Delhi HC Seeks CBI Reply on Lalu Prasad’s Plea Against Framing of Charges in IRCTC Scam Case

The Delhi High Court on Monday sought a response from the Central Bureau of Investigation (CBI) on a plea filed by RJD leader and former Union Railway Minister Lalu Prasad Yadav challenging the trial court order that framed charges against him in the alleged IRCTC scam case.

Justice Swarana Kanta Sharma, however, declined to stay the trial at this stage, observing that such relief could not be granted without examining the investigating agency’s reply. The court issued notice to the CBI on Yadav’s petition as well as his application seeking a stay, and listed the matter for further hearing on January 14.

Lalu Prasad has approached the High Court assailing the October 13, 2025 order of the trial court, which framed charges against him, his wife and former Bihar Chief Minister Rabri Devi, son and former Deputy Chief Minister Tejashwi Prasad Yadav, and 11 other accused in the case.

The trial court had framed charges for alleged offences of cheating and criminal conspiracy under the Indian Penal Code (IPC), along with provisions of the Prevention of Corruption (PC) Act. In its order, the trial court made strong observations, stating that the land and share transactions involved were “possibly an instance of crony capitalism fostered in the garb of eliciting private participation in the Railways’ hotels at Ranchi and Puri.”

Apart from Lalu Prasad, charges under Section 13(2) read with Section 13(1)(d)(ii) and (iii) of the PC Act were framed against Pradeep Kumar Goel, Rakesh Saksena, Bhupendra Kumar Agarwal, Rakesh Kumar Gogia and Vinod Kumar Asthana. These provisions relate to criminal misconduct by a public servant and abuse of official position to obtain undue advantage.

The trial court also directed framing of charges under IPC Section 420 (cheating) against Lalu Prasad, Rabri Devi, Tejashwi Prasad Yadav, M/s LARA Projects LLP, Vijay Kochhar, Vinay Kochhar, Sarla Gupta and Prem Chand Gupta.

Further, a common charge of criminal conspiracy under Section 120B IPC was ordered to be framed against all 14 accused, read with Section 420 IPC and the relevant provisions of the PC Act.

Under the Prevention of Corruption Act, the maximum punishment prescribed is 10 years of imprisonment, while the offence of cheating under the IPC carries a maximum sentence of seven years.

The High Court will consider the matter further after receiving the CBI’s response.

Nearly Half of Underweight and Obese Young Adults Face Body Image Concerns: AIIMS Study

Nearly half of underweight and obese young adults experience moderate to severe body image concerns, including self-consciousness and lack of confidence, according to a study conducted by researchers at the All India Institute of Medical Sciences (AIIMS), New Delhi.

The study, which surveyed 1,000 young adults, found that 47.1 per cent of underweight participants and 49.6 per cent of those classified as obese reported moderate to severe body image issues. In comparison, a majority of normal-weight (35.8 per cent) and overweight (35.5 per cent) participants reported only mild levels of concern.

Published in the Journal of Education and Health Promotion, the research revealed that more than a third of participants (37.5 per cent) felt judged by others because of their body weight, while nearly a quarter (24.5 per cent) reported frequent anxiety related to their weight.

The findings showed that the nature of psychological impact varied across weight categories. Feelings of self-consciousness were significantly associated with obesity, while lack of confidence was most pronounced among underweight individuals. Confidence-related issues were also observed among obese participants, though to a lesser extent.

Researchers noted that body weight is a well-established factor influencing psychological well-being among young adults. However, the study provides a more detailed understanding by identifying specific dimensions of body image concern affecting different weight groups.

Highlighting the broader implications, the researchers stressed the need for comprehensive health policies that address body image concerns across the entire weight spectrum. They recommended that educational institutions and healthcare systems integrate body image literacy, mental health awareness and resilience-building programmes.

Such measures, the study noted, could help policymakers foster a more inclusive and stigma-free healthcare environment that supports both the physical and psychological well-being of young adults.

Fresh Snowfall in Gulmarg, Dense Fog Disrupts Life in Jammu as Cold Wave Intensifies

After a sunny day, Gulmarg, its adjoining areas and other higher reaches of Jammu and Kashmir received fresh snowfall this evening, even as the Kashmir Valley continued to reel under intense cold conditions with minimum temperatures remaining below freezing across the region.

In contrast, Jammu city and its surrounding plain areas, including Samba and Kathua, remained enveloped in dense fog, disrupting air, rail and road traffic. Poor visibility during the morning hours led to delays in flight operations at Jammu Airport. Officials said eight flights—five Indigo, two Air India Express and one Air India—were delayed due to fog. Visibility improved after around 11.30 am, following which flight operations resumed. A total of 30 flights operated from the airport during the day, with no cancellations or diversions reported.

Meanwhile, Gulmarg witnessed light snowfall in the evening, bringing cheer to tourists visiting the ski resort. About three inches of snow had accumulated till late evening, with snowfall continuing intermittently. However, the snowfall also led to traffic disruptions, with thousands of vehicles stranded on the Gulmarg–Tangmarg road due to skidding and traffic jams. Police and administration were engaged in clearing the congestion.

Snowfall was also reported from Tangmarg and Drung areas adjoining Gulmarg, while most other parts of the Valley remained dry during the day. Fresh snowfall was additionally reported from higher reaches of the Pir Panjal range and Seoj Dhar in Doda and Bhaderwah areas.

Tourist inflow remained high in several snowbound destinations. Visitors in Gulmarg and Drung expressed delight over the fresh snowfall, calling it a memorable experience. The tourist resort of Bhaderwah in the Jammu division also saw a large rush after the Border Roads Organisation cleared the Pathankot–Basohli–Bani–Bhaderwah road. Heavy tourist presence was reported at Guldanda and nearby scenic spots.

The Meteorological Department said light snowfall may continue in higher reaches, while plains are likely to remain dry for now.

Despite largely dry weather, cold conditions prevailed across the Union Territory. Srinagar recorded a minimum temperature of minus 3.2°C and a maximum of 9.6°C. Qazigund recorded minus 4.0°C to 9.0°C, while Pahalgam recorded minus 4.0°C to 4.8°C. Gulmarg was the coldest place, recording a minimum of minus 6.5°C and a maximum of 1.0°C.

In Jammu region, Jammu city recorded a maximum temperature of 14.2°C and a minimum of 10.0°C. Katra recorded temperatures between 7.0°C and 13.6°C. Bhaderwah recorded minus 1.6°C to 10.5°C, Batote 1.9°C to 12.3°C, and Banihal minus 0.9°C. Other areas including Kishtwar, Doda, Rajouri, Udhampur and Reasi also recorded low night temperatures.

Jammu continued to remain under the grip of a cold wave, with fog limiting sunlight for most of the day. Vehicular movement was affected during morning hours, and train services were also impacted. Several trains, including the Vande Bharat and Uttar Sampark Kranti Express, arrived late at Jammu railway station due to fog, though most departures remained largely unaffected.

The region continues to experience harsh winter conditions as the 40-day peak winter period, Chilai Kalan, persists across the Valley.

Clear Communication Key to Prevent Misreading of India’s Intentions: Jaishankar at IIT Madras

Union External Affairs Minister S Jaishankar on Friday emphasised the importance of clear and honest communication with other countries to prevent misinterpretation of India’s intentions on the global stage.

Participating in a fireside chat with students at IIT Madras, Jaishankar said effective communication fosters respect and acceptance among nations. “How to prevent people from misreading you is to communicate. If you communicate well, clearly and honestly, other countries and other people respect it and accept it,” he said.

Highlighting India’s civilisational legacy, the minister said there are very few ancient civilizations that have endured to become major modern nation-states, and India is one of them. He said India has a strong sense of its past and culture, which should be a source of pride.

Jaishankar noted that India’s decision to adopt a democratic political model had global significance. “It was our decision to opt for a democratic political model, which made the very idea of democracy a universal political concept. Had we not gone that way, democracy as we know it would have remained regional and narrow,” he said.

Stressing the importance of global partnerships, he said cooperation with the West is crucial in shaping the world order. He added that nations progress by strengthening themselves domestically and then engaging internationally in ways that both contribute to and benefit from the global environment.

Referring to the philosophy of Vasudhaiva Kutumbakam, Jaishankar said India has never viewed the world as a hostile place. He pointed out that with limited resources, the challenge for India is to maximise its global impact.

“What we try to do in Indian foreign policy and diplomacy today is solve that problem by using our competitiveness and strengths, and by leveraging international institutions and opportunities,” the minister said.

Indore Mayor Pushyamitra Bhargava on Friday said he has received information about 10 deaths linked to a diarrhoea outbreak caused by contaminated drinking water in the Bhagirathpura area of the city.

However, local residents have claimed that 14 people, including a six-month-old infant, have died due to the health crisis. The health department has not confirmed the residents’ claim.

“According to health department data, four people have died due to the diarrhoea outbreak in Bhagirathpura. However, I have received information about 10 deaths due to this outbreak,” Bhargava told PTI.

Responding to a query on the suspected spread of cholera based on preliminary test reports of drinking water samples, the mayor said that only the health department was authorised to provide details on the matter.

Chief Medical and Health Officer (CMHO) Dr Madhav Prasad Hasani said on Thursday that laboratory test reports from a city medical college confirmed contamination of drinking water in the locality due to a leakage in a pipeline. However, he did not share detailed findings of the report. Administrative officials have also refrained from providing specific information.

Officials said a leakage was detected in the main drinking water supply pipeline near a police outpost in Bhagirathpura, at a location where a toilet has been constructed. They said the leakage resulted in contamination of the water supply.

More than 1,400 people have been affected by vomiting and diarrhoea in the area over the past nine days.

According to a health department official, as of Thursday night, 272 patients had been admitted to hospitals, of whom 71 have been discharged. Of the 201 patients currently hospitalised, 32 are undergoing treatment in intensive care units
