BJP’s reckless experimentation with J&K resulted in re-emergence of militancy: Harsh Dev

0

Jammu, 29-12-2022: Strongly flaying the present dispensation for its failure to curb militancy and cross border terror being exported to J&K from across the border by the hostile neighbour, Mr. Harsh Dev Singh, Former Minister and Chairman AAP J&K SCC said that mere condemnation of Pakistan could no longer satisfy the people of erstwhile state. It was shocking that a hitherto peaceful Jammu region had also become vulnerable during BJPs proxy rule in the UT. Not only was yesterday’s incident at Sidhra Jammu an eye opener for the govt and security agencies but the earlier militant attacks in Udhampur, Katra, Rajouri and elsewhere in Jammu province had punctured the tall claims of helmsmen of having restored normalcy in the UT. He was addressing a press conference in Jammu today.

Holding the BJP regime responsible for the present crisis in J&K, Mr. Harsh Dev said that its imprudence and flawed policies had resulted in unabated bloodshed and mayhem claiming precious lives of innocents as well as security personnel. He said that militancy had almost died down in J&K during the popular govts but the reckless experimentation of the present rulers resulted in gradual deterioration of the security scenario creating early 90’s situation in the erstwhile state. Accusing the BJP govt of deflecting the blame on Pakistan every day and for every act of violence, Mr. Singh questioned the locus of the BJP for continuing in power. “You can’t abdicate your responsibility by merely cursing Pakistan. It is your primary duty and constitutional obligation to protect the lives of the citizens on which count you have miserably failed”, asserted Mr. Singh.

Charging the BJP govt with treating J&K as a workshop and conducting weird experimentation over it during the last few years, Mr. Harsh Dev Singh said that such a flawed approach of the centre had led to massive complications with an all-round disenchantment prevailing in the new UT as a consequence thereof. What was the rationale in breaking the oldest state and converting it into UTs?, questioned Mr. Singh. “Not only was the state demoted to the level of UT, but the people have been deprived of their right to have a democratically elected govt for the last more than four years. The Assembly having been suspended and consequently dissolved in 2018, the people are being subjected to proxy rule of the centre. The growing alienation amongst the youth in particular is being downplayed and dis-regarded. The entire focus of the BJP govt is on its political expansion deliriously oblivious of the growing tensions and escalation in militancy in the UT. And while the killings of innocents has become a routine affair in J&K, the BJP leadership continues to harp on formation of govt in J&K and winning 50 seats therein without uttering a word to save the erstwhile State from death and destruction. It seems that the BJP wants to keep the pot boiling in J&K so that it could exploit the present situation as political firecracker in other states for its vote bank politics, asserted Harsh adding further the normalcy shall never be achieved as long as centre continued to rule J&K by proxy.

Insensible BJP Govt made people of J&K suffer on all counts: Dr Manohar

0

Billawar: Former Minister Dr Manohar Lal Sharma today organized public meeting at Six Acres Farm Mandli Billawar . Earlier Dr Manohar sought blessings at Mal Mata Sukrala Devi and also at Mahadev Mandir Billawar Town , Narsingh Dev Kough,Jastar and Durung for peace and prosperity in J&K.Speaking on the occasion, Dr Manohar accused the Union Government of reducing status of people to fourth class who voted them to power in assembly as well as parliamentary polls.“The honour of people of Jammu has been compromised and downgraded by the leaders who claimed to be the champion of their cause in the region. BJP climbed political ladder rising voice against discrimination with the people of this regionv and, ended up doing same disparity with the people who gave them power to rule the country,” alleged Dr Manohar.Dr Manohar pledged that he will fight for the cause of people of J&K and invited secular minded people to come on one platform to fight for the cause to restore lost honour.“Right of our youth on Government jobs has been snatched and given to outsiders despite knowing how our youth get education in troubling times of militancy and frequent border disturbance in Jammu and Kashmir,” he said.

Dr Manohar alleged that the people of Jammu were hurt when they were reserved for forth class jobs. “Dogras have 200 years old proud history. We will not compromise out the rights of the people,” he said. “Jammu people always trusted BJP as their voice and voted them in assembly and parliamentary elections. However, same feeling cheated by the Central Government because no one will go to Kashmir valley amid current situation, while Jammu will face the burden of new domicile laws,” he alleged. He claimed that BJP will have to pay heavy price for the conspiracy which it has allegedly “knitted against people of J&K.” “Today the situation on ground is that all the communities are up in arms against BJP as all are feeling cheated at the hands of BJP’s wrong policies,” Dr Manohar maintained adding, if BJP Govt claims to be honest and judicious, they should come before the public and justify how several decisions in J&K taken against the wishes of the people, who are the real stakeholders. He said Jammu and Kashmir lost their identity under BJP and appealed to the people to support him in the fight for the restoration of statehood.

Dr Manohar further said that “BJP regime has destroyed Jammu and Kashmir in various spheres, as it lost its identity, status, right over jobs, lands, opportunities of trade and transport and business besides whatsoever selections and recruitment were done in the UT, witnessed corruption and scams,” he said. He said that people have exploited in the name of a bright future, control prices, and two crore jobs annually. But all their promises have fallen flat, except politics of hate and division, he said. He said that Jammu and Kashmir was a historical state with much better living conditions than most states in the country, but now it has been pushed into an atmosphere of political uncertainty.

The former Minister asserted BJP has vitiated the political, social, secular, and democratic atmosphere in the country and Jammu and Kashmir. He alleged the BJP government was delaying the assembly elections in Jammu and Kashmir on one pretext or another to deny people their democratic rights. He said that while no initiative has been taken to install a popular government in Jammu and Kashmir, the administration seem to have been outsourced to bureaucrats, mostly from outside the Union Territory and having hardly any connect with the masses who are deprived of even basic amenities.”The BJP-led government was inventing one excuse after another to deny people their democratic rights and to continue its proxy rule,” he said. Democracy has been reduced to a farce in Jammu and Kashmir with the political process having been rendered defunct and political parties discredited and discouraged and opposition parties suppressed, he alleged.

Dr Manohar slammed BJP for putting J&K’s interests and development subservient to the pleasure of their vested interests. He said BJP has created a unique situation, which shows their convergence in sticking to power but demonstrates divergence to the extent of jingoism when it comes to inciting passions on core issues.”“The lack of cohesion and vision has made people of J&K suffer on account of development,” he said and made a particular mention of the BJP and dared its leadership to list their achievements with regard to fulfilling the developmental needs of J&K people. He said that despite being in power at the centre and in State the party failed miserably on the governance front and let down J&K on all fronts.“The BJP has nothing to showcase as its achievement, least to fulfilling liberal promises during elections,” he said and observed that the treachery and deceit of the BJP is haunting Jammu people who reposed their unflinching faith and support to it with the hope that Jammu may perhaps get a better deal as during the days of its wilderness in the opposition, the BJP leaders were crying hoarse over discrimination and neglect. He said in the absence of an elected government, the LG administration has failed badly to pursue all those connected with development for giving push to the schemes and projects aimed at overall development and welfare of various areas and different segments of society.

Says swift action by security forces against terrorists prevented situation from taking ugly turn in Jammu region

Jammu: A press conference was organized today by Shiv Sena Hindustan, in which SSH J&K Chief Chief Pandit Rajesh Kesari said that Pakistan is repeatedly infiltrating terrorists in Jammu and Kashmir to create unrest here. Pakistan is continuously trying to disturb peace in Jammu and Kashmir by adopting various tactics for this including target killings and firing on unarmed people. Earlier these terrorists were limited to Kashmir but now they are spreading their base in Jammu region. He appreciated role of security forces and expressed confidence that security forces will never allow them to execute their nefarious designs. Kesri said the four terrorists who have been killed today have infiltrated from Pakistan to vitiate the peaceful atmosphere prevailing in Jammu region but alert security forces neutralized them. He urged the govt that instead of sending the dead bodies of the terrorists to Pakistan, they should be burnt here in the garbage heap so that no terrorist from there can dare to enter Jammu and Kashmir. Kesri further said that attacks on the members of minority communities and non-locals were carried out under a well-devised conspiracy to push them out of Kashmir so that 1990 like the situation is recreated but the minorities and non-locals have held their ground. They haven’t left Kashmir, nor have they got intimidated by the pressure exerted by the terrorists. The swift action by the security forces against the terrorists has prevented the situation from taking an ugly turn. Terrorists who were involved in the killings of innocents have either been eliminated or arrested. The security forces acting tough against the killers instilled confidence among the people to stay firm in their fight against terrorism and the terrorists, added Kesri. Personnel of the Jammu and Kashmir Police along with the central armed forces have rendered invaluable sacrifices to defeat the elements sponsored by Pakistan. The security forces have achieved a lot on different fronts and jawans are working hard to ensure that normalcy in Kashmir becomes a permanent feature, claimed Kesri.

Tara Chand asks PM to have referendum on restoration of Article 370 & 35A in J&K

0

Abrogation of Article 370 minimized contact between district, tehsil and block level officers of J&K and people of UT

Jammu: Former Dy Chief Minister J&K Tara Chand after resigning from Democratic Azad Party, today held first public meeting in Khour constituency to discuss future course of action including whether to form new political party or to join secular forces . A large number of Sarpanchs, Panchs and social / political activists were present in the meetingAddressing a huge public gathering, Tara Chand said admitted a large number of people belonging to different political and social organisation have approached him to support his decision and whatever decision to be taken by him for overall development of the Jammu and Kashmir.Tara Chand expressed his concern over the unemployment faced by youth, steep rise in prices of essential commodities and day today problems of the people, after the J&K state was brought down to the status a Union Territory. He said that he along with his colleagues are fully committed to serve the people of Jammu and Kashmir.

Chand, however, said they will remain secular till their last breath and would continue to serve people of J&K.“Many more leaders from J&K including former ministers and legislators from DAP and others are joining our group to strengthen the secular vote bank and work for the restoration of the people’s rights including the special status under Article 370 of the constitution and statehood.“Restoration of pre-August 5, 2019 status to Jammu and Kashmir is the popular demand of the people from both the regions of Jammu and Kashmir,” he said.He said a “big leader” is saying that it cannot be restored but “we want to tell him that nothing is impossible. It is the popular demand of both the regions and we appeal to the Prime Minister to accept this demand and restore our identity. He is the Prime Minister of the whole country and should hear the voices from J&K.” He asked Prime Minister to have a referendum on restoration of Article 370 and 35A and 99.5 percent will raise their hand in its favour and even supporter of BJP also want its restoration but due to party pressure not supporting it publically Chand said he had enjoyed good friendly relations with all parties as he did not consider any party “untouchable”.“We are secular and will die as a secular,” he said.

Chand further said that “The leaders inclined towards BJP or Congress or any other party should join any of these parties without hoodwinking the public. We have leaders here who are misleading the public and are dividing the secular votes to benefit one particular party,” he said.“We will not betray the public and we won’t play as an ‘A’ or ‘B’ team of any party. We will meet the public and after their consultation, will join a party which is secular and going to form the next government in Jammu and Kashmir,” he said.Hitting out at the central government on abrogation of Article 370 and extending various enactments to the J&K including halt of traditional century old ‘Durbar Move’, he said the people of Jammu and Kashmir are suffering since the scrapping of Article 370. “The abrogation of Article 370 of the Constitution that granted special status to the erstwhile state seemed to have been carried out to rob Jammu & Kashmir of its resources, he said.

Chand claimed that since the abrogation of Article 370 and 35-A, only one thing has changed in the UT of J&K: the grievances of the people, especially those from the economically weaker sections of society, have increased. This is because a certain paradox came into play on August 5, 2019. Since the UT is ruled directly by the Union government rather than an elected state government, the people who are able to take their grievances to the Prime Minister’s Office (PMO), the Union ministries or even the office of J&K’s Lieutenant Governor (LG) get quick responses. But those who need the help of local bureaucrats and police officers get nothing but silence and corruption. According to people at the grassroots level, they do not get justice from tehsil, block and district offices, the corruption in police stations, tehsildar offices and municipalities has not reduced and the schemes instituted by the Union government, especially the national flagship schemes, are not implemented in a transparent manner.

Also, even if the PMO, the Union ministries and the civil secretariat offices in states and UTs are responsive to citizens, unless the local district or block officer is equally responsive, it cannot be said that the system of governance in practice is effective. But unfortunately, since Article 370 was read down, contact between the district, tehsil and block level officers of J&K and the people of the UT has been minimal. When J&K was a state with an elected government, political leaders and MLAs acted as bridges between the people and the bureaucracy. But now this bridge has collapsed, leading to chaos, confusion and constant fear. The policy of transferring officers from one place to another to prevent corruption seems to function without reason, added Chand.

Chand claimed that J&K needs drastic reforms when it comes to addressing issues of governance and political instability and the LG cannot do this alone. He will need the Government of India to show seriousness about making institutions of transparency and probity operational in J&K. A government cannot claim to provide good governance unless it is democratic. Only a democratically elected government can be made accountable, transparent, participatory and responsive. To create an effective system of governance, the government must ensure that the voices of the most vulnerable and disadvantaged communities of the country are heard, especially during decision-making processes. Unfortunately this is not happening at all, added Chand.
