AAP holds massive procession in Udhampur town. No takers for woes and sufferings of common masses in BJP rule: Harsh Dev

Udhampur, 12-12-2022: Aam Aadmi Party (AAP) held a massive rally in Udhampur Town comprising several hundreds of Party workers under the leadership of Mr. Harsh Dev Singh Former Minister, Chairman AAP J&K SCC and senior AAP leader against the govt failure in ensuring even the basic civic amenities to the people of District Udhampur. The protestors assembled in the Mini Stadium Udhampur in the morning and took out a massive procession in the town which started from Jal Shakti Deptt office and after passing through, PMGSY office Municipal Council office, Power Deptt office, main bazaar, Rural Dev office culminated at DC office where a memorandum was submitted pointing towards various acts of omission and commission being committed in various govt Deptts in the District with impunity. The angry protestors alleged that the local administration was acting as mute spectator in the wake of multiple acts of misfeasance, malfeasance and corruption which had triggered massive resentment in the District including both urban and rural areas.

        Mr. Harsh Dev Singh while speaking to media persons, said that acute mess prevailed in almost all Deptts in the District and particularly in PMGSY, Jal Shakti, Power Deptt, Education, Local Bodies, RDD, Revenue Deptt, NHAI etc with none to listen to the shrill cries of the public for provision and even restoration of essential services. Pointing towards the acute drinking water problems in town as well as rural areas, Mr. Singh said that all tall claims of govt of providing ‘Har ghar nal’ had proved to be a cruel joke with people forced to fetch water from bowlis, wells, talabs and nallahs. He said ‘Jal Jeevan Mission’ so loudly trumpeted for the last 4 years had failed to take off and even the routine works had come to a standstill. Where was the money earmarked under District Plan, State Plan, NRDWSP, NABARD etc going was a million dollar question with none to answer the aggrieved public protesting on roads on day to day basis.



        Charging the corrupt elements in the system of having diverted and siphoned funds meant for compensation for lands and houses acquired for PMGSY roads, Mr. Singh regretted that even the funds released by GoI during the last 8-10 years had not been disbursed to the affected land and house owners. He said that the details of many such cases with proofs of compensation funds having been released by the govt in 2012 and thereafter had been provided by him to Deputy Commissioner and other officers who had failed to act against the delinquent officers who withheld the money due to the poor land and house owners which constituted an offence of grave nature and which needed due cognizance of authorities concerned for initiating criminal proceedings against the culprits. Likewise the compensation for crop loss to farmers had been released last year by the govt but had not been disbursed to affected farmers till date. He further pointed towards the shabby plight of roads under PMGSY and NHAI adding further that payments due to labourers and mates had been inordinately delayed by the executing agencies of the said deptts. He further accused the NHAI of dismantling and removing private structures and shops of traders and other house owners on pick and choose basis. Mr. Singh said that Udhampur City had been converted into a dustbin with hillocks of garbage raised in various parts much to the discomfiture and annoyance of the inhabitants therein. He further stated in the memorandum that payments under MGNREGA and ‘Saubhagya’ scheme of rural electrification were also pending for the last several years with concerned authorities maintaining a criminal silence over the payment of wages to labourers for works executed under the said schemes.



        Pointing towards the chronic shortage of teachers in rural areas of District Udhampur, Mr. Singh observed that education was the biggest casualty of the criminal apathy of the helmsmen which had largely paralysed academic activity in the educational institutions in the far-flung areas. He called for proper rationalization of staff and lifting of ban on teachers’ recruitment so that careers of rural students could be saved.

Doda, Dec.12 : All Jammu Kashmir and Ladakh Teachers Federation aft. with Akhil Bharatyia Rashtaryia Shakshik Mahasangh today demanded removal of “huge pay anomaly of teachers and masters”. National Auditor of ABRSM & State President All Jammu Kashmir & Ladakh Teachers Federation aft. Akhil Bharatyia Rashtriya Shakshik Mahasangh, Devraj Thakur in a press interaction here today said that their counterparts in rest of the Indian union territories are “far ahead than in terms of Grade Pay and other service benefits”. He claimed that teachers in all other Union Territories of India are placed in Grade Pays between 4200 to 5000. While as, here in Jammu and Kashmir, the same teacher is placed in Grade Pay of just 2800 with a huge difference and discrimination.
Thakur alleged that they were being discriminated upon by the government by not addressing the “huge pay anomaly between several cadres in and outside the department”.
Thakur said that on 5th August 2019, with the declaration of the State of Jammu & Kashmir as the Union Territory of India, they were hopeful that the employees of the Union territory of J&K will get all the benefits of all the allowances and the pay at par with their counterparts in centre and other union territories , however nothing concrete has been done in this regard yet.
The teachers in Jammu Kashmir Union Territory has suffered a lot previously, even though the then state fixed the pay anomaly of major departments over a period of time, the pay anomaly which the teachers of J&K UT suffer has been left unattended he alleged.

Thakur said that before the 6th Pay Commission, the Masters in School Education Department, after their hard fought efforts, were getting salaries equal to the AAOs and SOs. In the 6th Pay Commission, Pay grade the teachers were paid the Pay Band of Rs 5200-20200 with Grade Pay of Rs. 2800/ which in the revised pay matrix as per seventh Pay Commission was fixed at the Basic Pay of Rs. 29200. Pay grade of masters was fixed as 9300-34800+ GP 4280 whereas the pay Grade of the AAOs and SOs was fixed 9300-34800 + GP 4600. By fixing different pay grades for AAOs/ SOs and the Master, the latter have again been discriminated.

“Further perpetuating the said Discrimination in 7th Pay Commission, the Masters have been placed at level 6E which starts with Rs. 35900 whereas the masters deserved to be placed at level 7 which starts with Rs. 44900. Due to the said Pay anomaly the Masters are suffering a loss of RS. 9000/- per month”, he said.

Thakur said that ” There is a great confusion among DDOs , Clerks and among teaching community about clarification issued by Finance Department regarding exercise of option under rule (5) of SRO 193 O.M No A/Clar(2018)-11-1110 and on basis of this clarification some DDOs had extended benefit of option of Rule(5) to teachers whose first in-situ was due up to December 2018 but many other DDOs have not extended it’s benefit to their teachers due to which junior teachers basic pay is fixed Rs 42,300 which is higher than their senior teachers (Rs 39,900 thus creating pay disparity.
Thakur said that the Hon’able Prime Minister Narendra Modi in his first address to the Union Territory of J&K post revocation of Article 370 has mentioned that the employees of the J&K UT will have benefits of all the allowances and the pay which their counterparts enjoy as employees of Central Government.
“However, nothing concrete has been done in this regard till date. Even though the then J&K state fixed the pay anomaly of employees of majority of the departments over a period of time but the pay anomaly of teachers were left unattended,” he said.
AJKLTF leader appealed Hon’able Lt. Governor of J&K Manoj Sinha , Chief Secretary of JKUT, Principal Secretary to Government school Education department, Chairman Pay Anomaly committee J&K and the other officers appointed as members of pay Anomaly committee to immediately address the long pending demands of teachers of J&K and bring them at par with Teachers of other UTs of India in respect of pay and grades.

AAP will give successful govt in J&K, says, Baaghi

People from Jammu & Kashmir say that the way AAP government worked in Delhi & Punjab they should come to power in Jammu & Kashmir too. The people of Jammu Kashmir want that the way Aam Aadmi Party worked in Delhi for electricity, water, education, health, and employment, same should be done here. The people of Jammu and Kashmir put their trust and faith in every party and gave them a chance, but these parties stabbed the people in their backs. The people of the J&K are unhappy with current rulling and alleged that the BJP government did not do anything for the welfare of the state. The people of J&K have already seen and experienced the working models of other parties – from BJP, NC, PDP to Congress. They are all uniformly and equally uninterested in the welfare of the citizens, and single-mindedly focused on increasing their personal wealth and power.
Baaghi added that the Aam Aadmi Party is committed to continuing to work for the people’s. The visible improvements in Delhi and Punjab are proof that the AAP model works. The people of Jammu and Kashmir want that kind of change in Jammu and Kashmir too. Aam Aadmi Party has concentrated on delivery of public goods and government services, efficiently and without corruption. Aam Aadmi Party is stayed away from divisive politics and focused on, the politics of working for the people. This time people of Jammu and Kashmir will have a real choice, a choice of voting for a new corruption free party that has an amazing track record of delivering more public good in ten years than other parties have done in the past 75 years.
Baaghi said that the people of J&K are suffering due to joblessness, inflation, poverty and fed up and want early elections to install a democratically elected government. The inordinate delay in restoration of democratic govt in J&K is unconstitutional, the people were aspiring for an elected government in Jammu and Kashmir to get their grievances redressed. The last assembly elections in the erstwhile state of J&K were held in November-December 2014 in which BJP emerged as a strong force by winning 25 seats in the 87-member House. After BJP dumped PDP on June 19, 2018, the erstwhile state plunged into political instability. On November 21, 2018, the then Governor Satya Pal Malik had dissolved the assembly and central rule was imposed in J&K. He urged Union Government to initiate electoral process in the J&K region & free and fair election should be held in Jammu and Kashmir as an earliest so that the sufferings of the people are alleviated & the developmental works are implemented without any delay. SMVDU Organises a Talk on “Well Foundation: An Overview”

School of Civil Engineering (SoCE), SMVD University organized an expert talk on “Well
Foundation: An Overview” by Dr. Jitesh Chavda, Faculty, SVNIT Surat. The talk was
delivered to B.Tech. 3rd year students of SoCE. This lecture was an extension activity for
the course ‘Advanced Foundation Engineering’ which is a part of the curriculum of B.Tech.
(Civil Engineering). Dr. Chavda shared the basic overview of the well foundation with
examples from important Indian structures having a foundation as foundation system. He
also discussed the construction sequence, related specifications and challenges faced during
its construction. The speaker also highlighted limitations of the previous studies and scope
for the future research. Further, the talk also emphasized the interesting outcomes of the
recent experimental and numerical studies to overcome few of the limitations. The expert
also addressed the questions raised by the attendees and research opportunities in this
area. The talk was organised by Dr. Balbir Pandey, Faculty, SoCE and coordinated by Mr.
Srijan, Faculty, SoCE under the guidance of Head, School of Civil Engineering. The talk was
concluded with a formal vote of thanks.

National Service Scheme, (NSS) and Internal Complaint Committee (ICC) SMVDU organised a poster making competition on sexual harrasment of women at workplace (Prevention, Prohibition and Redressal, Act, 2013) with an aim spread awareness among women

and to stop discrimination against women.The theme of the poster making competition was “No
means No”, in which event 40 students participated, and through their posters have 
shown what is it like to face harassment at work place.The event was conducted by the NSS
volunteers. Dr. Sharada M. Potukuchi, Presiding Officer, Internal Complaint Committee and
Dr. Rajiv Kumar, NSS Programme Coordinator appreciated the efforts of the NSS Team, and

Reopens Mughal Road After 4 Days Closure Due To Snowfall

Lt Governor pays tributes to General Zorawar Singh on his death anniversary

JAMMU, Dec 12: Lieutenant Governor Manoj Sinha today paid tributes to General Zorawar Singh on his Martyrdom Day.
“One of the greatest military commanders of the world, General Zorawar Singh made the country proud by his unparalleled bravery & military tactics. He will continue to inspire generations to come”, said the Lt Governor.
The Lt Governor was attending the event organized by General Zorawar Singh Memorial Educational and Charitable Trust, to commemorate the martyrdom day of General Zorawar Singh.
Speaking on the occasion, the Lt Governor threw light on the life and military campaigns of General Zorawar Singh.
He is the embodiment of India’s strength and self-confidence. His valour, discipline, and devotion towards duty is a testimony that for the brave, nothing is impossible and infinite possibilities open up for the warrior, said the Lt Governor.
General Zorawar Singh is an icon for generations because his name evokes a strong feeling of love, reverence and sacrifice for the motherland, the Lt Governor added.
The Lt Governor said, it should be our collective endeavour to fully recognise his contribution and significance in India’s history.
The historians, writers should pay attention to the historic accomplishment of true national hero, General Zorawar Singh and new generation must be reminded of his military campaigns in Ladakh, Baltistan, Tibet and immense contribution to the expansion of the Dogra Empire under Maharaja Gulab Singh ji, he added.
The Lt Governor also spoke on the transformational journey of Jammu Kashmir.
Jammu Kashmir is marching into its golden age with core values of people-first and ideas and ideals of forefathers. General Zorawar Singh had envisioned a strong and prosperous J&K, in which every citizen can live a life of dignity and self- respect. Unique family ID another ‘surveillance tool’: Mehbooba Mufti

Srinagar, Dec 12: PDP president Mehbooba Mufti on Monday said the Jammu and Kashmir administration’s plan to create a ‘unique family ID’ for residents of the Union Territory was emblematic of the widening “trust deficit” after the 2019 abrogation of Article 370.
The former chief minister said Kashmiris are viewed with suspicion and dubbed the unique family ID as another “surveillance tool”.
“Creating ‘a unique family ID’ for J&K residents is emblematic of the widening trust deficit esp post 2019,” Mufti tweeted.
“Kashmiris are viewed with deep suspicion & this is another surveillance tactic
to tighten the iron grip on their lives,” she added.
The Jammu and Kashmir administration is planning to create an authentic database of all families in the Union Territory with each of them having a unique alpha-numeric code, the objective being easy selection of eligible beneficiaries of various social welfare schemes.
The proposed move to allot “Family ID” has been welcomed by the BJP but slammed by other parties which raised concerns over personal data safety.
At the recent national conference on e-governance in Katra in Reasi district, Jammu and Kashmir Lt Governor Manoj Sinha and Chief Minister of Haryana Manohar Lal Khattar released the ‘Digital J&K Vision Document’, unveiling the government plan to create an authentic, verified and reliable database of all families of the Union Territory.
According to the vision document, “Each family will be provided with a unique alpha-numeric code called JK Family ID. The data available in the family database would be used to determine eligibility through automatic selection of beneficiaries for receiving social benefits.” (AGENCIES)
