CS Atal Dulloo Reviews Recruitment Rules, Pushes for Timely Updation

Jammu: Atal Dulloo, Chief Secretary of Jammu and Kashmir, today chaired a high-level meeting to assess the status of updation of Recruitment Rules (RRs) across various departments, stressing the need for transparency, efficiency and employee welfare in public administration.

The meeting was attended by Shabnam Shah Kamili, Commissioner Secretary, ARI & Trainings Department, along with Administrative Secretaries of different departments.

Emphasising timely finalisation of Recruitment Rules, the Chief Secretary directed all Administrative Secretaries to work in close coordination with the ARI & Trainings Department and complete the process within a defined timeframe. He said updated and well-structured RRs are essential for ensuring a transparent, merit-based recruitment system and for filling vacancies promptly across departments.

Reiterating the Government’s commitment to administrative efficiency, Dulloo instructed that the entire exercise be carried out in mission mode, eliminating delays and ensuring uniformity in recruitment procedures.

During the meeting, Shabnam Shah Kamili informed that the initiative marks a shift towards digital governance. She said a dedicated online portal has been developed in collaboration with BISAG-N to streamline the process of updating Recruitment Rules.

She further stated that from April 1, 2026, all offline submissions for Recruitment Rules will be discontinued and departments will be required to route proposals exclusively through the online portal. The portal has been made fully operational after security audits and includes SMS-based communication features. To facilitate the transition, four high-level training sessions have been conducted for departmental nodal officers.

Highlighting progress, officials informed that the Standing Committee constituted for the purpose has held 53 meetings since early 2024. Recruitment Rules for 33 services have been finalised, while draft proposals for 81 additional services have been prepared. Additionally, 12 services have been cleared through executive orders to address urgent administrative requirements.

The meeting was also apprised that these efforts aim to clear the backlog and align departmental structures with modern governance standards and best practices.

Addressing key issues, officials noted that internal audits have identified outdated pay scales linked to the 5th Pay Commission and 6th Pay Commission, as well as stagnation in “Schedule-I” post allocations.

Departments were advised to adopt uniform model Recruitment Rules for ministerial staff and clearly define parameters such as “experience” to remove ambiguity and ensure fairness in the recruitment process.

The Chief Secretary also directed major departments, including Health, Education, Revenue and Agriculture, to resolve pending mapping issues on priority and finalise their Recruitment Rules without further delay.

The meeting concluded with a reiteration of the government’s resolve to modernise administrative processes, enhance transparency and ensure timely recruitment through a robust, technology-driven framework.

Govt trying to procure gas, crude oil from all possible sources: PM Modi

NEW DELHI: (Mar 24) Prime Minister Narendra Modi on Tuesday said the government is trying to procure gas and crude oil from all available sources, and efforts will continue in the coming days as the war in West Asia has created a serious energy crisis globally.

In a statement in the Rajya Sabha, Modi said the war in West Asia is a cause of concern, and India wants peace in the region through dialogue and diplomacy.

India’s aim is de-escalation of the war and opening of Strait of Hormuz, he said, adding the country’s attempt is to encourage all sections to peacefully resolve all issues.

If the West Asia crisis persists for a longer period, serious consequences are imminent, the prime minister said.

Commenting on India’s efforts for energy security, he said in the past 11 years, 53 lakh MT strategic oil reserves have been created; work on 65 lakh MT additional capacity is on.

Besides, the government has started a Rs 70,000-crore project to manufacture ships, he added.

CM Rekha Gupta presents Delhi govt’s Rs 1,03,700 crore budget for 2026-27

Delhi Chief Minister and Finance Minister Rekha Gupta on Tuesday presented the Budget for the 2026-27 financial year with a total outlay of about Rs 1,03,700 crore and said the national capital is progressing rapidly with “triple engine” government.

Describing it as a “green budget”, the chief minister said the city is passing through a phase of transition and flagged that a “culture of freebies” had affected the growth rate, adding that the period between 2018 and 2020 saw a fall in revenue.

The budget estimates tax revenue of Rs 74,000 crore, while an allocation of Rs 11,666 crore has been made for the Municipal Corporation of Delhi (MCD). The chief minister also highlighted that Delhi’s per capita income is the third highest in the country.

In the infrastructure sector, Rs 5,921 crore has been earmarked for public works department (PWD), while urban development and shelter projects have been allocated Rs 7,887 crore.

“Our aim is safe roads, climate corridors and flawless connectivity,” Gupta said.

The government allocated Rs 3,942 crore for the power department. Gupta said the government is working on removal of overhead wiring and has separately allocated Rs 200 crore for this purpose.

The chief minister announced Rs 300 crore for the development of the trans-Yamuna area of the city, while the Delhi Gram Vikas Board has been allocated Rs 787 crore.

Gupta announced Rs 1,352 crore for developing dust-free roads, including end-to-end recarpeting of 750 km of roads across the city.

The budget also earmarks Rs 160 crore for industrial area development, marking the first such allocation for non-conforming areas, she added.

Around Rs 454 crore has been kept aside for the Najafgarh drain, while the budget also provides Rs 350 crore for the MLA Local Area Development Scheme.

Highlighting road infrastructure, Gupta said an allocation of Rs 1,352 crore has been allocated for developing dust-free roads, including end-to-end recarpeting of 750 km of roads across the city.

The budget also earmarked Rs 160 crore for industrial area development, marking the first such allocation for non-conforming areas, she added.

In addition, Rs 151 crore has been allocated in the current financial year for extending the Modi Mill flyover up to the Kalkaji and Savitri Cinema intersection, with the total project cost estimated at Rs 371 crore.

The city government will also build an integrated secretariat and residential complex for employees.

Citing the Palam fire incident, Gupta said narrow lanes and congested unauthorised colonies make it difficult to douse fires, adding that Delhi’s firefighting infrastructure will be strengthened with an allocation of Rs 674 crore.

To tackle water-related issues, Gupta said new water pipeline projects are underway and Rs 9,000 crore has been allocated to the Delhi Jal Board for water and sewage management.

She said no resident has to hassle for water and stand in line for water tanker as Rs 475 crore has been allocated for the Chandrawal water treatment plant.

Six drug peddlers arrested in J-K’s Udhampur, Samba

Six alleged drug peddlers were arrested in Udhampur and Samba districts of Jammu and Kashmir, officials said on Tuesday.City & Local Guides

Mahandeep Singh, Suresh Kumar and Vikram Kumar were separately intercepted by police checking parties at Manwal Chowk in Majalta, Circular road near Devika and Gole Mela, leading to recovery of heroin from their possession, a police spokesperson said.

While 10.27 grams of heroin was recovered from Singh, 1.54 grams from Suresh Kumar and 5.74 grams from Vikram Kumar, the spokesperson said.

Absconder Evading Arrest Since Long Apprehended By Doda Police from Rajasthan

Continuing its drive against absconders and wanted criminals, Doda Police has successfully apprehended an absconder, namely Dharmindar Kumar S/o Sh. Prem Lal, R/o Layrote, Tehsil Bhalla, District Doda, who had been evading arrest since 2023.

On the directions of SSP Doda, Sh. Sandeep Mehta (JKPS), a dedicated police team from PS Bhaderwah was constituted under the leadership of ASI Raj Kumar, under the supervision of SDPO Bhaderwah and SHO PS Bhaderwah. Acting on technical leads and generated intelligence, the team proceeded to Jaipur, Rajasthan, and successfully apprehended the absconder from Sindi Camp, Jaipur after sustained efforts. The absconder was subsequently brought to Bhaderwah.

Thereafter, the accused was produced before the Hon’ble Munsiff/JMIC, Bhaderwah, where the Hon’ble Court was pleased to admit him to bail upon furnishing a surety bond of ₹50,000/-.

Doda Police remains committed to tracking down absconders and ensuring that all offenders are brought to justice.

Punjab Police Busts Drug Smuggling Module, 2 Arrested With 5 Kg Heroin

The Punjab Police’s Counter-Intelligence unit in Amritsar has busted a drug smuggling module and arrested two persons with 5 kg of heroin, officials said on Monday.

Preliminary investigation revealed links with a Pakistan-based smuggler and a foreign-based handler orchestrating cross-border consignments, DGP Gaurav Yadav said in a post on X.

An FIR has been registered at the State Special Operation Cell police station in Amritsar, and further investigations are underway to uncover the entire network, the DGP said. (Agencies)

An Air Canada Express aircraft arriving from Montreal was involved in a collision with a ground vehicle while landing at New York’s La Guardia Airport early Monday, according to flight tracking data from FlightRadar24, reported New York Post.

The incident prompted aviation authorities to halt operations at the busy airport, raising concerns over potential disruptions to flight schedules. The US Federal Aviation Administration (FAA) issued a ground stop for all incoming and outgoing flights at La Guardia, initially set to remain in effect until 0530 GMT (local time), as per an official notice.

The FAA indicated that the stoppage was due to an emergency situation but did not immediately provide detailed information about the nature or severity of the incident. The notice further suggested a “high probability” that the ground stop could be extended, depending on developments.

In a separate advisory issued to airmen, the FAA stated that the airport could remain closed until 1800 GMT, signalling the possibility of prolonged disruption at one of New York City’s key aviation hubs.

FIR Filed Against Pahalgam Hotel For Hiding Stay Of Foreign Tourists: Police

Police have registered a case against a hotel in Pahalgam for allegedly concealing the stay of foreign nationals and violating mandatory reporting norms.

During routine checking in the Dehwatoo area, authorities found that 23 foreign nationals, including 19 British citizens, had checked into a hotel in Laddi on the evening of March 22.

Police said the hotel management failed to inform Police Station Pahalgam and did not submit the required Form ‘C’, thereby violating provisions of the Foreigners and Immigration Act, 2025 and breaching laid-down security protocols.

Accordingly, FIR No. 18/2026 under relevant sections of law has been registered at Police Station Pahalgam, and investigation has been initiated.

District Police Anantnag has urged all hotel operators to strictly adhere to legal requirements regarding reporting of foreign guests to avoid such action in future. (KNC)

Rupee Breaches 93/Dollar For The First Time, Down 19 Paise To 93.08 Against US Dollar In Early Trade

The rupee fell 19 paise to its record intra-day low of 93.08 against the US dollar in early trade on Friday as the greenback strengthened further and FII outflows continued unabated amid the ongoing West Asia conflict.

Elevated global crude oil prices put further pressure on the local unit, while a positive opening at the domestic equity markets cushioned against a sharper fall, according to forex traders.

At the interbank foreign exchange, the local unit opened at 92.92 against the greenback before breaching the 93-mark for the first time to trade at 93.08, down 19 paise from its previous close.

The rupee slumped 49 paise to close at a record low of 92.89 against the US dollar on Wednesday.

Forex markets were closed on Thursday on account of Gudhi Padwa. “The rupee looks vulnerable with the RBI the only one protecting it from further fall by selling dollars.

FPIs were sellers on Thursday when Sensex and Nifty fell to a 21-month low,” Anil Kumar Bhansali, Head of Treasury and Executive Director, Finrex Treasury Advisors LLP, said.

Meanwhile, the dollar index, which gauges the greenback’s strength against a basket of six currencies, was trading 0.17 per cent higher at 100.25.

Brent crude, the global oil benchmark, was trading 1.64 per cent lower at USD 106.9 per barrel in futures trade.

On the domestic equity market front, the Sensex rebounded from Thursday’s crash, surging 960.67 points, or 1.29 per cent, to 75,167.91, while Nifty was up 311.50 points, or 1.35 per cent, to 23,313.65.

Foreign institutional investors sold equities worth Rs 7,558.19 crore on a net basis on Thursday, according to exchange data. (Agencies)
