Supreme Court Directs Centre to Join Meeting on Centralised CCTV Dashboard for Police Stations

The Supreme Court of India on Thursday directed the Centre and other stakeholders to participate in a meeting aimed at creating a centralised dashboard and standardising CCTV infrastructure across police stations nationwide.

A bench comprising Justices Vikram Nath and Sandeep Mehta passed the order after submissions by senior advocate Siddhartha Dave, who is assisting the court as amicus curiae. Dave informed the court that although a meeting had been scheduled pursuant to the January 29 order and held on February 21, representatives from the Union government, the Delhi government and certain other states did not attend, preventing him from filing the required report.

Taking note of the submission, the bench recorded the assurance of counsel for the Union of India, who apologised for the absence citing a communication gap and promised full cooperation in the next meeting. Accepting the suggestion of the amicus, the court directed that the next meeting be held on March 14, 2026. The matter has been listed for further hearing on March 23.

The issue stems from the court’s earlier directions on the installation and functioning of CCTV cameras in police stations to prevent human rights violations. In 2018, the apex court mandated installation of CCTV cameras in all police stations. In December 2020, it further directed the Centre to ensure installation of CCTV cameras and recording systems in the offices of central investigating agencies such as the Central Bureau of Investigation, the Enforcement Directorate, and the National Investigation Agency.

The court had also ordered states and Union Territories to ensure coverage at all critical points within police stations, including entry and exit gates, lock-ups, corridors, reception areas and spaces outside lock-up rooms, so that no area remained unmonitored. It mandated that CCTV systems must have night vision capability and audio-video recording, with storage capacity for at least one year.

Vice President C. P. Radhakrishnan on Thursday called upon the nation to abandon its colonial mindset and embrace Swadeshi innovation to emerge as a global leader in research and entrepreneurship.

Addressing the 21st convocation of the University of Kashmir, he encouraged graduating students to focus on solutions rooted in Indian knowledge, resources and needs. “We need not feel inferior. We must first throw out our colonial mindset,” he said.

He credited Narendra Modi for making India’s entrepreneurial ecosystem more vibrant and supportive, and expressed confidence that young innovators would lead the next wave of sustainable development and global leadership.

Referring to the COVID-19 pandemic, the Vice President said India responded decisively by developing vaccines that benefited humanity. He contrasted this with what he described as high pricing strategies in some developed nations, emphasising affordability and accessibility as key strengths of Indian innovation.

Highlighting infrastructure growth, he noted the recent approval for expansion of the Srinagar International Airport at an estimated cost of over ₹1,600 crore. He also described the Chenab Rail Bridge as a marvel of engineering and the world’s highest railway bridge, calling such projects instruments of social harmony that strengthen connectivity and national integration.

The Vice President said initiatives like the Prime Minister’s Special Scholarship Scheme provide opportunities for students of Jammu and Kashmir to pursue education across the country, fostering aspiration and unity.

Advising the youth to stay away from narcotics, he urged students to live up to their parents’ expectations and build successful lives. He also cautioned against excessive use of social media, stressing the need for balance and discipline.

Concluding his address, he called for unity with the message: “Not my Kashmir, not your Kashmir — our Kashmir,” urging young people to work together for collective progress.

Grand Mufti Fixes Sadaqat-ul-Fitr at Rs 80 Per Person for 2026, Urges Payment Before Eid Prayers

The Grand Mufti of Jammu and Kashmir, Mufti Nasir-ul-Islam, on Thursday announced that Sadaqat-ul-Fitr for 2026 has been fixed at ₹80 per person. He urged Muslims to fulfil the obligation before offering Eid-ul-Fitr prayers.

He stated that Zakat-ul-Fitr is compulsory for every Muslim — men, women and even infants. Parents are required to pay on behalf of their minor children, while adult children must discharge the obligation themselves. Clarifying a common query, he said a husband cannot pay Sadaqat-ul-Fitr on behalf of his wife without her consent.

The Mufti explained that the amount has been calculated on the basis of half a Sa’ of wheat, valued at ₹77 and rounded off to ₹80 as a precautionary measure.

He added that those who are financially well-off may choose to give Sadaqat-ul-Fitr in the form of wheat, cash, dates, raisins or other approved food items instead of the fixed monetary amount.

Emphasising proper distribution, he said the charity should be given to the poor, destitute, needy relatives, orphans and travellers within local communities. It must not be donated to mosques, khanqahs, or political and religious organisations.

“Pakistan Living In ‘La La Land’”: India Slams Islamabad At UN Human Rights Council

India delivered a sharp rebuttal to Pakistan at the 61st Session of the United Nations Human Rights Council, which is being held from 23 February to 31 March, accusing Islamabad of spreading propaganda and asserting that Jammu and Kashmir’s development trajectory stands in stark contrast to Pakistan’s economic troubles.

Exercising India’s Right to Reply during the high-level segment held on February 25, Anupama Singh, India’s representative, rejected allegations made by Pakistan and the Organisation of Islamic Cooperation (OIC), saying the grouping had allowed itself to be used as an “echo chamber” for one member state.

“We categorically reject these allegations, ” Singh said, adding that Pakistan’s “incessant propaganda now reeks of envy.”

Singh reiterated India’s long-standing position that Jammu and Kashmir “was, is, and will always remain an integral and inalienable part of India.” She said the accession of the region to India in 1947 was “completely legal and irrevocable,” in accordance with the Indian Independence Act and international law.

“The only outstanding dispute regarding this region is the illegal occupation of Indian territories by Pakistan,” she stated, calling on Islamabad to vacate areas under its control.

In a pointed remark that drew attention at the Council, Singh referenced infrastructure and economic development in the region, including the inauguration of the Chenab Rail Bridge, described as the world’s highest railway bridge.

“If the Chenab Rail Bridge, the world’s highest bridge, inaugurated in Jammu and Kashmir last year, is fake, then Pakistan must be hallucinating or living in the ‘La-la-land’”, she said.

She further claimed that the development budget of Jammu and Kashmir is “more than double the recent bailout package” Pakistan sought from the International Monetary Fund (IMF), contrasting what she described as governance and development in the Union Territory with Pakistan’s economic challenges.

Responding to criticism on democratic processes, Singh said it was “hard to take lectures on democracy from a country where civilian governments rarely complete their terms.” She cited voter turnout in recent general and assembly elections in Jammu and Kashmir as evidence that people in the region have “rejected the ideology of terrorism and violence” and are moving ahead on the path of development.

Concluding her remarks, Singh accused Pakistan of attempting to destabilise the region through ” relentless state-sponsored terrorism,” while asserting that Jammu and Kashmir continues to progress politically, economically and socially.

“Pakistan would do well if it focuses on fixing its deepening internal crisis rather than masking it with grandstanding at such a platform, ” she said, adding that “the world can certainly see through its charade.”

The exchange marks the latest round of sharp diplomatic sparring between India and Pakistan at multilateral forums like the UNHRC over the issue of Jammu and Kashmir. (Agencies)

SC Bans NCERT Book Over Chapter On Judiciary Corruption, Orders Copies’ Seizure, Digital Takedown

The Supreme Court on Thursday imposed a blanket ban on class 8 NCERT book carrying a chapter on corruption in the judiciary, and ordered a seizure of all physical copies, along with takedown of its digital forms.

The apex court ordered that the Centre and state authorities comply with its directions immediately, and warned of “serious action” if directions are defied in any form.

The top court issued show cause notices to NCERT director, school education secretary to explain why action should be not taken against those responsible.

A bench headed by Chief Justice Surya Kant said there seemed to be a calculated move to undermine institution and demean dignity of judiciary.

The bench said such misconduct, having everlasting impact on judiciary, would fall within definition of criminal contempt.

The court said that if allowed to go unchecked, this will erode people’s faith in judiciary. “No one will be allowed to go scot-free.” The CJI said, “It is my duty as the head of the institution to find out who is responsible; heads must roll.” CJI Surya Kant said there appears to be a deep-rooted, well planned conspiracy to defame the judiciary.

Taking exception to the NCERT’s Wednesday communication, the SC said there was not a single word of apology in it, and instead, they have tried to justified it.

At the outset, Solicitor General Tushar Mehta tendered an unconditional and unqualified apology on behalf of Ministry of education.

Lauding the transformation in the Union Territory, Vice-President C P Radhakrishnan on Thursday said Jammu and Kashmir is witnessing a “new era of peace, progress, and prosperity” as he experienced the pristine beauty of Dal Lake on his maiden visit to the Valley.

C P Radhakrishnan, who arrived here to attend the 21st convocation of the University of Kashmir, took a morning cruise on the iconic lake today morning.

In a post on ‘X’, the Vice-President described being captivated by the region’s natural beauty. “I experienced the timeless charm, pristine waters, and breathtaking natural beauty of Srinagar during a morning cruise on Dal Lake today,” he said.

Asserting that the region is undergoing a significant shift, C P Radhakrishnan stated he was impressed by the improved infrastructure and enhanced connectivity in the UT. He specifically credited the administration for its focus on eco-tourism and preservation of natural heritage.

“These initiatives have not only boosted tourism but have also ushered in a new era of peace, progress, and prosperity in Jammu and Kashmir,” the Vice-President said.

The Vice-President was received at the Srinagar airport by Lieutenant Governor Manoj Sinha, Chief Minister Omar Abdullah, and senior officials of the administration and police on Wednesday evening. (KNS)

Ex-Councillor Shahrukh Bhatti Calls for Tourism Boost in Batote During Meeting with Director Tourism Jammu

Batote, Feb 24: Former Councillor Batote, Shahrukh Bhatti, today met Director Tourism Jammu, Dr. Vikas Gupta, and held a detailed discussion regarding the promotion and development of tourism infrastructure across the Batote block, including key destinations such as Sanasar and Patnitop.

During the meeting, Bhatti emphasized the immense tourism potential of the Batote region and proposed the development of scenic viewpoints along the Nashri–Batote–Patnitop–Sanasar corridor to enhance visitor experience. He also urged the Tourism Department to install proper signages and introduce a paying guest scheme to enable local residents to participate directly in tourism activities and benefit economically.

Highlighting the need for stronger visibility, Bhatti stressed that Batote should be prominently placed on the tourism map so that tourists can easily locate the destination, stay in the area, and enjoy the natural beauty of the entire Batote block.

Director Tourism Jammu, Dr. Vikas Gupta, gave a patient hearing to the issues raised and assured that sincere efforts would be made to address the demands. He further informed that a tourism promotion programme is planned in Batote during the months of May–June, which will include cultural activities such as a singing event to attract visitors and showcase the region.

Omar Abdullah Launches ₹84.41 Crore Development Projects in Ganderbal district

Chief Minister Omar Abdullah on Tuesday inaugurated and laid the foundation stones of major development projects worth ₹84.41 crore in the Ganderbal constituency, marking a significant push to strengthen infrastructure, healthcare, water supply, sanitation, education and road connectivity across Ganderbal district.

The projects, spanning multiple departments, were inaugurated and e-launched at different locations, reflecting the government’s focus on balanced and inclusive development.

Urban Beautification and Road Infrastructure

At Beehama, the Chief Minister laid the foundation stone for the ₹770 lakh Beautification and Development Project of Ganderbal Town under the Housing & Urban Development Department (H&UD–ULB), to be executed by PWD. The project includes construction of a grand entry gate, a municipal guest house, upgradation of the MC Terminal building into a Smart Library, development of playing areas and club facilities, and improvement of streets and pathways through cobble stone and tiling works.

The plan also provides for installation of street lights and garbage bins, façade improvements, murals and colour-coding of markets to enhance the town’s aesthetic appeal.

He also laid the foundation stone for a ₹750.78 lakh road project connecting the Bus Adda to District Hospital, including widening of Mirani Chowk to ease traffic congestion and improve connectivity.

Additionally, e-foundation stones were laid for various road works in the constituency costing ₹1,288.40 lakh under PWD, upgradation of inner link roads of Treesa Safapora, including link roads at Check Yangaroo in Lar, at ₹302.11 lakh, and improvement and upgradation of Kohistan Colony Canal Roads along with allied works amounting to ₹379.62 lakh.

Healthcare and Sanitation Boost

At District Hospital Ganderbal, the Chief Minister inaugurated a CT Scan Machine installed at a cost of ₹840 lakh under the Health & Medical Education Department through DHSK, significantly enhancing diagnostic facilities for patients in the district.

At Rakhi Harran, he laid the foundation stone for a 4.5 MLD capacity Sewage Treatment Plant under the Used Water Management Project of Municipal Council Ganderbal (SBM 2.0), costing ₹1,999.20 lakh under H&UD (UEED). The facility is expected to substantially improve sanitation standards and environmental sustainability in the town.

Drinking Water and Education Infrastructure

From Dak Bungalow Ganderbal, the Chief Minister e-inaugurated several key water supply schemes executed by the Rural Water Supply Division under the Jal Shakti Department and Jal Jeevan Mission. These include:

  • Water Supply Scheme (WSS) Urpash Naderbagh – ₹679.14 lakh
  • WSS Buderkund – ₹399 lakh
  • WSS Manasbal – ₹130 lakh

He also laid e-foundation stones for improvement of school infrastructure across the district at a cost of ₹902.69 lakh under the School Education Department.

Focus on Tangible Outcomes

Addressing the gathering, the Chief Minister emphasized that development must translate into real improvements in people’s daily lives.

“From healthcare and sanitation to roads, schools and drinking water, these projects reflect our resolve to ensure comprehensive development of Ganderbal. Our focus is not merely on announcements but on timely execution and quality outcomes,” he said.

He added that investments in urban beautification, clean water supply, modern healthcare infrastructure and road connectivity would create economic opportunities and improve the overall quality of life.

On the occasion, the Chief Minister also distributed Mission Yuva disbursal letters worth ₹55 lakh among beneficiaries.

Public Interaction

Later, he held a public interaction at Dak Bungalow Ganderbal, where delegations from Phekh, Safapora, Manigam, Batwina, Nunar, Wakura, Lar, Sherpathri, Yangoora, Traders Federation Ganderbal and Health Employees Confederation Ganderbal highlighted issues related to drinking water supply, lift irrigation, sports infrastructure, establishment of a fire service station and school upgradation.

Minister for Health & Medical Education Sakina Itoo, Advisor to the Chief Minister Nasir Aslam Wani, Deputy Commissioner Ganderbal Jatin Kishore, Director Urban Local Bodies Kashmir Qazi Sarwar and SSP Ganderbal Khalil Poswal accompanied the Chief Minister during the visit. Minister for Jal Shakti Javed Ahmed Rana joined the foundation laying ceremony virtually.

Jammu and Kashmir Rain Fury Claimed 152 Lives, Damaged Over 21,000 Structures Last Year

Torrential rains and related natural disasters in Jammu and Kashmir last year claimed 152 lives, injured 179 people, damaged nearly 21,000 structures — mostly residential houses — and led to the death of 1,515 livestock, according to official data.

Data compiled by the Disaster Management, Relief, Rehabilitation and Reconstruction Department (DMRRRD) revealed that of the 152 fatalities, 151 were reported from the worst-affected Jammu division and one from the Kashmir valley. Official sources said nearly 100 of the deceased were pilgrims who lost their lives in separate incidents of cloudburst and landslide en route to the Machail Mata shrine in Kishtwar district and the Vaishno Devi shrine in Reasi district in August.

A devastating cloudburst struck Chisoti village — the gateway to the Machail Mata shrine — in Kishtwar on August 14, killing 63 people, injuring several others and leaving 30 missing. This was followed by a landslide triggered by incessant rains along the Vaishno Devi route on August 26, which left 32 people dead and 20 injured.

The government said compensation for loss of life, injuries and house damage has been disbursed as per norms under the State Disaster Response Fund (SDRF). During FY 2025–26, Rs 289.39 crore has been released under SDRF, including Rs 200.39 crore for the Jammu division and Rs 89 crore for the Kashmir division to support relief and restoration efforts.

The Jammu division bore the brunt of the devastation, with 3,304 houses fully damaged, 1,818 severely damaged and 11,622 partially damaged. Additionally, 3,531 huts and cattle sheds were destroyed, 1,461 livestock perished and 1,035 tin sheds were lost.

In the Kashmir division, 12 houses were fully damaged, 44 severely damaged and 597 partially damaged. Besides, 71 huts and cattle sheds were damaged and 54 livestock were lost, the government said.

The Ministry of Home Affairs deputed an Inter-Ministerial Central Team (IMCT) to assess the damage from September 3 to 7, 2025. A memorandum detailing the losses was submitted to the ministry on November 6, 2025.

At the request of the Union Territory government, the National Disaster Management Authority (NDMA) also sent a team of experts to conduct a post-disaster needs assessment between November 17 and 25, 2025. The report has been submitted to the Ministry of Home Affairs.

Based on the IMCT report, the Centre has allocated Rs 1,431 crore to Jammu and Kashmir under the Scheme for Special Assistance to States for Capital Investment (SASCI). The funds will be released to implementing departments after detailed flood restoration proposals are examined and consolidated by a committee constituted by the government on February 3.

In addition to the SDRF allocation, Rs 100 crore has been released under the Capex Budget 2025–26 for “Flood Relief Measures,” with Rs 5 crore earmarked for each district to address the immediate impact of the calamity.

Under the Chief Minister’s Relief Fund (CMRF), over Rs 207 lakh was provided to Chisoti flood victims in Kishtwar, Rs 45 lakh to landslide-affected families in Surothi and Kala-ban villages in Poonch district, Rs 95 lakh to landslide victims along the Vaishno Devi route in Reasi, Rs 253.25 lakh in Ramban district and Rs 21.50 lakh in Kathua district for relief related to deaths and injuries.

Additionally, under the Prime Minister’s National Relief Fund (PMNRF), Rs 141 lakh was directly transferred online in respect of 63 deaths and 29 injured persons in the Chisoti cloudburst incident, the government said.

CCEA Approves Higher Equity Investment Limit for Power Grid Corporation of India Limited Subsidiaries

The Cabinet Committee on Economic Affairs (CCEA), chaired by Prime Minister Narendra Modi, on Tuesday approved a proposal to enhance the equity investment limit of Power Grid Corporation of India Limited (Powergrid) from ₹5,000 crore to ₹7,500 crore per subsidiary. The decision was taken at the committee’s first meeting held at the Prime Minister’s new office, Seva Teerth.

Announcing the decision, Information and Broadcasting Minister Ashwini Vaishnaw said the approval grants enhanced delegation of powers to Powergrid under the Department of Public Enterprises (DPE) guidelines dated February 4, 2010, applicable to ‘Maharatna’ Central Public Sector Enterprises (CPSEs).

“The CCEA has approved enhanced delegation to Powergrid. The permissible equity investment limit has been increased from the existing threshold of ₹5,000 crore per subsidiary to ₹7,500 crore per subsidiary, while retaining the existing cap of 15 per cent of the company’s net worth,” Vaishnaw said.

The move is expected to strengthen Powergrid’s ability to bid for capital-intensive transmission projects, including Ultra High Voltage Alternating Current (UHVAC) and High Voltage Direct Current (HVDC) transmission networks. As the country’s largest transmission service provider, the CPSE will now be better positioned to expand investments in its core business and facilitate evacuation of renewable energy.

The enhanced investment limit is aligned with the government’s target of achieving 500 GW of non-fossil fuel-based energy capacity. By enabling greater participation in large-scale projects, the decision aims to accelerate the development of transmission infrastructure critical for integrating renewable energy into the national grid.

The approval will also broaden competition in Tariff-Based Competitive Bidding (TBCB) for selection of developers for key transmission projects. Increased competition is expected to ensure better price discovery, ultimately leading to affordable and clean energy for consumers, according to an official release.

Powergrid, a ‘Maharatna’ CPSE, plays a central role in India’s power transmission network and is instrumental in strengthening grid reliability and supporting the country’s energy transition goals.
