Safety Is Top Priority at Kudankulam Nuclear Plant, No Scientific Basis to Fears: Jitendra Singh

Union Minister of State in the Prime Minister’s Office Jitendra Singh on Thursday assured the Rajya Sabha that safety remains the foremost priority in India’s atomic energy programme, dismissing concerns surrounding the Kudankulam Nuclear Power Plant.

Replying to questions during Question Hour, Singh said the nuclear sector operates strictly on the principle of “Safety First, Production Next.” He was responding to AIADMK MP M. Thambidurai, who flagged delays in the Kudankulam project due to safety-related apprehensions and raised queries about the distribution of electricity generated from the plant.

The minister clarified that power sharing is governed by a fixed formula under which 50 percent of the electricity is allocated to the host state, 35 percent to neighbouring states, and 15 percent to the national grid.

Addressing safety concerns, Singh said several apprehensions stem from “extraneous and political reasons” rather than technical or scientific facts. He emphasized that no mishap has occurred at the Kudankulam facility so far.

He also rejected claims that spent nuclear fuel from other reactors would be stored at Kudankulam, stating that such assertions are not based on scientific rationale.

Delhi High Court Allows Arvind Kejriwal to Withdraw Plea Against ED Summons

The Delhi High Court on Thursday permitted AAP leader and former Chief Minister Arvind Kejriwal to withdraw his petition challenging the Enforcement Directorate (ED) summons issued to him in connection with the excise policy-linked money laundering case. The court dismissed the plea as withdrawn while keeping all legal questions open.

Appearing for Kejriwal, senior counsel told the bench that the petition would not be pursued further since the trial court had already acquitted him in cases related to his non-appearance before the ED. He added that constitutional issues would be raised at an appropriate stage if required.

A bench led by Chief Justice D.K. Upadhyaya and Justice Tejas Karia recorded the submission and passed the order allowing withdrawal of the petition.

Additional Solicitor General S.V. Raju, representing the ED, informed the court that the agency would challenge the trial court’s acquittal order in appeal.

On January 22, the trial court had acquitted Kejriwal in two cases filed over his failure to comply with ED summons, holding that the legality of service of summons could be questioned and that intentional disobedience was not established.

Kejriwal had approached the High Court after receiving multiple summons from the ED in 2024. He was later arrested and is currently on interim bail in the money laundering case. The Supreme Court has referred broader questions regarding the “need and necessity of arrest” under the Prevention of Money Laundering Act (PMLA) to a larger bench.

The ED alleges that the now-scrapped excise policy was framed to benefit certain accused persons and generate kickbacks for the Aam Aadmi Party. Kejriwal has denied the allegations and has also challenged certain PMLA provisions, claiming misuse of the law for political purposes.

BJP MLAs Walk Out of J&K Assembly, Seek Apology from CM Omar Over ‘Unparliamentary’ Remarks

BJP legislators on Wednesday staged a walkout from the Jammu and Kashmir Assembly, protesting against what they termed as “unparliamentary and indecent language” allegedly used by Chief Minister Omar Abdullah during the House proceedings.

Leader of the Opposition Sunil Sharma alleged that certain remarks made by the Chief Minister — including the phrase “joote maaro” — violated legislative decorum and undermined democratic traditions.

BJP members raised slogans against the National Conference-led government inside the House and demanded an unconditional apology from the Chief Minister. Amid the uproar, party MLAs walked out in protest.

Speaking to reporters outside the Assembly, Sunil Sharma said the BJP would continue its protest until the Chief Minister withdraws his remarks and tenders an unconditional apology. He said such language insults the institution and lowers the dignity of the legislature.

Sharma described the comments as “shameful” and accused the ruling party of disregarding constitutional norms and the sanctity of the House. He further alleged that treasury bench members mocked Opposition legislators through gestures, which, he said, further deteriorated the quality of debate.

The controversy arose during a heated discussion in the Assembly that led to repeated disruptions. Following the walkout and continued sloganeering, the Speaker later adjourned the House for the day amid the tense situation.

The BJP maintained that it would not compromise on the dignity of the Assembly and warned that protests would continue if the Chief Minister does not apologise.

Over 12.36 Lakh Smart Electricity Meters Installed Across J&K: Govt Tells Assembly

The Jammu and Kashmir administration has installed more than 12.36 lakh smart electricity meters across the Union Territory under centrally sponsored schemes, the Legislative Assembly was informed on Wednesday.

The information was shared by the Power Development Department (PDD) in a written reply to a question raised by legislator Waheed-ur-Rehman Para.

According to the department, the smart meters are being installed under the Prime Minister’s Development Package (PMDP) and the Revamped Distribution Sector Scheme (RDSS). REC Power Development and Consultancy Limited (RECPDCL) is the lead implementation agency for the project.

District-wise data shows that a total of 6,27,492 smart meters have been installed in the Jammu division. Jammu district accounts for the highest number at 3,04,468 meters, followed by Samba with 58,707 and Kathua with 57,320 installations.

In the Kashmir division, 6,09,015 smart meters have been installed so far. Srinagar tops the list with 2,39,147 meters, followed by Baramulla with 87,732 and Anantnag with 77,943.

The PDD further informed that 1,600 smart feeder meters have also been installed on 11kV feeders across ten districts of the Jammu division to strengthen monitoring and load management.

Responding to another query, the department clarified that all installed smart meters conform to national standards and specifications prescribed by the Bureau of Indian Standards (BIS) and the Central Electricity Authority (CEA).

Officials said the smart metering drive is part of a nationwide reform programme aimed at improving billing efficiency, ensuring transparency, and reducing Aggregate Technical and Commercial (AT&C) losses in the power distribution sector.

Macron to Visit India for AI Summit, Talks with PM Modi on Trade and Defence

New Delhi: French President Emmanuel Macron will undertake a three-day visit to India next week to attend the AI Impact Summit and hold bilateral talks with Prime Minister Narendra Modi aimed at strengthening cooperation in key sectors including trade, defence and technology.

According to the Ministry of External Affairs (MEA), Macron will begin his visit from Mumbai on February 17, where he and Prime Minister Modi will jointly inaugurate the India–France Year of Innovation. The initiative will be celebrated throughout 2026 in both countries with collaborative programmes across innovation-driven sectors.

The two leaders are expected to hold bilateral discussions in Mumbai covering a wide range of areas under the India–France Horizon 2047 Roadmap. The roadmap was unveiled after Modi–Macron talks in Paris in July 2023 to expand long-term cooperation in trade, investment, technology and strategic sectors.

The MEA said the discussions will include ways to deepen bilateral cooperation across multiple domains and review progress in the strategic partnership. Regional and global issues of mutual interest — including Indo-Pacific cooperation — are also expected to figure prominently in the talks.

President Macron will travel to New Delhi to participate in the AI Impact Summit on February 19, where global collaboration on artificial intelligence and emerging technologies will be a central theme.

The MEA said the visit follows Prime Minister Modi’s trip to France in February 2025 and reflects the depth of the India–France strategic partnership and the shared commitment of both countries to further strengthen ties.

Officials said the India–France Year of Innovation will focus on joint initiatives and events in sectors such as technology, trade, research and culture, with the aim of boosting institutional and industry-level collaboration.

Ruckus in J&K Assembly as LoP Sunil Sharma, Treasury Benches Trade Charges During Budget Debate

Jammu: The Jammu and Kashmir Legislative Assembly witnessed repeated disruptions and heated exchanges on Tuesday after Leader of Opposition Sunil Sharma rejected the Government’s claims “lock, stock and barrel” during his speech in the Budget discussion, triggering strong protests from ruling National Conference (NC) members.

As Sharma defended the abrogation of Article 370 and criticized the Omar Abdullah-led Government, NC MLAs raised objections over certain remarks, leading to loud protests and sloganeering. Sharma responded sharply, asking protesting members to sit down and warning that he could expose alleged backdoor dealings during the recent Rajya Sabha elections for J&K seats.

He claimed he was aware of who did what during the elections and cautioned members not to force him to reveal details. His remarks led to uproar, with Minister for Youth and Sports Satish Sharma, NC MLA Nazir Gurezi and others demanding that he disclose the names. Satish Sharma accused the LoP of misleading the House and alleged that he himself moved around through the night before the election to manage numbers.

Further chaos erupted when Sunil Sharma alleged that a member of the House had effectively challenged the Constitution of India by comparing it with the US Constitution. NC legislators strongly objected, saying no such statement had been made. BJP MLAs, including Vikram Randhawa, R.S. Pathania and Rajeev Jasrotia, joined the LoP in countering the ruling party members.

Deputy Chief Minister Surinder Choudhary sought the Speaker’s intervention, calling the allegation serious and demanding that the LoP name the member he was referring to. The Speaker repeatedly appealed for order, but disruptions continued.

In his speech, Sunil Sharma accused the Government of failing to fulfill election promises and taking credit for Central schemes. He said the Government shifts responsibility to the Centre when questioned but claims credit when benefits are delivered. He asserted that the abrogation of Article 370 brought major positive changes in J&K, including jobs for terror victim families, and thanked Lt Governor Manoj Sinha for facilitating such appointments.

He also raised issues related to unemployment and regularisation of daily wagers.

जम्मू: मुख्यमंत्री उमर अब्दुल्ला ने आज विधानसभा में स्पष्ट किया कि श्री माता वैष्णो देवी रोपवे परियोजना को उनकी कैबिनेट ने नहीं, बल्कि उपराज्यपाल (एलजी) ने मंजूरी दी थी। उन्होंने कहा कि भाजपा के कटड़ा विधायक बलदेव राज शर्मा द्वारा कल किया गया यह दावा कि परियोजना को कैबिनेट की स्वीकृति मिली है, रिकॉर्ड के अनुसार सही नहीं है।

सदन की कार्यवाही शुरू होते ही नेशनल कॉन्फ्रेंस के विधायक नजीर अहमद गुरेजी ने, उपमुख्यमंत्री सुरिंदर चौधरी के साथ मिलकर, बलदेव शर्मा पर सदन को “गुमराह” करने का आरोप लगाते हुए उनके इस्तीफे की मांग की।

मुख्यमंत्री उमर अब्दुल्ला ने कहा कि उन्होंने स्वयं रिकॉर्ड की जांच कराई। “मैंने देखा कि क्या इस परियोजना को मंत्रिपरिषद की मंजूरी मिली थी—ऐसा कोई रिकॉर्ड नहीं है। यह मामला प्रशासनिक परिषद के सामने भी नहीं आया। बाद में पता चला कि सितंबर 2024 में एलजी के दौरे के दौरान सक्षम प्राधिकारी के रूप में उन्होंने इसे मंजूरी दी थी। यह मंजूरी जम्मू-कश्मीर में नई सरकार के गठन से लगभग एक माह पहले दी गई थी,” उन्होंने कहा।

उन्होंने कहा कि सदन के रिकॉर्ड को दुरुस्त करना जरूरी है क्योंकि “सदन और जनता को गुमराह करने की कोशिश हो रही है।” हालांकि उन्होंने यह भी कहा कि वे किसी को इस्तीफा देने के लिए उकसा नहीं रहे, बल्कि केवल तथ्य स्पष्ट कर रहे हैं।

इस दौरान बलदेव शर्मा अपनी सीट से खड़े हुए और एक आधिकारिक दस्तावेज पढ़कर सुनाया, जिसे बाद में स्पीकर को रिकॉर्ड में शामिल करने के लिए सौंप दिया। उपमुख्यमंत्री सुरिंदर चौधरी ने भाजपा विधायक पर लोगों की आस्था और भावनाओं से खेलने का आरोप लगाया। भाजपा विधायकों राजीव जसरोटिया और सतीश शर्मा ने बलदेव शर्मा का समर्थन किया। करीब 12 मिनट तक हंगामे के बाद प्रश्नकाल फिर शुरू हुआ।

सदन के बाहर पत्रकारों से बात करते हुए बलदेव शर्मा ने 14 अगस्त 2025 का एक आदेश दिखाते हुए कहा कि परियोजना को सरकारी मंजूरी मिली है। उन्होंने आरोप लगाया कि सरकार, खासकर उपमुख्यमंत्री, कटड़ा में लोगों को विरोध के लिए उकसा रहे हैं। शर्मा ने यह भी दावा किया कि हाल के विरोध प्रदर्शनों के दौरान उन्हें जान से मारने और संपत्ति जलाने की धमकियां मिली हैं।

उन्होंने कहा कि रोपवे परियोजना बुजुर्गों और दिव्यांग श्रद्धालुओं की सुविधा के लिए है और श्राइन बोर्ड ने प्रभावित लोगों के पुनर्वास का भरोसा दिया है।

इसी बीच, मुख्यमंत्री उमर अब्दुल्ला ने जम्मू के लिए दीर्घकालिक जल सुरक्षा योजना की आवश्यकता पर भी जोर दिया। भाजपा विधायक अरविंद गुप्ता के प्रश्न के जवाब में उन्होंने कहा कि बंद पड़े ट्यूबवेलों को चालू करना जैसे कदम केवल अल्पकालिक समाधान हैं। उन्होंने बताया कि चेनाब से जम्मू शहर को पानी लाने की पुरानी योजना सिंधु जल संधि (IWT) की पाबंदियों के कारण अटकी थी, लेकिन अब संधि के स्थगन से नए अवसर बने हैं।

मुख्यमंत्री ने कहा कि सरकार केंद्र के साथ मिलकर दो प्रमुख परियोजनाओं—सोपोर के पास झेलम पर तुलबुल नेविगेशन बैराज और अखनूर से चेनाब का पानी जम्मू लाने—पर काम कर रही है और जल्द मंजूरी मिलने की उम्मीद है।
