India’s ambitious three-stage nuclear energy programme is set to reach a key milestone as the country’s first Prototype Fast Breeder Reactor (PFBR), under construction at Kalpakkam in Tamil Nadu, is expected to be commissioned by 2026, officials from the Department of Atomic Energy have confirmed.

The 500 MW PFBR, developed by Bharatiya Nabhikiya Vidyut Nigam Limited (BHAVINI), has entered the advanced stage of integrated commissioning. The reactor is likely to achieve its first criticality—a crucial step in nuclear activation—by 2025-26.

This development marks the second stage of India’s nuclear roadmap, which envisions an energy-secure future through the recycling of spent nuclear fuel. The PFBR is unique—it uses plutonium-based mixed oxide fuel and liquid sodium as a coolant. It is also designed to utilise the spent fuel from Pressurised Heavy Water Reactors (PHWRs), which currently form the backbone of India’s nuclear infrastructure.

While the country’s operating nuclear plants fall under the purview of the Nuclear Power Corporation of India Limited (NPCIL), BHAVINI is solely responsible for developing fast breeder technology in India.

Last year, Prime Minister Narendra Modi witnessed the commencement of core loading at the PFBR. In July 2023, the Atomic Energy Regulatory Board (AERB) granted clearance for fuel loading, initial criticality operations, and low-power physics experiments at the reactor site.

Fast Breeder Reactors (FBRs) are a critical component of India’s long-term nuclear vision. They will eventually feed into the third stage of the programme, which involves thorium-based reactors, exploiting India’s vast thorium reserves to generate sustainable and clean energy.

India’s Expanding Nuclear Ambitions

India currently has an installed nuclear power capacity of 8.18 GW. Projects totaling 7.30 GW are under active construction or in the commissioning phase, while another 7.00 GW has been sanctioned and is undergoing pre-project activities. The government aims to scale up this capacity to 22.48 GW by 2031-32.

Looking further ahead, NPCIL has laid out plans to add:

  • 15.40 GW through indigenous PHWRs
  • 17.60 GW through Light Water Reactors (LWRs) in collaboration with foreign partners
  • 3.80 GW via BHAVINI’s Fast Breeder Reactors
  • Additional capacity through Small Modular Reactors (SMRs) and Bharat Small Reactors, to be developed with private sector participation

As part of its nuclear energy mission, the Indian government has set a target of 100 GW electricity generation from nuclear sources in the coming decades, positioning the country as a global leader in advanced nuclear technologies.

Retired Army Colonel, Wife Duped of ₹49 Lakh in Elaborate ‘Digital Arrest’ Scam

Mandi, Himachal Pradesh, Apr 18 – In a disturbing case of cyber fraud, a retired Indian Army colonel and his wife were allegedly placed under a so-called “digital arrest” and conned out of ₹49 lakh by cybercriminals posing as officials from the Mumbai Crime Branch, police officials revealed on Friday.

The incident unfolded after the complainant received a WhatsApp video call from a man claiming to be a Mumbai police officer. The fraudster informed the colonel that his Aadhaar number had been misused to purchase four SIM cards and open a bank account involved in laundering ₹2 crore.

The alleged conman, while posing as an authority figure, threatened to probe the couple’s bank accounts and placed them under continuous “supervision” for over two weeks. From March 23 to April 7, the couple were kept on video call for up to 11 hours daily, coerced into believing they were being officially monitored.

💸 Funds Transferred Under Duress

As part of the elaborate con, the fraudster claimed the couple’s source of income needed verification, and demanded transfers to a specified account. The victims, out of fear and confusion, transferred:

  • ₹9 lakh on March 29
  • ₹40 lakh on April 4
    via RTGS (Real Time Gross Settlement).

The scam only came to light on April 10, when the couple finally approached police after realising they had been cheated. By then, the criminals had already distributed the funds across 22 different accounts.

🚨 Investigation Underway

A case has been registered at the Cyber Crime Police Station in Mandi, and authorities have succeeded in freezing ₹5.58 lakh in suspicious accounts. The probe is now focused on tracing the transaction trail and identifying the fraud ring involved.

Deputy Inspector General of Police (Cyber Crime), Mohit Chawla, clarified that “digital arrest” is not a legal concept under Indian law and warned citizens not to fall prey to such tactics.

“Do not fall prey to fraudsters and lose your life’s savings. If you receive any such call or message, contact the 1930 cybercrime helpline immediately,” Chawla advised.

MHA Convenes High-Level Meeting on Ladakh for May 20

The Union Ministry of Home Affairs (MHA) has formally scheduled the next meeting of the High Powered Committee (HPC) on Ladakh for May 20 in New Delhi. The meeting will be chaired by Union Minister of State for Home Affairs, Nityanand Rai.

An official order was issued by the MHA and communicated to all stakeholders, including members of the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA).

Reacting to the development, LAB Co-chairman Chering Dorjay Lakruk acknowledged receiving the notice and stated that a joint response will be provided following tomorrow’s LAB-KDA meeting in Kargil district.

“We will react after the meeting,” Lakruk said, noting that although the notice was issued today, the meeting is scheduled over a month later.

This announcement follows Lt. Governor of Ladakh, Brig (Retd) BD Mishra’s recent meeting with Union Home Minister Amit Shah, during which he updated him on pressing issues in the Union Territory.

⏳ Delay Sparks Unrest

The announcement comes amid rising frustration among LAB and KDA members over the prolonged delay in the follow-up to the January 15 meeting. A meeting was tentatively planned for February 15, but never materialized, though backchannel discussions reportedly continued between MHA officials and Ladakh representatives.

LAB and KDA are pursuing a four-point agenda:

  1. Grant of Statehood to Ladakh
  2. Inclusion under the Sixth Schedule
  3. Creation of a dedicated Public Service Commission (PSC)
  4. Two Parliamentary seats instead of the current one

🚨 Domicile Dispute

A significant point of contention remains over domicile criteria for government jobs. The MHA has proposed a 15-year residency requirement, aligning with the Jammu and Kashmir model. However, LAB and KDA have been firm on fixing 1989 as the cutoff year for domicile eligibility.

Reports indicate the MHA may consider extending the requirement to 20 years, though no official confirmation has been made.

💼 Reservation Formula Still Unclear

Another issue yet to be finalized is the reservation framework. While earlier discussions agreed to reserve 95% of government jobs for locals, the breakdown is as follows:

  • 80% for Scheduled Tribes (STs)
  • 10% for Economically Weaker Sections (EWS)
  • 4% for Actual Line of Control (ALC)
  • 1% for Scheduled Castes (SCs)
  • 5% for other Ladakh domiciles

Despite this agreement, no formal order has been issued yet.

Currently, non-gazetted recruitments in the UT are being conducted through the Ladakh Resident Certificate (LRC), modeled after the old State Subject system of Jammu and Kashmir.

There has been little progress on:

  • Sixth Schedule inclusion
  • Two Lok Sabha seats (stalled until the 2026 Delimitation freeze ends)

Sources suggest that the demand for a dedicated PSC will only be addressed once domicile and reservation matters are finalized. In the interim, the recruitment process for gazetted posts may be handled either by the UPSC or the Jammu and Kashmir PSC.

Representatives of LAB and KDA argue that EWS population in Ladakh is minimal, and a 10% reservation may be disproportionate.

Pakistan Trying to Derail Peace in J&K: LG Manoj Sinha

Reiterating that Pakistan is continuously attempting to destabilize Jammu and Kashmir, Lieutenant Governor Manoj Sinha today called upon the public to support police by reporting any elements who are inimical to peace.

While addressing a function in Bhaderwah tehsil of Doda district, after inaugurating a week-long Mega Surgical Camp, the Lieutenant Governor lambasted Pakistan, calling it a “failed state” that reacts adversely every time peace begins to prevail in J&K.

“Our neighbor continuously tries to disturb peace and normalcy by sending terrorists to Jammu and Kashmir. Whenever peace is established, they get stomach ache despite their own internal crises,” said LG Sinha.

He urged the people to inform law enforcement about Over Ground Workers (OGWs) who are sheltering terrorists.

“While it is the responsibility of the administration and security forces to maintain peace, it is equally the moral duty of citizens not to shield wrongdoers,” he added.

Sinha emphasized that development and peace go hand-in-hand and reiterated his commitment to eliminating terrorism from the region.

“There can be no development without peace. Until terrorism is eradicated, our police, security forces, and administration will not rest.”

Referring to recent operations, he highlighted that:

  • On March 23, security forces intercepted a group of terrorists in Sanyal, Hiranagar sector, Kathua.
  • On March 27, two terrorists were eliminated in Jakhole, but four brave police personnel were martyred.
  • Three foreign terrorists were also killed in Chatroo area of Kishtwar recently.

A devastating windstorm accompanied by torrential rain and hail lashed Jammu region on Wednesday evening, plunging the entire division into darkness and chaos. With wind speeds touching 114 km/h, the storm uprooted hundreds of trees, electric poles, and mobile towers, crippling infrastructure and disrupting daily life across all 10 districts.

🚨 Power Wipeout Across Region
Chief Engineer, JPDCL, K.K. Thappa confirmed that the storm caused “massive damage” to power infrastructure. Entire Jammu city and surrounding districts including Samba, Kathua, Udhampur, Poonch, Rajouri, Reasi, Katra, Ramban, Doda and Kishtwar were left without electricity.

“Cables are broken, poles and towers have collapsed. Our teams are working tirelessly, but complete restoration may take over 24 hours,” Thappa said.

“Although cricket is already one of the most popular sports in the world, featuring it in the Olympics through the dynamic T20 format is a golden opportunity to take the game beyond its traditional strongholds and captivate new audiences,” he added.

Expressing gratitude towards the International Olympic Committee (IOC) and LA28 organisers, Shah reaffirmed ICC’s commitment to making cricket a resounding success at the Games. “We look forward to working closely with the IOC, LA28, and our Members in the lead-up to this monumental event,” he said.

Cricket last featured in the Olympics in 1900 at the Paris Games, making LA28 its long-overdue return. The sport was officially included following an IOC session in Mumbai in October 2023.

At LA28, cricket joins four other new additions to the Olympic programme: baseball/softball, flag football, lacrosse (sixes), and squash.

The T20 format, which has played a vital role in the sport’s global expansion, has previously featured in multi-sport events such as the Asian Games (2010, 2014, and 2023) and the Birmingham 2022 Commonwealth Games, where a women’s competition was held.

As preparations begin for LA28, cricket’s inclusion is being seen as not only a nod to its vast global following but also a strategic move to broaden the Olympic Games’ global appeal.
