International Day of Persons with Disabilities observed in Akhnoor

The government is committed to address the grievances of Disabled People: Khatana, Sham.

Akhnoor, Dec 03:- On the eve of International Day for Persons with Disabilities was observed today in Akhnoor by Jammu and Kashmir Disabled Welfare trust. The programme was organized under the chairmanship of Sushil Sharma (Chairman Jammu and Kashmir Disabled Welfare Trust). Member Parliament Gulam Ali Khatana was the Chief Guest during the occasion whereas Ex Cabinet Minister and Vice President BJP Sham Lal Sharma was the Guests of Honour during the occasion. DDC Bhalwal Brahmana Bhushan Bral, SDM Akhnoor Akhil Sadotra, BMO Dr. Mohd Salim, SHO Harjeet Singh, various Sarpanches and Panches along with hundreds of Disabled People, Widows and Old Age people were present in the event.

Sushil Sharma (Chairman Jammu and Kashmir Disabled Welfare Trust) welcomed the guests during the occasion of International day of persons with disabilities. Addressing the public he praised the gathering about the achievements of the Trust for the disable people while fighting for their rights for the last many years. He apprised the guests about the various problems being faced by the Disables peoples.

Sham Lal Sharma while addressing the gathering appreciated all those present to celebrate the ‘Divyang Diwas’ in honour of this significant section of the society. He specially lauded the Trust management for organizing the programme on the day specially dedicated to the disabled persons besides providing basic facilities to the differently-abled people.

Sham Lal Sharma asserted that the BJP Govt led by PM Narendra Modi stands fully committed to provide succour to all the sections of the society with special focus on ameliorating the poor, needy and disabled persons. He appealed to the people at large to come forward and get involved in multiple philanthropic activities especially focussing on the differently abled persons. He assured that he would leave no stone unturned in resolving all their issues so that there is no hurdle at all in ameliorating the differently abled persons.

Gulam Ali Khatana, Member Parliament while speaking on the occasion said that disabled people were neglected again and again by the previous governments but the present regime under leadership of Hon’ble Prime Minister Narinder Modi Ji is committed to resolve all the grievances of Disabled People. He said he is feeling proud to be part of such an event where he can give his time to the specially abled people for whom we all need to do a lot of things. He said the charter of grievances presented by the Chairman of the trust is very genuine which is needed to be addressed at earliest. He assured that their issues regarding their re-verification which is bothering them a lot because of some lengthy documentary procedures will be taken up with the administration and he will try to get it resolved at earliest.

Further he assured that the special rights given to disabled people including their special rights for education, their rights for concession in fare and seat in passenger vehicles etc will be implemented in letter and spirit for which he will take up these issues with UT and District Administration. He said the present government is committed to address all the grievances of disabled people and with each passing day we are fulfilling the genuine demands of disabled people.

Sham Lal (President J&K Disabled Welfare Trust) thanked the various guests and the prominent those who were present during the occasion. He thanked the BMO Akhnoor and Ayush Department, Akhnoor for organising free distribution of medicines and covid vaccination for people during the event. Atul Sudan State Vice President Jammu Joint Students Federation carried out the proceedings of the programme.

Meanwhile on the occasion Jammu and Kashmir Disabled Welfare Trust distributed tri-cycles, wheel chairs, crutches and hearing aid machines to the needful disable people. Inducted 341 women Agniveers to be trained, tested same as men: Navy chief

New Delhi: We have inducted 341 women Agniveers, and it’s the first time women are being inducted into the ranks. We’re not inducting women separately, said Navy Chief Adm R Hari Kumar on Saturday.

He said that they are being inducted in the same manner as their male counterparts. It’s a uniform method of selection and undergo similar tests.

First batch of Agniveers already reported, about 3000 Agniveers have joined out of whom about 341 are women. Come next year, we are looking at women officers being inducted across all branches and not just the 7-8 branches they’re restricted to as of today, he said.

“They’ll be deployed on ships, airbases, aircraft. They will be trained for everything the way a normal sailor is trained,” Navy chief said.

There is going to be no difference in training. We’re looking at being a gender-neutral force where we only look at capability of the individual, Navy chief said. (Agencies)

BJP-Bureaucrat nexus treating govt properties as their fathers’ fiefdom: Harsh Dev

Jammu, 03-12-2022: While the J&K govt had hounded out the opposition leaders one by one from Estates quarters and other govt bungalows during the last few years after dissolution of Assembly, it had surprisingly allowed the unauthorized occupation of govt mansions and even ministerial bungalows by the BJP leaders and its allied parties, said Mr. Harsh Dev Singh, Former Minister and Chairman AAP J&K State Co-ordination Committee. He said that it was shocking to note that BJP leaders who were not holding any position in government and fell in common man’s category were occupying not only ‘Special Type’, ‘A-type’ Estates mansions but many of them were still living in Ministerial Bungalows. And while the opposition leaders including ex-Ministers and heads of recognized political parties were thrown out of Estates quarters’ years back through coercive apparatus of state, the said BJP workers were allowed to retain the same thereby providing the most glaring example of present govt’s dictatorial and autocratic policies besides being indicative of patronized corruption in BJP rule, rued Harsh. Not only that, the political allies of BJP from Kashmir were provided govt bungalows at Gandhi Nagar Jammu to establish their political offices. He was addressing a press conference at Jammu today.

Mr. Singh said that a reply received by him in response to RTI revealed that several BJP workers have been allotted Estates Bungalows which continue to be retained by them in violation of all norms and stipulated procedures. It was further shocking to note that the concerned authorities had allowed the BJP leaders to retain the said Estates bungalows despite categoric orders of their eviction issued repeatedly by the High Court. Not only that the Apni Party and Peoples Conference had been conferred undue favours by allotting govt accommodation for their political offices by defying the orders of the High Court. Strange are the ways of the present regime which provides the most glaring example of the famous proverb “Rules are for fools”. Not only that the govt was demolishing/evicting the poor, marginalized and unemployed in the name of illegal occupation of State lands, it had granted a sort of immunity to the corrupt leaders of ruling party who had encroached huge chunks of State and Forest lands worth crores besides govt bungalows.

       Not only the Estates Bungalows but the security vehicles and PSOs were also being allotted purely on political considerations, said Mr. Singh. He pointed out that all the Ex-MLAs and Ex-Ministers of BJP and JKAP were provided security vehicles and huge paraphernalia of security personnel while denying bare minimum security to opposition leaders. He said that the even top leadership of recognized political parties has also been divested of their due security by withdrawing their escorts, vehicles as well as security PSOs despite facing militants’ threats. The security agencies had withdrawn the security cover of majority of opposition leaders and allotted the same to even the small time lower rung workers of BJP. He reminisced that only last year a report had been made public that a BJP worker of Kashmir had been provided as many as ten PSOs. Likewise many other insignificant people had been provided huge security at public expense in the most arbitrary manner purely on the whims and fancies of the helmsmen.

Seeking a high level probe preferably through CBI into the whole gamut of illegal allotments of govt bungalows and huge encroachments of govt lands and properties by BJP leaders, Mr. Singh called for punitive action against the officers who were acting more as BJP servants than public servants. He said that non adherence to any set of norms and differential treatment of political parties by abusing of public exchequer and conferring benefits upon favourites was not only a crime but a financial scam which needed due attention of the Lt. Governor and Chief Secretary of the UT.

Accusing the BJP leaders of treating the govt properties as their fathers’ fiefdom, Mr. Singh said that such loot of Tax-payers money by BJP-bureaucrat nexus needed due cognizance of various anti corruption bodies.

Mr. Parshotam Parihar and Mr. Kirti Fangotra were also present in the press conference.

Jammu and Kashmir has remained unique in the country by unified diversity of its
cultures and religions. An adorable bouquet of Muslims with Hindus, Buddhists,
Sikhs and Christians, that lived together happily and amicably under the Dogra
Rule for plus of a century.
Dogras by themselves comprise a healthy mix of all the religions mentioned
above. Regionally, it comprised of three regions distinctly diverse by culture,
language, features, customs and traditions, yet together as Jammu, Kashmir and
Ladakh. Last Maharaja, Hari Singh aptly said, quote “All religions are my
religions & my religion is justice” unquote.
The peace and tranquility of a century was disturbed in 1947 with partition. Bulk
non-Kashmiri speaking areas were unlawfully occupied by Pakistan & continue
to remain so due to India’s premature unilateral ceasefire.
The 118 years old Dogra Sadar Sabha, an apolitical, inclusive of all religions and
a social organisation has successfully endeavored to keep the diverse
populations of Jammu together in mutual respect and brotherhood by bringing
together intelligentsia, religious heads and learned well meaning prominent
citizens from all trades and walks of life on one platform. It saw us through many
‘could be’ crisis situations when the Kashmir Valley and Punjab were disturbed
on communal lines and infections had signs of contaminated overflow.
Dogra Sadar Sabha has stood by message of unconditional ‘Humanity and
amicable brotherhood’; firmly and sternly. To quote an example, Muslim brethren
pulled away the mike from in front of the separatist hawks in Jammu when they
ventured to fan trouble. Suspected trouble makers from Punjab were denied
entry into Jammu.

With such clear cut pious, national and humane aim and purpose we organised
the first “Message of Humanity Conference” in the year 1994. It was a grand
success in fostering and strengthening ties of equitable and mutual love among
various cross sections of Duggar Land. We wanted to make it an annual feature
but the Covid-19 and its aftermath held us back.
Catching on with this background and the thread of this ‘Message of Humanity’
we have planned the current chapter of national bondage as ‘Sarva Dharm
Samagam’ on 8 th of December, 2022 at Teacher Bhawan, Hospital Road, Gandhi
Nagar, Jammu.
We in Dogra Sadar Sabha have been following the Hon’ble Governor Shri Arif
Mohammad Khan closely through his various talks and are unanimously of the
view that the nation today has in him, a great personality to pioneer our mission,
more so when the climate is getting surcharged with elections expected shortly in
the J&K UT.
We are pleased to say that Hon’ble Governor of Kerala State, Shri Arif
Mohammad Khan Ji has very kindly consented to be the Chief Guest on the
occasion and deliver his address on the theme.

Govt asks Departments to adhere to ceiling of Rs 5 lakh on subscription to GPF

Jammu, Dec 3: J&K Finance Department on Friday asked all departments to adhere to the ceiling of Rs five lakh on subscription to the General Provident Fund (GPF) in a financial year by the subscribers.

Instruction has been issued in consonance with the amendment in the Rules 7, 8 and 10 of the General Provident Fund (Central Service) Rules, 1960 fixing the threshold limit (at present Rs 5 lakh) vis-a-vis subscription to GPF during a financial year.

As per GPF-Rules, 1960, the amount of subscription should not be less than 6 percent of the emoluments and not more than total emoluments of the subscriber. However, there was no ceiling on the total amount of subscription of a subscriber into his GPF account in a financial year.

“However, Rules 7,8 & 10 of the General Provident Fund (Central Service) Rules, 1960 have now been amended vide Notification No. G.S.R.96 dated June 15, 2022, to the effect that the sum of the monthly subscription by a subscriber under the GPF during a financial year together with the amount of arrear subscriptions deposited in that financial year shall not exceed the threshold limit (at present Rs 5 lakh) referred to in sub clause (i) of clause (c) of the Explanation below Sub Rule (2) of Rule 9D of the Income Tax Rules, 1962 [as inserted vide Notification No G S R 604 (E) dated August 31, 2021 of Ministry of Finance, Department of Revenue (Central Board of Direct Taxes)],” read a circular issued by Director General (Codes) Finance Department.

“Accordingly, it is impressed upon all departments to adhere to these circular instructions regarding the limit of subscription (i.e., Rs 5 lakh) under GPF in a financial year by the subscribers,” DG Codes directed.

J-K agricultural university professor arrested after student alleges sexual harassment

Srinagar, December 3:

Police have arrested a professor of an agricultural university in Jammu and Kashmir’s Baramulla district after a student levelled allegations of sexual harassment against him, officials said on Saturday.

The accused professor was arrested on Friday night, the officials said.

The authorities on Friday night suspended the accused and initiated an inquiry against him after protests broke out at Sher-e-Kashmir University of Agricultural Sciences and Technology at its Wadura campus in the north Kashmir district. 

The students demanded stern action against the accused. 

The police also registered a case and took up investigation, following which the accused was arrested on Friday night and remained in custody, the officials said.

In an order, the university’s registrar on Friday said the accused had been placed under suspension with immediate effect. 

Bharat Jodo Yatra resumes from Mahudiya village of Madhya Pradesh, Computer Baba joins Rahul Gandhi

Congress MP Rahul Gandhi, along with party leaders and workers, on Saturday morning, resumed ‘Bharat Jodo Yatra’ from Mahudiya village of Madhya Pradesh.

Senior party leader Kamal Nath and Namdev Das Tyagi, popularly known as Computer Baba, also joined the Yatra. The Yatra entered the 87th day, and the second-last day in Madhya Pradesh.

The Yatra, which entered Madhya Pradesh on November 23, will cover seven districts in the state in 12 days.

The Bharat Jodo Yatra has so far covered parts of Tamil Nadu, Kerala, Karnataka, Andhra Pradesh, Telangana and Maharashtra, and is scheduled to enter Rajasthan on December 5.

According to Congress sources, the Yatra will conclude on January 26, 2023 in Kashmir covering a distance of about 3500 km.

“Congress was going to end this Yatra by hoisting the tricolour in Srinagar on February 20, but now under the new strategy, Rahul Gandhi will conclude his Yatra by hoisting the tricolour in Srinagar on Republic Day,” said sources.

According to the party sources, after January 26, a plenary session of the Congress is being planned before February 7, in which the name of Congress Party President Mallikarjun Kharge will be approved, after which the new Congress Working Committee will be formed.

Soon after the committee formation, major changes that were pending and postponed for a long time will also be made in the party organisation.
If sources are to be believed, the Yatra will achieve the target by January 26. The party plans to increase the Yatra’s distance covered on a daily basis a little, and also reduce the number of days in the states like UP, and Delhi. This will not make any difference, said party sources.

Congress leader Rahul Gandhi while addressing a rally at Agar Malwa in Madhya Pradesh on Friday criticised the BJP and the RSS, and said that they (BJP & RSS) say ‘Jai Shri Ram’ and not ‘Jai Siya Ram’, because they do not worship ‘Sita’.

“Lord Rama’s name is incomplete without Sita. They are one..that’s why we say ‘Jai Siyaram’. Lord Rama fought for Sita. We chant ‘Jai Siya Ram’ and respect women considering them as Sita,” said Gandhi.

Sinha for empowerment of PwDs, remembers first Prez Prasad on birth anniversary

JAMMU: On International Day of Persons with Disabilities, Lieutenant Governor Manoj Sinha on Saturday exhorted the citizens to work towards the collective goal of empowerment of Divyangjan.

“On International Day of Persons with Disabilities, let us resolve to redouble our efforts to build an accessible, inclusive & equitable world. We must strive to work towards the collective goal of empowerment of Divyangjan,” tweeted the LG.

The day is observed on December 3 to raise people’s awareness about the rights of persons with disabilities and mobilise political will and resources to address the challenges facing them.

Sinha also remembered Dr Rajendra Prasad Ji, the first President of India, on his birth anniversary.

“Tributes to Dr. Rajendra Prasad Ji, the first President of India, on his Janm-Jayanti. A prominent scholar, statesman, a founding father who presided over the Constituent Assembly. His exemplary contribution to freedom movement & nation building will always be remembered,” Sinha tweeted.

BSF foils Pak’s smuggling attempt, 6th in a week; 7.5-kg heroin recovered in Fazilka

CHANDIGARH: The Border Security Force foiled another cross-border drug-smuggling attempt, sixth in this week, on Saturday as it recovered more than 7 kg of heroin, which was air dropped by a Pakistani drone in Punjab’s Fazilka district.

The BSF personnel even opened fire after noticing the movement of three to four suspects who came to recover the consignment, but they managed to flee, it said.

At 12.05 am, the troops heard the buzzing sound of the Pakistani drone entering the Indian territory near Churiwala Chusti village. They even fired towards the direction of the drone, which went back to the Pakistani side, the BSF said.

During a search of the area, they found nine packets of heroin, weighing 7.5 kg, a pistol, two magazines and 50 rounds of 9mm, it tweeted.

“Vigilant BSF troops once again foiled the nefarious attempt of the anti-national elements to smuggle contraband,” it added.

On the intervening night of Thursday and Friday, a drone was found from a field near the India-Pakistan border in Tarn Taran district along with over 5 kg of heroin, police had said.

On Monday, two Pakistani drones, carrying around 10 kg of heroin, were gunned down by the BSF along the India-Pakistan border in Amritsar and Tarn Taran districts.

On Wednesday, a broken quadcopter drone was recovered from the area of village Van Tara Singh in Khalra in Tarn Taran.

Five assault rifles and an equal number of pistols were recovered by the Border Security Force near the India-Pakistan border in Punjab’s Ferozepur district on Friday.

Acting on a specific information, the BSF troops conducted a search operation in Gandu Kilcha village and noticed suspicious items lying in a field, they said.

During the search, the BSF personnel recovered three big packets in two green colour plastic bags containing five assault rifles with five magazines and five pistols with 10 magazines, officials said.

On November 29, the BSF and the Punjab Police had recovered five assault rifles and five pistols near the border outpost (BOP) Dona Telu Mal in Ferozepur.

IND vs BAN: BCCI Names Umran Malik Replacement for Injured Mohammed Shami

JAMMU: Senior fast bowler Mohammed Shami has been ruled out of the ODI series against Bangladesh, starting Sunday, due to a shoulder injury and replaced by Umran Malik in India’s squad, the BCCI announced on Saturday.

It has been learnt that Shami had suffered the injury during a training session after he returned from Australia, where the Indian team made a semifinal exit from the T20 World Cup.

Shami could also miss the upcoming two-Test series, beginning in Chittagong from December 14.

“Fast bowler Mohd. Shami sustained a shoulder injury during a training session in the lead up to the ODI series against Bangladesh. He is currently under the supervision of the BCCI Medical Team at the NCA, Bengaluru and will not be able to take part in the three-match series. The All-India Senior Selection Committee has named Umran Malik as Shami’s replacement,” BCCI Secretary Jay Shah said in a press release.

The extent of Shami’s injury is not known yet.

Mohammed Siraj, Shardul Thakur, Deepak Chahar, Umran Malik and Kuldeep Sen will form the pace attack for the three-match ODI series against Bangladesh.

The 33-year-old Shami is an integral part of India’s ODI scheme of things, going into the World Cup next year.

Skipper Rohit Sharma and head coach Rahul Dravid would be worried if the Bengal speedster misses the Test series because India need to win every game to stay in contention for the upcoming World Test Championship final at the Oval in June.

“Shami’s absence from three ODI games is definitely a factor but bigger worry is his likely absence from Tests where he is supposed to spearhead the attack in Jasprit Bumrah’s absence,” said a BCCI source.

Shami has taken 216 wickets in Test cricket from 60 matches.

Umran Malik is one of the fastest bowlers in world cricket. He made his ODI debut recently in New Zealand where he played two games and claimed two wickets.
