JAMMU, Dec 20: District Magistrate Jammu, Avny Lavasa, has imposed restriction on the transportation of Bovine Animals from the district except with written permission by the designated authority. The order issued today stated that “No Bovine animals such as Cow, Buffalo, Oxen, Bulls, Calves etc be transported from District Jammu to other Districts, except with written permission from undersigned or Addl. District Magistrate, Jammu under certain conditions imposed by this office, from time to time.” The order shall come into force with an immediate effect and shall remain in force for a period of two months from date of its issue or till the order is rescinded whichever be earlier.
Kashmir’s harshest winter period Chillai Kalan begins on dry note
The weather office has predicted mostly cloudy weather with chances of light snow at isolated places from December 26 over north and northwestern parts of the Kashmir valleyInterior parts of Dal Lake in Srinagar were frozen on the night of Tuesday with the weather office predicting continued dry and cold weather as Kashmir’s harshest 40-day winter period ‘Chillai Kalan’ begins on Wednesday.
The meteorological (MeT) department said the Chillai Kalan will start on a dry note. “The weather is mainly clear to partly cloudy. Dry weather is expected till December 25 evening,” MeT said in an update.
Residents said the upper water layer of Dal Lake had frozen in certain areas during the night owing to temperature dropping to minus 3.4 degrees Celsius in Srinagar.
“Interiors of the lake froze and we expect the lake to freeze fully in the coming days as the cold is getting intense,” said Abdul Rashid, a local living on the lake.
The mercury dropped below zero degrees during the night at all weather stations of Kashmir.
The MeT weather update said that the coldest place in the Valley was Pahalgam at -5.4 degrees Celsius. Pahalgam had recorded the season’s lowest of -5.6 degrees on December 7. The ski resort of Gulmarg recorded a low of -4 degrees Celsius against -2.5 degrees on the previous night.
In Jammu division, Banihal was the coldest at -1.2 degrees; however the Jammu district witnessed 6.7 degrees during the night. Katra recorded 7.5 degrees. Leh and Kargil in Ladakh froze at -11.8°C.

“Light to moderate rain and snowfall is expected at isolated places of Jammu and at scattered places of Kashmir on December 29 and 30,” the update said.
Kashmir’s winter pans out in three stages, starting with the 40-day intense period from December 21(Chillai Kalan) followed by 20 more days that are less intense (Chillai Khurd) and lastly 10 days of mild cold (Chille Bache).
The months of November and December so far for the major part were dry, recording below average rainfall or snowfall in Kashmir this year, the MeT said.
However, the rainfall during this year’s monsoon was normal after two years of deficit with Kashmir valley receiving 270mm average rainfall from June 1 to September 29, an increase of 6% than the normal of 254 mm.
Similarly, Jammu division experienced 886mm average rainfall in the four monsoon months, an increase of 7% than the normal 826 mm.

Congress, a party of terrorists: K’taka BJP President
Karnataka BJP President Nalin Kumar Kateel on Tuesday alleged that by continously supporting the terrorists, the Congress has turned into a party of “terrorists”.
He was addressing the BJP leaders after inaugurating meeting of state office-bearers Murudeshwara town of Uttara Kannada district, he stated that the Congress is defending terrorists for vote bank politics.
The Congress government led by Siddaramaiah supported terrorism, drug and sand mafia. The drug mafia was contained by the BJP government headed by Yediyurappa and Bommai, he said.
“Karnataka Congress President D.K. Shivakumar thinks lightly about the Mangaluru cooker blast. The Congress State President supports divisive forces, anti-nationals and corrupt. Now, it can be called as a party of terrorists,” Kateel stated.
He further stated that before independence and after independence, Savarkar is the only leader to be imprisoned. It’s not only Savarkar, the Congress has also insulted Dr B.R. Ambedkar as well.
Though the Congress came to power in the name of Ambedkar, the party had never given a chance to Ambedkar to contest elections. Even after his demise, the party did not conduct proper final rites for him, Kateel stated. The Congress is not the same it once used to be before independence. It has changed, he said.
No alternative to two-state solution between Israelis, Palestinians: India
India stressed that no alternative to the two-state solution can guarantee peace between Israel and Palestine and said that direct negotiations are the only path to peace.
While addressing the United Nations Security Council, Indian Permanent Representative to the UN, Ruchira Kamboj said, “No alternative to the two-State solution to guarantee lasting peace between Israel and Palestine and direct negotiation the only path that can lead us there.” “India has consistently advocated against all acts of violence,” she added.
Kamboj reiterated India is deeply concerned with development in the West Bank, Jerusalem and Qazi. Violent attacks and the killing of civilians have taken many Palestinian and Israeli lives. Acts of destruction and provocation are also continuing, she said while briefing UNSC on the middle east.
Joint Opposition stages walkout from Rajya Sabha over ‘misuse of NHRC’ in Bihar hooch tragedy
Joint Opposition, led by Congress, on Tuesday, staged a walkout from the Rajya Sabha over misuse of the National Human Rights Commission (NHRC) in the Bihar hooch tragedy. Several parliamentarians from parties belonging to Rashtriya Janata Dal, Janata Dal (United), Trinamool Congress, and the Congress walked out from the Upper House raising the issue when Zero Hour was being conducted.
Meanwhile, in the Lok Sabha today BJP MP Ravi Shankar Prasad and Lok Janshakti Party (Ram Vilas) MP Chirag Paswan raised the issue of the Bihar hooch tragedy.
The senior BJP MP said that an NHRC team should visit the state while Paswan demanded an imposition of President’s Rule and a CBI probe.
In a press briefing held after the Opposition walked out of the House in Rajya Sabha, RJD leader Manoj Jha accused the BJP-led Central government of misusing the NHRC and using it as a “political tool” in Bihar hooch tragedy issue.
Nepal bans import of medicines from 16 Indian companies
Nepal’s Department of Drug Administration has published a list of 16 Indian pharmaceutical companies, including Divya Pharmacy that manufactures Yoga guru Ramdev’s Patanjali products, that failed to comply with the World Health Organization’s (WHO) good manufacturing practices.
Publication of the list by the department, the national regulatory body of the drugs markets, both allopathic and ayurveda, means that medicines manufactured by those companies cannot be imported to Nepal, according to the Kathmandu Post daily.
“After inspection of the manufacturing facilities of the pharmaceutical companies, which had applied to export their products to our country, we have published the list of the companies that do not comply with the WHO’s good manufacturing practices,” said Santosh KC, a Department spokesperson.

J-K encounter: Three terrorists neutralised by security forces in Shopian district
Three terrorists have been killed in an ongoing encounter with security forces in the Shopian district of Jammu and Kashmir on Tuesday. The encounter broke out in the wee hours of Tuesday morning and the Jammu and Kashmir Police have identified the terrorists involved as members of the terror outfit Lashkar-e-Taiba.
The encounter ensued between the terrorists and the security forces at the Munjh Marg area of the Shopian district in the Kashmir region. Reportedly, the encounter is still underway.
Two out of the three slain terrorists have already been identified by Police. The identification of the third is still on.
“Among the two neutralised local terrorists, two have been identified as Lateef Lone of the Shopian district, who had been involved in the killing of a Kashmiri Pandit Purana Krishna Bhat and the other is Umer Nazir of Anantnag, involved in the killing of Till Bahadur Thapa from Nepal,” said the Additional Director General of Kashmir Police.
One AK-47 rifle and two pistols were recovered from the terrorists, said the Additional Director General of Kashmir Police.
