ADC Bhadarwah interacts with media persons

Bhadarwah, December 08. Additional Deputy Commissioner Bhaderwah Choudhary Dilmir today convened an interactive meeting with local media persons here at meeting Hall Dak Bunglow Bhadarwah.

The meeting was attended by the ASP Bhadarwah Aftab Alam besides media persons representing different print, electronic and social media organisations.

The media persons highlighted different issues being faced by the fraternity and general public of the Sub Division Bhadarwah.Thorough discussions were held to ensure better coordination between the administration and media agencies to facilitate dissemination of factual information through the media.

Suggestions were also sought from the media persons for addressing the problems being faced by them in connection with the dissemination of developmental activities being carried out in Bhadarwah.

Speaking on the occasion, ASP Bhadarwah said that real essence of democracy is possible only with a healthy journalism. He ensured all possible help to the media for upholding free fair and healthy journalism in the district.

The ADC, while speaking on the occasion, said that media plays an important role in getting public feedback and enables the administration to implement the government welfare schemes and other activities on the lines of public aspirations for inclusive development. He thanked all the media persons and extended his best wishes to them. He assured full cooperation of the administration for healthy journalism and urged for fair, unbiased, responsible and professional reporting for highlighting the issues of public importance. He also urged journalists to report about welfare schemes and government programmes so that they can report the anomalies which will ultimately help the public at large.

Election Commission acting under the tutelage of BJP: Harsh Dev

Jammu, 10-12-2022:  Former Minister and senior AAP leader, Mr. Harsh Dev Singh has accused the ECI of working under the tutelage of BJP by denying elections and allowing proxy rule of BJP to continue in the troubled territory of J&K. He said that the ECI was holding elections in other states without uttering a single word about J&K Elections which are being denied for the last four years since 2018 and which may never be held as long as BJP remained in power at the centre. So much so that even the post of Chief Electoral Officer (CEO) has been kept vacant for the last several months after the posting of Mr. Hirdesh Kumar as Deputy Election Commissioner in New Delhi. And while the date of publication of final electoral rolls was advanced from October 25 to November 25, not a word was being said about the restoration of democratic govt in J&K which continued to reel under despotic, authoritarian rule of BJP for the last over 4 years. He was addressing the media persons after a massive protest held by hundreds of activists of Aam Aadmi Party (AAP) outside Nirvachan Bhawan Jammu here today. Raising slogans, the AAP workers questioned the ECI role in delaying and denying democratic govt in J&K.

Mr. Singh said that delaying the elections on the pretext of delayed Delimitation process is also unjustified. He revealed that when the State of Andhra Pradesh was bifurcated and the state of Telangana created, no Delimitation was held and Assembly Elections were held immediately thereafter. It was then stated that no delimitation can take place in the country before first census after the year 2026 in view of constitutional Amendment effected by the then NDA govt in 2001-2002. In the case of J&K however, the very same NDA was adopting different yardsticks to delay and deny elections with a view to continue its proxy rule. He said that it was believed that it delayed Delimitation exercise so that elections could further be postponed. And now the plea of cold weather and snowfall was being taken which had given rise to speculations that elections may not be held as long as BJP remained in power at the centre. With the people having been deprived of popular rule and their right to have an elected govt of their own, the onus also lay on the ECI to explain and justify their role as autonomous bodies.

Pointing towards the constitutional provisions and the rulings of the Supreme Court, Mr. Singh said that the top court of the country had categorically observed that fresh Assembly Elections in all states, wherein the legislatures were prematurely dissolved, needed to be conducted and completed within a period of six months. He divulged that even in its recent judgment pertaining to the state of Maharashtra, the Supreme Court re-iterated that there is statutory obligation to fill Assembly seats within six months so as to ensure that the people are not deprived of due representation. “You can’t create a constitutional void, a hiatus situation for the constituencies”, the Supreme Court has again observed adding further that it is the people who eventually suffer in the absence of an elected representative to espouse their cause. It therefore is a punishment to the people, said Mr. Singh while quoting the Judgment of the Apex Court of the country.

Maintaining that the elections continued to be denied and postponed on one pretext or the other, Mr. Singh said that flimsy excuses were being given from time to time to deprive the people of J&K of their right to have a democratic govt and to continue the proxy rule of BJP therein. “BJP believed that if it could hold the reins of power and run the affairs of state without elections, why at all should it take the risk of seeking peoples’ mandate? observed Mr. Singh adding that the people of erstwhile state and its political leadership seemed to have reconciled to the backdoor rule imposed by the saffron regime. “What an irony! The party which catapulted itself to power on the slogans of “one nation, one constitution” had itself dismantled the age old principles of democracy and denied constitutional rights to the people of J&K for the last four years with no hope of democracy getting restored in the downgraded state under BJP regime”, observed Mr. Singh.

Rajesh Gupta urges DGP to provide a
sense of security to Jammu people

Stating that fear is looming large over Jammu and people are feeling highly insecure, National Democratic Party
Indian (NDPI) J&K UT president Rajesh Gupta on Saturday said that the present administration in J&K has
miserably failed “to provide a sense of security to common people.” 
NDPI Chief urged the DGP J&K Dilbag Singh to immediately take necessary steps and provide a sense of security
to common people.” The police should increase patrolling and beat level activities to instill confidence among
people as presently the population is reeling under the fear of criminals, who are ruling the roost.
Talking to reporters, Gupta said the situation in Jammu has turned a bit precarious as far as the increase in the
criminal cases is concerned because lately these criminals are ruling the roost and striking at houses, shops and
other establishments without any fear of law. 
NDPI president said recently on Tuesday Unidentified gangsters struck in the house of a businessman in Gandhi
Nagar area and held the family at gunpoint and took away Rs 15 lakh cash. Gupta condemned the unfortunate
incident in which gangsters entered into the house of businessman held the family members hostage besides
demanding ransom. “The present administration in J&K has miserably failed to provide a sense of security to
people.”
NDPI leader said it is very unfortunate that after abrogation of Article 370 the criminal activities are increased.
Gupta further added that not only criminals risk in Jammu but the fear of thieves is also unnerving the
commuters who park their cars and two wheelers at public places because vehicle lifters are also very active in
the city giving a tough time to men in Khaki as news of thefts and vehicle lifting are hogging the headlines in the
newspapers. The modus-operandi behind such thefts is almost similar in 90 per cent of the cases and one
wonders that how strong is the recce network of these thieves as they commit the crime in a perfect manner.

World Human Rights Day celebrated

JAMMU 10 Dec 2022 :- Nations Development Association today celebrated World Human Right day and also highlight the issues relating economics, political and social achievement on the occasion.
Speaking on the occasion, Sushil Singh Charak Chief Functionary Nations Development Association (NDA) said it is celebrated on December every year throughout world by Human Right groups. “The aim of Nations Development Association is to Public aware of their basic rights and ensure the public to feel safe,” he said and adding secure and happy and NDA is going on continuously programming in every corner of the Union Territory to teach basic right with cooperation of administration judiciary and police.
Sushil Singh Charak appealed to Government of India and Jammu and Kashmir UT administration to protect right of every citizen of India on priority basis as the matter of concerned.

J&K’s Ayushman Bharat Story: Beneficiaries only 1%, Rejections 27%

JAMMU: While Jammu and Kashmir makes for a measly 1% of the total beneficiaries of Ayushman Bharat health coverage, it constitutes a major chunk of rejected applications- almost 27% in of the country, second highest in the entire country.

Ayushman Bharat Pradhan Mantri Jan Arogya Yojana (AB-PMJAY), a flagship scheme of Government of India aiming to achieve the vision of Universal Health Coverage, is the world’s largest Government funded health assurance scheme, provides free treatment up to Rs 5 Lakh per family per year for secondary and tertiary healthcare hospitalizations.

The scheme covers 14.77 crore families, and around 70 crore people across the country, who have been enrolled on the basis of select deprivation and occupational criteria across rural and urban areas.

As per the official figures available with The Dispatch, as many as 69.37 lakh people from Jammu and Kashmir have been covered under the Ayushman Bharat scheme, which include 50337 people enrolled in 2019-20, 3408585 in 2020-21, 2114246 in 2021-22 and 1364070 enrolled in the current financial year 2022-23.

Together they make for 0.99% of the total population of India covered under the scheme.

However, what stands out is the fact that Jammu and Kashmir stands at second position in the entire country, when it comes to the number of rejections of applications for coverage under the scheme.

As many as 11,117 applications from Jammu and Kashmir were rejected over the past three years on various counts, making for 26.91% of the total 41,309 applications, that have been rejected in the entire country in this period.

Only Gujarat, which has 1.21 crore of its population enrolled under the scheme, has more rejections at 16,557, the official numbers tell.

Officials in Jammu and Kashmir say that the number of rejections have largely been because of the missing documentation from the applicants, even as some of the people who applied for the same did not fulfil the eligibility criteria.

While the people belonging to households without shelter, destitutes, manual scavenger families, primitive tribal groups, legally released bonded labour are automatically included among the beneficiaries under AB-PMJAY, the government has listed out other eligibility criteria for inclusion under the scheme.

In rural areas, the families with only one room with kutcha walls and kutcha roof, families having no adult member between age 16 to 59, female headed households with no adult male member between age 16 to 59, families with disabled member and no able-bodied adult member,the SC/ST households and landless households deriving major part of their income from manual casual labour are eligible.

Similarly, in urban areas, the occupational criteria include the rag pickers, beggars, domestic workers, street vendors, cobblers, hawkers, other service provider working on streets, construction worker, plumber, mason, labour, painter, welder, security guard, coolie and other head-load worker, sweeper, sanitation worker, mali, home-based worker, artisan, handicrafts worker, tailor, transport worker, driver, conductor, helper to drivers and conductors, cart puller, rickshaw puller, shop worker, assistant, peon in small establishment, helper, delivery assistant, attendant, waiter, electrician, mechanic, assembler, repair worker, washer-man and chowkidar.

Vaishno Devi pilgrimage footfall in 2022 highest in 9 years: Official

Jammu, Dec 10: Nearly 87 lakh pilgrims have paid their obeisance at the famous Mata Vaishno Devi Shrine atop Trikuta hills in Reasi district of Jammu and Kashmir so far this year, the highest in the past nine years, an official of the shrine board said on Saturday.
The inflow of the pilgrims is expected to pick up further in the coming days as the year draws to close, the official said, hoping that the figure may surpass 90 lakh by the end of December.
“Till December 6 this year, 86.40 lakh pilgrims visited the cave shrine for the blessings of Mata Rani – a manifestation of the Hindu mother goddess, Durga or Adi Shakti – which is highest annual figure in the past nine years,” a shrine board official said.
He said about 13,000 pilgrims on an average are visiting the shrine at present on a daily basis but the number is likely to go up in the coming weeks ahead of the new year celebrations.
The official said the highest number of more than 11.29 lakh pilgrims visited the shrine in June, while the lowest number of 3.61 lakh pilgrims offered their prayers at the temple in February.
Despite a stampede at the shrine on the New Year’s Day that left 12 pilgrims dead and 16 others injured, January recorded a turnout of more than 4.38 lakh pilgrims.
More than 7.78 lakh pilgrims visited the shrine in March, 9.02 lakh in April, 9.86 lakh in May, 9.07 lakh in July, 8.77 lakh in August, 8.28 lakh in September, 7.51 lakh in October and 6.01 lakh in November, the official said.
Only 17 lakh pilgrims, the lowest in more than three decades, visited the shrine in 2020 when the shrine, for the first time in its history, remained closed for five months due to the outbreak of the COVID-19 pandemic and reopened for visitors on August 16 (2020).
From 13.95 lakh in 1986 when the shrine board took over the affairs of the shrine for better management, there has been a steady increase of pilgrim footfalls with each passing year, touching an all time high of 1.04 crore turnout in 2012 against 1.01 crore the previous year (2011).
The pilgrim arrivals at the shrine touched 31.15 lakh in 1991 and reached 74.17 lakh in 2007. However, the number dropped to 67.92 lakh in 2008 which was attributed to the two-month long Amarnath land row agitation but again went up to 82 lakh in 2009 and 87.2 lakh next year (2010).
The pilgrim arrivals dropped from 93.24 lakh in 2013 to 78.03 lakh in 2014 and further to 77.76 lakh in 2015 and 77.23 lakh in 2016. It increased to 81.78 lakh in 2017 and 85.87 lakh in 2018 but again dropped to 79.40 lakh in 2019 – the year when the central government revoked special status under Article 370 of the constitution to Jammu and Kashmir and bifurcated the erstwhile state into the Union Territories of Jammu and Kashmir, and Ladakh.
Following the first-ever stampede at the famous shrine, the shrine board in August introduced Radio Frequency Identification (RFID) as part of various new projects sanctioned for the convenience of the pilgrims, better crowd management and tracking of the yatris along the 13-km track and the ‘Bhawan’ (sanctum sanctorum).
The official said the work on mega projects at Bhawan, including Durga Bhawan having provisions to accommodate 2,500 pilgrims on daily basis, and the Sky-walk, conceptualized by the shrine board to overcome the problem of multi-directional flow of yatra and a chaotic condition at Bhawan – are going on at full speed and are likely to be completed soon.
A Memorandum of Understanding (MoU) between National Highway Logistics Management Limited (NHLML) and Katra Development Authority that was inked on August 30 will create one-of-its-kind intermodal stations for the devotees bringing services like helipad, railway station, bus stand, auto stand, parking, five star hotels, and other modern day facilities at one place, the official said.
He said the underground cabling work from Katra to Bhawan and in the surrounding areas will have a supervisory control and data acquisition (SCADA) compliance based monitoring system of the electric network.
With the implementation of this project, the existing LT/HT overhead electricity line will be replaced by underground cabling to ensure uninterrupted power supply along the track and in the Bhawan area. (Agencies)

Bangladesh vs India third ODI | Ishan Kishan becomes fourth Indian to score double century

Bangladesh, Dec 10: Ishan Kishan scripted history on December 10 by becoming the fourth Indian and ninth batter to score a double century in one day international cricket, against Bangladesh in Chittagong.
After losing the first two ODIs against Bangladesh, Indian batsmen rose to the occasion in the third ODI with Ishan Kishan and Virat Kohli stitching a 290-run partnership. Put into bat by Bangladesh, India lost Shikhar Dhawan (3) early. Then it was Ishan Kishan and Virat Kohli act.
Opening the batting, Ishan Kishan smashed 210 of just 131 balls with 24 boundaries and 10 sixes, thus becoming the fourth Indian to achieve the feat.
Rohit Sharma has scored three double centuries. Virender Sehwag and Sachin Tendulkar have also scored double centuries in the ODIs. (Agencies)

Jammu-based organisations apply for GI tag for 8 traditional items

JAMMU, Dec 10: To ensure protection in the domestic and global markets, organisations have applied for a geographical indicator (GI) tag for eight different traditional items from various districts of the Jammu region, according to officials. This was revealed at a round table meeting — A way forward for GIs of Jammu and Kashmir — at the University of Jammu for assessing the distinctiveness of the Union territory’s native and traditional items.
The organisation have applied for GI tags of 8 different products, including Chikri wood products of the Thanamandi belt of the Rajouri district, Sulai Honey of the Ramban district, Kalari of the Udhampur district, Anardana of the Ramban district, Gucchi of the Doda district, Rajmash of Bhadarwah and Pashmina of Bhaderwah.
“We have got 8 applications for GI-tagging of some products from the Jammu region. We will be reviewing them. Our aim is to meet local artisans, local cultivators and farmers (who make these products)… We will be educated on it closely,” controller general of patents, designs and trademarks, department of promotion of industry and internal Trade (DPIIT) Prof Unnat Pandit said.

He further said that another aim was to hold a round table meeting to do brainstorming sessions on the products, which can be GI-tagged and how can we make universities partners in the GI-tagging campaign.
Pandit in his inaugural address focused on the significance of entrepreneurship in India and the expanding role of mentors towards creating an entrepreneurial environment.
He emphasised the need for training and empowering the faculty towards mentoring and creating an entrepreneurial ecosystem.
Pandit further said that experiential learning can offer useful insights to the youth of the nation and create a roadmap for them to explore several entrepreneurial opportunities and tap their potential.
He appreciated the efforts and initiatives undertaken by UOJSPVF, University of Jammu, towards promoting an entrepreneurial culture in the region.
Amit Khajuria, Assistant handicraft officer, is batting strongly for GI-tagging of Chikri wood products produced in the Thanamandi belt of the Rajouri district.
Similarly, Rahul Rathore of Ramban has showcased ‘Sulai Honey’ for GI-tag before the review team and said that it is also called van-tulsi honey.
“It is the world’s best honey. It was presented to the British queen during an official visit,” he said.
Abha Rishi, CEO, AIC-BIMTECH, in her address deliberated upon the need for inculcating a clear vision in the students aligned towards their professional goals.
She mentioned that the right mentorship, guidance and a complementing team together can support young entrepreneurs to shape their journey.
She also highlighted the importance of thinking out of the box and implementing the same.
Prof Parikshat Singh Manhas said that the workshop has been conceptualised with the objective of promoting entrepreneurial activity and training faculty mentors to encourage students to innovate and become job creators rather than job seekers. (Agencies)

J&K: NIA puts up posters seeking information about four militants

Srinagar, Dec 10: The National Investigation Agency has put up posters in many parts of Kashmir seeking information about four militants of The Resistance Front (TRF), a front organisation of the proscribed terror outfit Lashkar-e-Taiba, officials said on Saturday.
The four militants, including two Pakistani nationals, are wanted by the NIA in connection with a conspiracy to radicalise, motivate and recruit youths of Jammu and Kashmir to carry out violence in India. The probe agency has already announced a cash reward of Rupees 10 lakh for each of the four militants.
Officials said the posters seek information about Pakistani nationals Saleem Rehmani alias ‘Abu Saad’ of Nawab Shah, Sindh, and Saifullah Sajid Jatt of Shangamanga in Kasur, and their local associates Sajjad Gul of Srinagar and Basit Ahmad Dar of Redwani Payeen in south Kashmir’s Kulgam district.
The NIA has given its email address, phone numbers and WhatsApp and Telegram numbers as well for the public to share the information. It has assured people that the identity of the informer shall be kept secret. (AGENCIES)
