Jhelum River Drops to Record Low as Prolonged Dry Spell Deepens Water Concerns in Kashmir

Kashmir’s prolonged dry spell has reduced the water level of the Jhelum River to its lowest point in recent years, triggering concerns among residents over potential shortages in irrigation and drinking water supply.

At Sangam, the key gauging station in South Kashmir, the river level has plunged to 0.56 feet, exposing wide stretches of the dry riverbed. At Munshi Bagh, the level stood at 3.59 feet, officials said.

Dry Spell Since October, 85.8% Rainfall Deficit

Chief Engineer, Irrigation & Flood Control, Showkat Hussain, told Excelsior that the continuous dry conditions since October have severely impacted water flow.

“The river’s level at Sangam is 0.56 feet, while Munshi Bagh is at 3.59 feet. The reduced intake of water is exerting pressure on irrigation and drinking water supply schemes dependent on the Jhelum,” he said.

Jammu and Kashmir is currently witnessing a massive 85.8% rainfall deficit, with almost no precipitation recorded since November 5, despite the region’s normal requirement of 43.1 mm during this period.

No Immediate Drinking Water Crisis, Say Officials

Authorities clarified that despite falling river levels, drinking water supply remains stable in major areas.

“Regions like Sopore and Baramulla that receive water from Wular Lake have not reported disruptions,” an official said.

Wular acts as a natural reservoir, releasing water gradually to meet downstream needs.

No Major Weather Activity Expected Till Dec 19

Director of the Meteorological Department, Dr. Mukhtar Ahmad, said no significant weather system is likely to affect the region until December 19.

“Unless a new western disturbance arrives, the current dry conditions are expected to continue,” he added.

The persistent dry spell has raised concerns about long-term impacts on agriculture, horticulture, and the region’s overall water security.

Chief Minister Omar Abdullah on Thursday inaugurated newly constructed residential blocks at Ahata Amar Singh and Sarwal, marking a major step toward strengthening housing infrastructure for Government employees associated with the Darbar Move.

The Chief Minister formally opened the facilities by cutting the ceremonial ribbon, accompanied by Advisor Nasir Aslam Wani, Additional Chief Secretary (Estates) Shaleen Kabra, Director Estates Ashwani Khajuria, Deputy Director Estates Jammu Dr. Vikas Sharma, and other senior officials.

56 New Flats Built as G+6 Structures

The two newly inaugurated blocks comprise 56 compact two-room residential flats, built as Ground + 6-storey structures.

Each flat includes:

  • 2 bedrooms
  • a lobby/living room
  • kitchen
  • 2 washrooms
  • balcony

The design focuses on cost-effectiveness, optimal space utilisation, and improved living facilities for Government employees.

CM Reviews Facilities, Praises Design and Quality

Omar Abdullah inspected the units, expressing satisfaction with the aesthetic appeal, functional layout, and quality of construction.

He said the project would significantly reduce accommodation shortages and offer employees modern, comfortable living spaces.

Modernisation Plan Underway

Director Estates Ashwani Khajuria informed the Chief Minister that the project prioritised structural safety, functionality, and affordability.

He added that the Estates Department is preparing a phased modernisation plan for old Government residential colonies.

Deputy Director Estates Dr. Vikas Sharma briefed the CM on quality-control mechanisms and the progress of ongoing housing projects.

Government Exploring High-Rise Housing Solutions

Addressing the gathering, Omar Abdullah reaffirmed the Government’s commitment to creating safe, planned and modern residential infrastructure.

He recalled his earlier inspection in November after the Darbar Move was restored following a four-year gap and reiterated directives to:

  • optimise land use,
  • replace unsafe structures with modern units,
  • adopt vertical and high-rise designs, and
  • ensure fair allocation of quarters across employee categories.

He stressed that vertical housing solutions would help bridge the accommodation gap and enable efficient utilisation of limited land resources.

The Chief Minister appreciated the Estates Department’s efforts in accelerating construction and urged continued upgrades for the welfare of Government employees.

High Court Of J&K, Ladakh Declares Dec 20 As Working Day

In a significant demonstration of its commitment towards ensuring timely delivery of justice, the High Court of Jammu & Kashmir and Ladakh has declared 20 December 2025 (Saturday) as a working day for the High Court while December 27, 2025 (Saturday) has already been declared as working day.

This prompt decision has been taken following a communication recently addressed by the Chief Justice of India to the Chief Justice of the High Court of J&K and Ladakh. The initiative highlights the judiciary’s sacred responsibility as the sentinel of constitutional democracy and encouraging consideration of regular sittings on two Saturdays each month to mitigate the growing pendency of cases.

Acting in alignment with this spirit of reform, responsiveness and institutional dedication, the Chief Justice of the High Court of J&K and Ladakh has directed that the High Court shall remain fully functional on the said Saturdays.

This initiative sends a positive message about the High Court’s unwavering resolve to reduce arrears, enhance efficiency and uphold the faith that society places in the judicial system. Pakistan Military Court Sentences Ex-Spy Chief Faiz Hameed To 14 Years In Prison

A military court on Thursday sentenced a former spy chief of Pakistan to 14 years in prison, more than a year after court-martial proceedings began against him on multiple charges, including engaging in political activities and violating the Official Secrets Act, the military said.

In a statement, it said the Field General Court Martial tried the former director general of the Inter-Services Intelligence, retired Lt. Gen. Faiz Hameed, under the Pakistan Army Act during proceedings that lasted 15 months.

“The accused was tried on four charges related to engaging in political activities, violation of the Official Secrets Act detrimental to the safety and interest of the state, misuse of authority and government resources, and causing wrongful loss” to individuals, the statement said. It did not specify who suffered any such loss, however.

The military said the court found Hameed guilty on all charges after “lengthy and laborious” legal proceedings and sentenced him to 14 years of imprisonment. It said the court-martial followed all legal requirements and that Hameed was provided full rights of defense, including counsel of his choice.

Hameed has the right to appeal the verdict before the relevant forum, it said.

The military provided no additional details, but Hameed was widely known to be a close associate to imprisoned former Prime Minister Imran Khan, who is serving multiple sentences on graft and other charges since he was arrested in 2023.

Khan was ousted in a no-confidence vote in April 2022, and since then he had been publicly criticizing the military, current Prime Minister Shehbaz Sharif and the United States for his ouster. However, Sharif, the military and Washington have denied the allegation.

Syed Muhammad Ali, an Islamabad-based security analyst, said the ruling against Hameed followed a lengthy investigation that gave the former ISI chief ample opportunity to defend himself.

“Faiz Hameed was found guilty on all four counts — misuse of office and state resources, violation of the Official Secrets Act, harming the public interest and engaging in politics,” he told The Associated Press. “The decision signals the military leadership’s intent that no officer, regardless of rank, will be allowed to engage in politics, and Hameed’s case has been made an example for all retired officers.”

Hameed was detained in 2024 following an internal probe ordered by Pakistan’s Supreme Court into allegations linked to what became known as the Top City project scam. The Top City company had been developing land near Islamabad for a private housing project.

Since his arrest, neither the military nor the government had publicly disclosed the specific charges against him.

The arrest of such a high-profile retired officer last year surprised many in Pakistan, where the army wields significant influence and where detentions of senior or former military officials are rare. (AGENCIES)

Elements Of ‘Dying’ Terror Ecosystem Spreading Misinformation Will Face Strict Action: LG Sinha

Jammu and Kashmir Lieutenant Governor Manoj Sinha on Thursday said certain elements of the dying terror ecosystem are attempting to spread misinformation or negative narratives against the country and warned of strict action against them under the country’s established legal framework.

Sinha said terrorists, separatists and their patrons are no longer given government jobs in Jammu and Kashmir, and instead, they are being identified and given the harshest punishment for their deeds.

“There are certain elements from the dying terror ecosystem who are attempting to spread misinformation or negative narratives against the country. We will take stringent action against such elements according to the country’s established legal framework,” the LG said.

He made these remarks while handing over appointment letters to 41 next of kin of victims of terrorism in the Jammu Division. Appointment letters were also given to 22 beneficiaries in age relaxation cases and 19 wards of police martyrs under compassionate appointment rules and the Rehabilitation Assistance Scheme.

“Abrogation of Article 370 brought a dynamic change in Jammu and Kashmir. Now, terrorists, separatists and their patrons are not given government jobs but are being identified and given the harshest punishment for their deeds,” he said.

The LG further said, “We have not bought peace, but established peace. The days of misgovernance are over. Now, terrorists, separatists and their patrons are not given government jobs but are being identified and given the harshest punishment for their misdeeds.” Those who are fanning separatism and threatening national unity will face action according to the law, he further said.

He also appealed to all sections of society to contribute to the ‘Mahayagya’ of development in Jammu and Kashmir with selfless action.

Earlier, on July 28, the lieutenant governor handed over appointment letters to 94 next of kin of terror victims from the Jammu division. The move brings relief to 135 terror victim families from the division who were denied justice for decades.

Tharoor Declines ‘Veer Savarkar Award’, Says Name Announced Without Consent; Congress Leaders Also Oppose Acceptance

Senior Congress leader and Thiruvananthapuram MP Shashi Tharoor on Wednesday firmly declined to accept the “Veer Savarkar International Impact Award 2025,” stating he had neither agreed to receive the honour nor attend the ceremony. Tharoor said it was “irresponsible” on the part of the organisers to announce his name without his consent.

“I heard about it yesterday only. I am not going. I am not here,” Tharoor told reporters in Delhi when asked whether he would attend the award function.

In a detailed post on X, Tharoor reiterated that “the question of attending the event or accepting the award does not arise” as he had received no clarification from the organisers about the nature of the award or the organisation behind it.

He said he came to know about his name being included when he visited Kerala on Tuesday to cast his vote in the local body polls.

Congress Leaders Oppose Acceptance of Award in Savarkar’s Name

Earlier in the day, senior Congress leader K Muraleedharan publicly urged Tharoor and all Congress workers not to accept any honour named after VD Savarkar, whom he alleged “bowed before the British.”

Muraleedharan expressed confidence that Tharoor would not accept the award, saying it would otherwise “insult and embarrass” the Congress party.

Organisers Claim Tharoor Was Informed Earlier

Following Tharoor’s statement, Aji Krishnan, secretary of HRDS India, which instituted the award, contested Tharoor’s version. Speaking to a TV channel, Krishnan claimed the MP had been informed “well in advance.”

He said HRDS representatives, along with the chairman of the award jury, had met Tharoor at his residence and had shared with him the list of other recipients.

“He has not informed us that he will not come. Perhaps he is scared as the Congress has made it an issue,” Krishnan alleged.

Kerala Law Minister P Rajeev said it was entirely Tharoor’s prerogative whether to accept or decline the award.

US Pressure Over Russian Oil Purchases

The US continues to press India to reduce imports of Russian crude, arguing it fuels Moscow’s war effort against Ukraine.

India increased Russian oil purchases after Western nations imposed sanctions following the February 2022 invasion.

Russia’s share in India’s oil imports rose dramatically from 1.7% in 2019–20 to 35.1% in 2024–25, making Moscow India’s largest supplier.

In recent weeks, however, India’s intake of Russian crude has declined, following US sanctions on two major Russian oil companies.

US Appreciates India’s Partnership

The US Embassy said Hooker appreciated the Foreign Secretary’s “continued partnership” and stressed the importance of US–India cooperation in boosting American innovation while supporting India’s rise as a global technology leader.
