All residential and commercial properties to get unique digital door number in Jammu

All the residential and commercial properties falling in the Jammu Municipal Corporation (JMC) limits would be geo-tagged and a unique digital door number (DDN) would be assigned to each property, an official of the Jammu Smart City Limited (JSCL) said on Tuesday.

The mapping of the residential and commercial properties would enable the citizens to avail maximum benefits of civic services as well as governance, the official said.

He said JSCL, in coordination with JMC, is expeditiously working on the project – Geographical Information System (GIS), which also includes mapping of all the natural and man-made assets such as streams, rivers, elevations, drainage networks, road networks and utility poles onto the digital ward map of Jammu.

“Such captured data would also equip the administration for conducting spatial planning for various projects pertaining to infrastructure development in the municipal wards of Jammu. The technology can further be leveraged to strengthen the existing grievance redressal system, the official said.

He said the project would not only provide the digital addresses of the property but also revamp the delivery and monitoring of all civic services being provided by the government.

“The project will play a vital role by reducing manual interventions which will further plug the leakages in the systems and thereby promote transparency,” the official said.

He said the QR code-based digital door number (smart address) would be allotted and subsequently, a DDN plate fixed outside each property.

“For this purpose, the survey team duly authenticated by JMC is capturing the data against a few property attributes such as owner details, property measurements like plot area and built-up area, electric and water connection details and other relevant information.

“The data thus captured would be linked to the DDNs which will bring in several benefits like ease of address navigation for the citizen on a digital map, garbage collection monitoring,” the official said.

“The GIS technology can be exploited up to such an extent wherein the dimensions (length and width) captured against the road and drainage network across the city would act as one of the deciding factors for critical vehicular movements such as fire brigades and ambulances,” the official said.

7 JKAS officers transferred

SRINAGAR: Seven Jammu and Kashmir Administrative Service (JKAS) Officers has been transferred by the Jammu and Kashmir government by immediate effect.

According to a government order, Samir Ahmad Jan, JKAS, Sub-Divisional Magistrate, Gulmarg, has been transferred and posted as General Manager, DIC, Kupwara, against an available vacancy.

Ms. Naeem Ul Nisa, JKAS, Sub-Divisional Magistrate, Surankote, Poonch, holding additional charge of SubRegistrar, Poonch, has been transferred and posted as Assistant Commissioner Panchayat, Poonch. Syed Altaf Hussain Musvi, JKAS, Assistant Commissioner Panchayat, Bandipore, has been transferred and posted as Sub-Divisional Magistrate, Gulmarg.

Rizwan Asgar, JKAS, Assistant Commissioner Panchayat, Shopian, has been transferred and posted as SubDivisional Magistrate, Surankote. “He shall also hold the charge of the post of Sub-Registrar, Surankote, in addition to his own duties, till further orders,” the order reads.

Bashir Ahmad Lone, JKAS, Sub-Divisional Magistrate, Sumbal, has been transferred and posted as General Manager, DIC, Kulgam, relieving Shurjeel Ali Naiku, JKAS, Assistant Commissioner Panchayat, Kulgam of the additional charge of the post.

Umesh Shan, JKAS, Assistant Commissioner Panchayat, Reasi, has been transferred and posted as Deputy Director, Tourism, Jammu, against an available vacancy.

Aamir Choudhary, JKAS, BDO, Nowgam, has been transferred and posted as Sub-Divisional Magistrate, Sumbal.

Sino-India border situation “generally stable”: China; silent on Yangtse clash

Beijing, Dec 13: China on Tuesday said the situation was “generally stable” along its border with India, days after the troops of the two countries clashed in the Tawang sector of Arunachal Pradesh, resulting in minor injuries to some soldiers on both sides.
At a media briefing here, Chinese Foreign Ministry spokesman Wang Wenbin also said the two sides have maintained smooth communication on border-related issues through diplomatic and military channels.
Wang, however, declined to provide details of the December 9 clash between Indian and Chinese soldiers at the Yangtse area of Arunachal Pradesh’s Tawang sector.
Earlier in the day, Defence Minister Rajnath Singh made a statement in Parliament in New Delhi on the incident in the Tawang sector.
“The Indian Army bravely prevented the PLA from encroaching on our territory, and forced them to withdraw to their posts. Some soldiers from both sides were injured in the skirmish,” he said in his statement in Lok Sabha and Rajya Sabha.
Asked about the incident during the media interaction, Wang said: “As far as we know, the current border situation between China and India is generally stable”.
“As for the specific questions you mentioned, I suggest you refer to the competent authorities,” Wang added.
The Chinese Defence Ministry has not reacted to the incident so far.
Wang also said Beijing hopes that the “Indian side will work with us in the same direction and smoothly deliver the important common understanding reached by leaders of both sides.
“And act strictly on the spirit of relevant bilateral agreements signed by both sides and jointly preserve peace and tranquility in the border areas”.
It is the first major clash between the Indian and Chinese armies since the fierce face-off in the Galwan Valley in June 2020 that marked the most serious military conflict between the two sides in decades. (Agencies)

Rs 64 000 cr investment proposal for J-K Rs 2500 cr already received Govt

New Delhi, Dec 13 (PTI) The Jammu and Kashmir government has reported investment proposal to the tune of Rs 64,000 crore of which over Rs 2,500 crore has already been received, Lok Sabha was informed on Tuesday.
Union Minister of State for Home Nityanand Rai said Rs 840.55 crore investment has came in 2017-18, Rs 590.97 crore investment in 2018-19, Rs 296.64 crore in 2019-20, Rs 412.74 crore in 2020-21 and Rs 376.76 crore in 2021-22.
The government of Jammu and Kashmir has reported receiving proposals for investments worth approximately Rs 64,000 crore so far, he said replying to a written question.

Wife dies, husband critical in Doda road accident

Road accident left a woman dead while her husband sustained critical injuries in Doda district of Jammu region on Tuesday.

The accident occurred in Jathi area of Doda when a vehicle [JK02CN-5892] on its way to Batote from Doda went out of control from the driver and fell into a deep gorge.

Sources told news Trust that the couple on board were injured among which the woman died while her husband identified as Mangat Ram of Chilli, Bhalessa is undergoing treatment in the hospital.

IAF closely monitoring situation along LAC in Arunachal Pradesh

NEW DELHI: The Indian Air Force is closely monitoring the situation along the Line of Actual Control (LAC) in Arunachal Pradesh following an attempt by the Chinese PLA troops last week to unilaterally change the status quo in the Tawang sector in the border state, people familiar with the development said on Tuesday.

They said the IAF has also stepped up its overall surveillance in the areas in view of the Chinese attempt of transgression on December 9, adding it follows standard operation procedures that included scrambling of fighter jets in case of specific security concerns.

“The situation is being monitored closely by both the IAF and the Army,” said one of the people cited above.

The people indicated that the IAF has increased the frequency of the sorties by its combat jets in the region.

On Monday, the Indian Army said troops from the two sides clashed along the Line of Actual Control (LAC) in the Tawang sector and the face-off led to “minor injuries” to a few personnel from both sides”.

The face-off took place amid the over 30-month border standoff between the two sides in eastern Ladakh.

Defence Minister Rajnath Singh said in Parliament on Tuesday that the Indian troops bravely thwarted the attempt by Chinese PLA from “unilaterally” changing the status in Yangtse area of the Tawang sector and there were no fatalities or serious casualties to the Indian troops in the scuffle.

“On December 9, PLA troops tried to transgress the LAC in the Yangtse area of Tawang Sector and unilaterally change the status quo. The Chinese attempt was contested by our troops in a firm and resolute manner,” Singh said.

“The ensuing face off led to a physical scuffle in which the Indian Army bravely prevented the PLA from transgressing into our territory and compelled them to return to their posts,” he said.

It was the first major clash between the India and Chinese armies since August 2020 near Rinchen La in eastern Ladakh.
Indian and Chinese troops were engaged in a brief face-off near Yangtse in October last year as well and it was resolved following talks between local commanders of the two sides as per established protocols.

No death, no major injuries to our soldiers: Rajnath Singh in LS on India-China LAC clash

New Delhi, Dec 13: Defence Minister Rajnath Singh on Tuesday said that timely intervention by Indian Army stopped the Chinese PLA troops from encroaching on the country’s territory during the December 9 face-off at Arunachal Pradesh’s Tawang sector.
Speaking in the Lok Sabha today, the Defence Minister said that Indian Army bravely stopped the Chinese People Liberation Army (PLA) PLA troops from encroaching on Indian territory, and forced them to withdraw to their posts.
“On December 9, 2022 in the Yangtse area of Tawang sector PLA troops encroached upon and attempted to change status quo. This attempt was tackled by our troops in a determined manner. There was fist fight in during this face-off as well. Our troops bravely stopped PLA from encroaching upon our territory and forced them to go back to their post,” Defence Minister Rajnath Singh said in the Lok Sabha.
The minister said that the issue had been taken up with China through diplomatic channels.
“After this incident, on December 11, the local commander of the area held a flag meeting with his Chinese counterpart under the established system and discussed this incident. The Chinese side was refused all such actions and told to maintain peace at the border,” Singh told the Lok Sabha.
The Defence Minister said that no Indian troops were killed or seriously injured in the incident.
Singh said, “In this face-off, a few soldiers on both sides suffered injuries. I’d like to tell this House that none of our soldiers died or suffered any serious injury. Due to the timely intervention of Indian military commanders, PLA soldiers have retreated to their own locations.”
“This matter has also been taken up with China through diplomatic channels. I want to assure the House that our forces are committed to guard our borders and ready to thwart any attempt that will be made to challenge it,” Rajnath Singh said.
“I am confident this House will respect the capability, valour and commitment of our armed forces, Singh said.
On Monday the Indian Army in a statement said: “On December 9, PLA troops contacted the LAC in Tawang Sector which was contested by own (Indian) troops in a firm and resolute manner. This face-off led to minor injuries to a few personnel from both sides.”
“Both sides immediately disengaged from the area. As a follow up of the incident, own (Indian) commander in the area held a flag meeting with his counterpart to discuss the issue in accordance with structured mechanisms to restore peace and tranquillity,” it said.
Opposition members earlier today created a ruckus in Parliament over the clash between troops of India and China. Soon after Rajnath Singh’s statement, Opposition leaders staged a walkout from Lok Sabha. (Agencies)

LAC clashes: Rajnath to brief Lok Sabha at 12 pm, Rajya Sabha at 2 pm

JAMMU: Defence Minister Rajnath Singh will brief both houses of Indian parliament on the Indian and Chinese troops clashes along the Line of Actual Control (LAC) in Arunachal Pradesh.

The two armies clashed in the Tawang sector of Arunachal Pradesh on December 9 and the face-off resulted in “minor injuries to a few personnel from both sides”, the Indian Army said on Monday.

The defence minister will brief Lok Sabha at 12 pm Tuesday, and Rajya Sabha at 2 pm, officials said.

Earlier this morning, Chief of Defence Staff, General Anil Chauhan briefed Defence Minister on the obtaining situation along the LAC.
The clash near Yangtse along the LAC in the sensitive sector took place last Friday amid the over 30-month border standoff between the two sides in eastern Ladakh.

“On December 9, PLA troops contacted the LAC in Tawang Sector which was contested by own (Indian) troops in a firm and resolute manner. This face-off led to minor injuries to few personnel from both sides,” the Army said in a statement.

“Both sides immediately disengaged from the area. As a follow up of the incident, own (Indian) commander in the area held a flag meeting with his counterpart to discuss the issue in accordance with structured mechanisms to restore peace and tranquillity,” it said.

The Army statement did not mention the number of troops involved in the face-off and those injured in the incident.

However, a source indicated that there were more than 200 Chinese soldiers involved and they were carrying spiked clubs and sticks, and injuries on the Chinese side could be higher. But there was no official word on the same.

The Army said there are areas of “differing perception” along the LAC in the Tawang sector.

“In certain

areas along the LAC in the Tawang Sector in Arunachal Pradesh there are areas of differing perception, wherein both sides patrol the area up to their claim lines. This has been the trend since 2006,” the Army said.

It is the first major clash between the Indian and Chinese armies since August 2020 near Rinchen La in eastern Ladakh.

The clash between Indian and Chinese troops in Tawang sector of Arunachal Pradesh is set to rock Parliament on Tuesday with several Congress MPs demanding a statement from Prime Minister Narendra Modi over the situation at the border.

The Congress MPs have given adjournment notices in both houses of Parliament to discuss the border situation with China.

While Manish Tewari has given a notice in the lower house, Congress leaders Randeep Surjewala and Syed Nasir Hussain have given similar adjournment notices in the upper house.

In his notice, Surjewala said all business of the House be suspended and the “brazen Chinese transgressions and illegal occupations in Indian territory and the Chinese provocation at Tawang sector” be discussed urgently.

He urged Prime Minister Modi and Defence Minister Rajnath Singh to make a statement and hold a discussion over the issue in the Rajya Sabha.

Similar unconfirmed reports of Chinese transgressions are coming from Doklam area, he said.

“All these disconcerting reports of Chinese transgressions and illegal occupations require suspension of the business of the House of the day in order to apprise the House and the nation about growing Chinese threat to our national security and territorial integrity.

“Public interest demands that the prime minister and defence minister make a statement in the House and apprise the nation of the Chinese transgressions into Indian territory across the LAC, since April 2020 till date,” Surjewala said in his notice.

Tewari also gave a notice in the Lok Sabha, saying clashes between Indian and Chinese troops in Tawang are “serious” and the House needs to discuss the matter.

“I urge the Government to inform the House of the situation in Tawang, Arunachal Pradesh and the overall border situation with China because it concerns India’s sovereignty and independence,” Tewari said in his notice.

Several other Congress members in the Rajya Sabha, including Rajni Patil, Ranjeet Ranjan, Shaktisinh Gohil and Jebi Mather, also moved similar adjournment notices demanding a discussion on the issue.
