Complaint Filed In NHRC Seeking Their Intervention In Two Recent Civilian Deaths In J&K

Nikhil Padha, Advocate and Founder of the Organization for Human Rights & Harmony (OHRH), has formally lodged a complaint with the National Human Rights Commission (NHRC) regarding two recent incidents in Jammu & Kashmir, alleging grave violations of human rights by security forces.
The complaint highlights the deaths of two civilians—25-year-old Makhan Din from Kathua and 32-year-old Waseem Ahmad Mir from Sopore—allegedly due to police and military actions. These incidents have sparked outrage and raised concerns about the treatment of civilians by security forces in the region.
“These incidents are a blatant violation of human rights and fundamental freedoms,” said Nikhil Padha. “We demand a transparent and independent investigation into both cases to ensure justice is served and accountability is upheld.”
The complaint calls upon the NHRC to take immediate cognizance of the matter and issue directives, including:
• A judicial probe by a sitting or retired High Court judge.
• Suspension of accused personnel during the investigation to prevent evidence tampering.
• Establishment of an independent oversight committee to monitor security forces’ conduct in Jammu & Kashmir.

Devotees Take Holy Dip at Maha Kumbh Prayagraj on Basant Panchami, Event Successfully Concludes Amidst Tight Security

On the auspicious occasion of Basant Panchami, the festival dedicated to Maa Saraswati, the Goddess of Knowledge, millions of devotees gathered at the holy confluence of the Ganga, Yamuna, and the invisible Saraswati for the Amrit Snan during the Maha Kumbh in Prayagraj on Monday. The spiritually enriching atmosphere was further heightened by the golden sunshine, creating an aura of divine reverence.


Extensive Security Arrangements for Devotees

To ensure the safety and security of the devotees, saints, mahatmas, and Kalpvasis, a comprehensive security arrangement was implemented across the Maha Kumbh Mela area. A large force comprising civil police, traffic police, mounted police, women police, fire brigade, PAC, STF, ATS, NSG commandos, paramilitary forces, and bomb disposal squads were strategically stationed at key locations, such as intersections, pontoon bridges, Akhara routes, and bathing ghats.

In addition, water police and specially trained divers/deep divers were deployed at the Sangam to ensure the safety of bathers. Personnel from the SDRF, NDRF, and Flood Company continuously monitored the area, keeping a close watch to avoid any untoward incidents.


High-Tech Surveillance and Real-Time Instructions

To enhance surveillance and improve crowd management, CCTV cameras and drones were installed across the event area, monitored through the Integrated Command Control Center. Announcements were made via the Public Address System, providing real-time safety instructions, advising devotees to bathe carefully and follow established security protocols.

With the huge influx of visitors, 36 designated parking zones were set up, ensuring that devotees could park their vehicles with ease and walk minimal distances to reach the ghats.


Administrative Oversight and Coordination

Senior administrative and police officers closely oversaw crowd control and security measures throughout the day. ADG Prayagraj Zone Bhanu Bhaskar, Police Commissioner Tarun Gaba, IG Prayagraj Zone Prem Gautam, Divisional Commissioner Vijay Vishwas Pant, DIG Vaibhav Krishna, Mela Adhikari Vijay Kiran Anand, and SSP Rajesh Dwivedi were actively monitoring the arrangements on the ground.

To ensure effective management of the vast crowd, senior officers also patrolled the fairgrounds on horseback, providing an additional layer of oversight.

Dedicated lost and found centers were set up to help reunite missing persons with their families. The seamless organization and well-coordinated security efforts received immense appreciation from the pilgrims, both from India and abroad, who expressed gratitude for the smooth arrangements.

The Rail Budget 2025 marks the beginning of a new era for Odisha’s railway infrastructure, bringing with it unprecedented growth, modernization, and connectivity, Union Railways Minister Ashwini Vaishnaw announced on Monday.

During a press conference held via video conferencing from New Delhi, Vaishnaw shared key highlights of the 2025 Rail Budget for Odisha. He emphasized that the ongoing and future projects would strengthen Odisha’s position as a key player in India’s railway network, contributing significantly to regional economic growth.


Record Investment in Odisha’s Railway Sector

Vaishnaw revealed a record budgetary allocation of Rs. 10,599 crore for railway development in Odisha. This represents a 12.5-fold increase from the Rs. 838 crore allocated during the 2009-2014 period.

Additionally, he highlighted that Odisha has received over Rs. 10,000 crore annually for railway development over the past three years, leading to a total investment of Rs. 78,000 crore in the state’s railway sector. Furthermore, projects worth Rs. 20,000 crore have been sanctioned during the current government’s tenure.


Key Infrastructure Developments

  • Electrification Progress: Odisha’s railway electrification has increased 4.5 times, with 138 km of track electrified between 2014-2025, compared to just 29 km in the previous period. Odisha has now achieved 100% electrification with 1,516 km of electrified track.
  • New Tracks Construction: Over 2,046 km of new tracks have been constructed since 2014, surpassing the total rail network of Malaysia in scale.
  • Track Projects & Investments: More than 48 new track projects are currently underway, covering a total of 4,784 km with an investment of Rs. 73,723 crore.
  • Station Development: Rs. 2,379 crore has been allocated for the development of 59 railway stations, including major hubs like Bhubaneswar, Cuttack, Puri, Sambalpur, and Rourkela.
  • Safety Enhancements: The Kavach safety system has been sanctioned for 1,898 km of railway tracks, with ongoing work and tendering for 645 km. Additionally, 1,000 locomotives will be integrated with Kavach to further enhance railway safety.

Passenger Comfort and Connectivity

  • Passenger Convenience: Since 2014, a total of 522 rail flyovers and under-bridges have been constructed. 43 lifts, 18 escalators, and Wi-Fi have been installed at 234 stations to improve passenger convenience.
  • Vande Bharat Trains: Six Vande Bharat trains now operate across Odisha, connecting 17 districts with 25 unique stoppages, offering modern, high-speed travel.
  • New Amrit Bharat Express: A new Amrit Bharat Express running between Malda Town and Bengaluru will enhance connectivity across five states.

Progress on Major Railway Projects

  • Kolkata to Chennai Multi-Tracking Project: The multi-tracking project from Kolkata to Chennai is progressing rapidly, with significant work completed between Kolkata and Bhadrak. Third-line work is underway, and planning for a fourth line is also in progress.

The festival celebrations, which began with Basant Panchami on Sunday, will extend into Monday. A continuous stream of devotees is expected to arrive to take the sacred dip in the Saryu River, offer prayers at the revered Hanumangarhi temple, and visit the iconic Ram Temple.

In addition to the festival crowd, a steady flow of pilgrims returning from the Prayagraj Kumbh has further intensified the congregation. With such a massive turnout, local authorities have ramped up security and implemented traffic diversions to ensure smooth movement and prevent overcrowding.

Rajnath Singh Criticizes AAP, Urges BJP’s Turn in Delhi, Slams Kejriwal and Congress

In a series of election rallies across Delhi on Sunday, Defence Minister Rajnath Singh took strong jabs at the Aam Aadmi Party (AAP) government, accusing them of refusing central assistance due to fears that the credit would go to Prime Minister Narendra Modi’s government. Singh also slammed both the AAP and Congress, urging voters to give the Bharatiya Janata Party (BJP) a chance to govern the national capital.


AAP’s Fear of Credit: Rajnath Singh’s Allegation

Addressing three rallies in Rajendra Nagar, Laxmi Nagar, and Chandni Chowk, Singh alleged that the Delhi government, led by Arvind Kejriwal, rejected the central government’s aid to avoid giving credit to the Modi administration. He claimed that while India’s economy had significantly grown under the BJP-led government, Delhi had not benefited from this progress.

“When India is developing under Prime Minister Narendra Modi, why should Delhi be left behind? The Delhi government does not take the Centre’s help because the chief minister is afraid that Modi ji will get the credit,” Singh stated, calling out Kejriwal for prioritizing political interests over the city’s development.


BJP’s Vision for Delhi’s Development

The Defence Minister reminded the audience that Delhi had been governed by either Congress or AAP for the past 26 years, and now it was time for the BJP to serve the city. He argued that while India rose from the 11th largest economy in 2014 to the 5th largest today, Delhi remained stagnant due to the local government’s reluctance to collaborate with the Centre.

“The BJP has not had an opportunity to serve Delhi in a long time. Delhi did not get the development it deserves,” he added.


BJP vs AAP-Congress: Alleged Friendly Fight

Singh further took aim at the AAP and Congress, alleging that the two parties were essentially the same. “Congress and AAP are having a friendly fight,” he remarked, accusing them of forming the INDIA alliance before Congress decided to break away and fight elections alone.

He also accused Kejriwal of going against the anti-corruption movement’s founder, Anna Hazare, by forming a political party, despite Hazare’s objections. Singh claimed Kejriwal had abandoned his promises to the people in pursuit of political power.


Kumbh Stampede and Congress Criticism

In another part of his speech, Singh condemned Congress leader Mallikarjun Kharge for making controversial remarks about the Maha Kumbh. He questioned whether Kharge would make similar statements about other religions. He also referred to the tragic stampede during the Kumbh in Uttar Pradesh, expressing his condolences and vowing to discuss the incident with Uttar Pradesh Chief Minister Yogi Adityanath.


BJP’s Commitment to Delhi’s Progress

Pledging that the BJP would continue all of the AAP government’s schemes if they came to power, Singh urged voters to give the saffron party a chance to lead Delhi. “I am here to appeal to you: save Delhi. What has the AAP government done to it?” Singh asked the crowd.
