringing an investment of over Rs 3,000 crores and generating a job market of 7,000.
As per the notice SIDCO and SICOP issued land allotments or letter of intent (LOIs) in terms of Industrial Policy 2021-30 in compliance to the approval accorded by high level land allotment committee in its first meeting held on July 1, 2021 & December 30, 2021.
As per terms and conditions of allotment orders, the allottees were required to deposit the land premium, execute lease deed and complete other formalities within 60 days time frame from the date of issuance of said allotment order. However some unit holders have failed to deposit the due amount & complete the necessary formalities within the stipulated time period, Sethi said.
Jammu & Kashmir Land Allotment Policy, 2021-30 provides land allotment process and envisages that in case of non-execution of lease deed, including non-payment of payable premium, even after the expiry of notice period, the land allotment shall be cancelled by the concerned industrial development corporation immediately, she said.
As per the procedural guidelines, allotment policy provide that in case of failure on the part of allottees to make total payment towards premium within stipulated time from the date of allotment letter, violation of any condition of the lease deed, failure to come into production within stipulated time, among others, the concerned estates officer shall immediately take necessary action for determination of the lease deed and eviction of the allottees under the said act and rules made there under.
Jammu and Kashmir has received investment proposals worth Rs 31,000 crore and has notified a new central sector scheme worth Rs 28,400 crore which is likely to provide employment to over 4.5 lakh people, the Rajya Sabha was informed in December last year.

Indian Army making ponds to get drinking water for troops in eastern Ladakh near China border
New Delhi, Nov 17: Having deployed its troops near the Line of Actual Control (LAC) to prevent any misadventure from China, the Indian Army is making a large number of ponds to get fresh drinking water for the troops even in freezing winters.
India has deployed more than 50,000 troops along with a large number of new equipment to tackle possible Chinese aggression since April-May 2020 in Eastern Ladakh. A number of steps have been taken to address the logistical requirements of troops based there.
“We are making a big number of ponds to cater to the water requirements of the forces deployed there. In forward locations like the Daulat Beg Oldie (DBO), the troops used fresh water from ponds even in freezing winters this year,” Indian Army’s Engineer in Chief Lt Gen Harpal Singh said.
“The water at the surface level gets frozen in extreme winters but underneath, it remains in liquid form. Our troops used the water from these ponds to meet their requirements,” he said.
DBO is one of the coldest and most forward locations in Ladakh and witnesses extreme cold conditions in the cold desert area.
The temperatures in these areas go below minus 40 degrees also on some occasions and providing fresh water and food to troops becomes a challenge.
The Corps of Engineers has done extensive work for helping the troops to stay put in forward locations near China border and making living conditions better there.
The Army has so far built 22,000 additional habitats for the troops in eastern Ladakh and they have been built in a way that the buildings can be lifted from one place to the other and relocated as per requirement in specific sectors, Lt Gen Harpal said.
The sappers have also built a large number of habitats for the tanks, artillery guns and infantry combat vehicles to enable the armoured corps to operate them even in very cold conditions. (Agencies)
Online anonymous threat: Srinagar police urges media houses not to discuss name of journalists
SRINAGAR: Srinagar police on Thursday urged media houses not to discuss the names of the journalists during their debate regarding the online anonymous threats to them.
“It has been noticed by our social media cell that many news portals are irresponsibly discussing names of media persons in their debates regarding the online anonymous threat to them,” Srinagar police said in a statement. A case under relevant sections has been already registered in Shergari police station about this threat, the police said.
“Media houses are requested not to fall for sensationalism in discussing names of victims in reporting and also to behave responsibly and not endanger the safety and security of their fellow journalists,” the police added.
Three Days National Expo on Indian Medical Devices Sector to be held from 17-19 January 2023
The India MedTech Expo (IMTE), the first-ever Expo of Indian Medtech Industry by the Union Government, is rescheduled and now will be held from 17 to 19 January 2023 at Aerocity Grounds.
The three days Expo was earlier scheduled from 9 to 11 December 2022. On 30 September 2022, the website of India MedTech Expo (IMTE) was launched and the flyer was released for the event.
IMTE, a three-day long event is the first edition of India MedTech Expo, organized by Dept. of Pharmaceuticals, Government of India, in close association with all the Medical Devices Industry Associations.
The Expo is planned around the theme “Future of Device, Diagnostics & Digital”.
According to the Ministry f Chemicals and Fertilizers, the event is organized with an objective to create opportunities to network and explore collaborations both for the sector’s growth in India and its potential contribution globally, by bringing together all the stakeholders.
These includes PLI participants, start-ups, MSMEs, Innovative entrepreneurs, R&D facilities, Incubators, public and private hospitals, Industry at large, Academia, Research institutions, Investors, State governments, MedTech parks and key Government officials for taking the sector on a forward growth trajectory.
So far, about 150+ Start-ups, 275+ Indian & International Medical Device companies and MSME units, 50+ Research Institutions, etc. have confirmed their participation in the Expo. Over 376 foreign buyers entries have been received out of which selected 200+ foreign buyers will be hosted for B2B engagement.
The current market size of the medical devices sector in India is estimated to be 11 Bn USD and the sector in India is at a growth stage with CAGR of 10-12% over the last decade and has the potential to reach $ 50 bn by 2030.
The proposed Expo will create visibility of medical devices ecosystem to the world and build a brand identity for the Indian MedTech sector.

Mughal road reopens for traffic after three days
Poonch, Nov 17: The authorities on Thursday reopened historic Mughal road connecting twin districts of Poonch and Rajouri with Shopian in South Kashmir for traffic.
Quoting officials, news agency GNS reported that the vehicles were permitted to move after snow clearance work was completed on the thoroughfare.
The road had been shut for the past nearly four days after snowfall around Pir Ki Gali on Monday.
DySP Traffic Rajouri-Poonch Range, Aftab Bukhari confirmed the opening of the road for traffic.
Gujarat polls: BJP plans carpet bombing across 89 constituencies on Nov 18
The Bharatiya Janata Party (BJP) will do carpet bombing with public meetings of central ministers and state leaders across 89 constituencies on November 18. Central ministers, state leaders, candidates for the Assembly elections and others campaigners will be holding public meetings across these constituencies to set the mood for the big Gujarat election.
Several Union Ministers including Gajendra Singh Shekhawat, Dharmendra Pradhan, Smriti Irani among others will be holding “sabhas” or public meetings across these constituencies.
Chief Minister Bhupendra Patel and State party president CR Patil will also be addressing a Sabha.
“Our party has big leaders not just at the national level alone but also at the state level and that is how the party goes into the election. We will go full throttle,” a source privy to the development told ANI.
This massive show of strength will include rallies with a crowd of 3000 to 5000 up to 20,000 at various locations.
In the coming few days, all roads will lead to Gujarat where the ruling party which has been in power for over 27 years will be seeking its seventh term in office.
Prime Minister Narendra Modi has been Gujarat’s longest serving chief minister from 2001 till 2014.
The state has been a BJP stronghold for long and the party has set its sights on returning to power with a handsome majority this time as well.
However, it faces a stiff electoral challenge from the Arvind Kejriwal-led Aam Aadmi Party (AAP), which has named Isudan Gadhvi as its chief ministerial candidate.
Congress is also hoping to put its best electoral foot forward to unseat the BJP government.
The state of Gujarat which has 182 assembly constituencies will go for polling in two phases on December 1 and 5. The counting of votes will occur on December 8, which coincides with Himachal Pradesh’s result date.

“Weather is likely to remain dry in J&K with mainly clear to partly cloudy sky in J&K during the next 24 hours”, an official said.
Meanwhile, Srinagar recorded 1.2 degrees Celsius, Pahalgam minus 3.4 and Gulmarg minus 3.6 degrees Celsius as the minimum temperature this morning.
Drass town in Ladakh region had minus 12.2 and Leh minus 9, while Jammu registered 10.7 degrees, Katra 10.6, Batote 4, Banihal 4.8 and Bhaderwah 1.6 degrees. (Agencies)
Migratory birds start arriving at wetlands in the Kashmir valley
SRINAGAR, Nov 17: With the onset of winter, migratory birds have started arriving in the Kashmir valley and at this time these birds are seen dancing at the wetlands of the valley.
Keeping their centuries-old relationship with Kashmir, these birds visit Kashmir every year and enjoy the temperate climate here.
According to experts, from the month of October, these birds migrate from Siberia, China, Philippines, Eastern Europe and Japan to the valley and stay here for about five months.
These birds include Tufted Duck, Gudwal, Brahminy Duck, Gargantuan, Greyleg Goose, Mallard, Common Merganser, Northern Pintail, Common Pochard, Ferruginous Pochard, Red Crested Pochard, Ruddy Shelduck, Northern Shoveler, Common Teal and Eurasian Wagtail.
The experts say that these migratory birds “help a lot in maintaining the ecosystem.” They maintain the balance of the earth. It is noteworthy that the discipline of these water birds entering Kashmir is a sight to behold. When they fly, they walk in a long line and their movement creates a black line on the horizon.
According to a report by Eurasia Rewarblers, these birds are generally more attracted to northern regions, but sometimes they change their decision as needed.
According to the report, these birds use a natural skill called “aviation” in modern aviation to make long journeys comfortable. This skill is a type of their sixth sense in which birds have been found to be more intelligent and intelligent than humans.
The presence of these different types and colourful migratory birds in the water bodies of Kashmir Valley, their chirping and sweet dialects create a distinct sweetness in the air. With the arrival of these birds, wildlife enthusiasts traditionally visit the famous wetlands of Kashmir including Hokarsar, Wolar Lake, Hegam, Shala Bug and other water bodies to witness them.
The growing trend of illegal hunting of these birds has been a cause of concern for the concerned department for the past years, but according to the authorities, it has been controlled to a great extent.
“Hunting of these migratory birds that enter Kashmir during winter has been stopped to a large extent. The department is gearing up to protect these birds,” officials said.

International conference on curbing terror funding from Friday
NEW DELHI, Nov 17: A two-day international ministerial conference on how to deal with terror financing, including legitimate and illegitimate funding routes, will begin here on Friday and it will be attended by representatives of 75 countries and international bodies, an official said. The 3rd ‘No Money for Terror Ministerial Conference on Counter Terrorism Financing’ is being hosted by the Ministry of Home Affairs and is likely to be inaugurated by Prime Minister Narendra Modi and to be attended by Union Home Minister Amit Shah among others.
It will discuss diverse subjects like global trends in terrorism and terrorist financing, use of formal and informal channels of funds for terrorism, including use of ‘Hawala’ or ‘Hundi’ networks, emerging technologies and terrorist financing and international cooperation to address challenges in combating terrorist financing.
The participating nations will also deliberate on how to effectively enforce the standards mandated by the Financial Action Task Force (FATF) and UN listings on terror group and terrorists, a home ministry official said.
The home ministry last week had said that the hosting of this conference shows the importance being given by the Modi government to the issue of international terrorism as well as its zero tolerance policy against this menace and having discussions on this issue in the international community.
Shah is expected to convey India’s determination in its fight against terrorism as well as its support systems for achieving success against it.
The conference aims to progress the discussions on combating terrorist financing held by the international community in the previous two Conferences in Paris (2018) and Melbourne (2019), another home ministry official said.
It also intends to include discussions on technical, legal, regulatory and cooperation aspects of all facets of terrorism financing.
It attempts to also set the pace for other high level official and political deliberations, focused on countering terrorist financing.
Globally, countries have been affected by terrorism and militancy for several years. The pattern of violence differs in most theatres, but is largely engendered by a tumultuous geo-political environment, coupled with prolonged armed sectarian conflicts, the official said, adding such conflicts often lead to poor governance, political instability, economic deprivation and large ungoverned spaces.
The involvement of a compliant state often exacerbates terrorism, especially its financing.
India has suffered several forms of terrorism and its financing over more than three decades, hence it understands the pain and trauma of similarly impacted nations, the official said.
In order to display solidarity with peace-loving nations and to help create a bridge for sustained cooperation on countering terrorist financing, India was host to two global events in October – the annual General Assembly of the Interpol in Delhi and a special session of the UN Counter Terrorism Committee in Mumbai and Delhi.
The forthcoming NMFT conference will further India’s efforts to build understanding and cooperation amongst nations, the official said.
Discussions at the 3rd ‘No Money For Terror’ conference will be focussed on global trends in terrorism and terrorist financing, use of formal and informal channels of funds for terrorism, emerging technologies and terrorist financing and requisite international co-operation to address related challenges, he said.
According to a document paper of the conference, the discussion on global trends in terrorism and terrorist financing will cover on trends in terror financing in South Asia, evolving global terrorist threats, potential of global terrorist organisations to expand and recent trends in combating terrorist financing and money laundering risks.
The session on use of formal and informal channels of funds for terrorism will discuss links between legitimate economic activities and terror financing, misuse of non profit organisation (NPOs) and Designated Non-Financial Businesses and Professions (DNFBP) in terror financing, terror financing through Money Transfer Service Scheme (MTSS), ‘Hawala’ or ‘Hundi’ networks and other informal means, nexus between terrorists and transnational organised crime, especially drug trafficking in financing of terrorism, the paper noted. India logs 635 new Covid cases; active cases decline
NEW DELHI, Nov 17: India active cases declined to 7,175 in last 24 hours according to the Union Health Ministry data updated on Thursday. While, nine deaths were reported from Kerala taking the death toll to 5,30,546 as per the data updated at 8 am.
India in past few months had reported significant dip in Covid infection. Currently, the total tally of Covid cases stood at 4,46,67,311 with 635 new coronavirus infections logged on Wednesday. A decrease of 386 cases has been recorded in the active COVID-19 caseload in a span of 24 hours.
The active cases comprise 0.02 per cent of the total infections, while the national COVID-19 recovery rate increased to 98.79 per cent, according to the ministry website.
The number of people who have recuperated from the disease surged to 4,41,29,590, while the case fatality rate was recorded at 1.19 per cent.
According to the ministry’s website 219.83 crore doses of Covid vaccine have been administered in the country so far under the nationwide vaccination drive.
India’s COVID-19 tally had crossed the 20-lakh mark on August 7, 2020, 30 lakh on August 23, 40 lakh on September 5 and 50 lakh on September 16. It went past 60 lakh on September 28, 70 lakh on October 11, crossed 80 lakh on October 29, 90 lakh on November 20 and surpassed the one-crore mark on December 19.
The country crossed the grim milestone of two crore on May 4 and three crore on June 23 last year. It crossed the four crore on January 25 this year.
The two deaths reported in the last 24 hours include one each from Delhi and Maharashtra. (Agencies)
