Uttarakhand cloudburst: PM Modi, HM Shah speak to CM Dhami to review situation; relief and rescue works underway

Prime Minister Narendra Modi and Union Home Minister Amit Shah on Tuesday spoke with Uttarakhand Chief Minister Pushkar Singh Dhami to review the situation following a massive cloudburst in the Sahastradhara region of Dehradun.

The cloudburst, which occurred on Monday night, triggered massive flooding in the Karligaad rivulet, causing a damage and destruction in the area. Several shops were swept away and at least two people are feared missing.

“They assured all possible assistance to the state and stated that the central government stands firmly with the state in this hour of disaster,” a statement from the Uttarakhand Chief Minister’s Office said.

“The Chief Minister informed that the administrative machinery is fully active in the affected areas, and rescue and relief operations are being carried out on a war footing,” the statement said.

Following the disaster, CM Dhami conducted on-site inspection of the areas affected by excessive rainfall in Dehradun district. Local MLAs and senior officials were also present with him.

“The state government stands with every affected family. The administration is already on alert mode, and NDRF, SDRF, police, and local administration are continuously active,” CM Dhami said.

The Chief Minister has directed officials to ensure that no affected family faces inconvenience and that relief materials, safe shelter, food, water, and health facilities are provided immediately.

Bridges Washed Away By Floods, Tribals Brave Perilous Journeys For Livelihood In J&K’s Doda

Sep 16: In the aftermath of the recent flash floods that destroyed several bridges connecting the grasslands of high altitude Jaie Valley, hundreds of Gujjars are forced to take extreme risks for a living in Jammu and Kashmir’s Doda district.

Over 350 tribal families reside along with their cattle in the 7,850 meter high meadow, 35 km from Bhaderwah town, during summer months.

They sell milk and milk products but are facing immense hardships after the heavy rainfall on August 26 triggered flash floods in the streams and swept away all the four bridges, leaving them with no other option but to cross the streams twice a day to reach the market with their produce.

“There is no bridge left behind in the 20-km stretch after the heavy rainfall last month and we have no choice but to carry our produce across the river to reach the market,” Abdul Kareen Deedar, a nomad, said.

Deedar said they cross the fast flowing river in groups by holding hands. “We have to do it for our families even as we know there is a lot of risk in crossing the river in this way.”

Mohd Hussain Chechi, the community head, requested the government to ensure early reconstruction of the washed away bridges.

Acknowledging the hardships faced by the nomadic families, Bhaderwah Divisional Forest Officer Devinder Kumar said they have submitted the report to forest department and district administration simultaneously for the reconstruction of the damaged bridges.

“As soon as we get the nod, the foot bridges will be constructed on war footing,” he said. (Agencies)

Rains Wreak Havoc In Himachal, Three Killed

Heavy overnight rains pounded Himachal Pradesh, triggering floods and landslides that left three members of a family dead and submerged a bus stand in Mandi.

The three were killed when a house collapsed following a landslide in Boi panchayat in Nehri area of Sundernagar subdivision in Mandi district.

Deputy Commissioner, Mandi, Apoorv Devgan said that three bodies have been recovered while two persons have been rescued, Officials said the rains led to floods in Son and Bharand drains in Dharampur in Mandi district, resulting in flooding of a bus stand, damaging a workshop, pump houses, shops and over 20 buses.

Deputy Chief Minister Mukesh Agnihotri in his Facebook post said, “Dharampur bus stand, over two dozen HRTC buses, shops, pump house and workshop has been damaged”.

In Shimla, several vehicles were buried following a landslide near Himland in the heart of the city and the main circular road was blocked causing inconvenience to school- going children.

“It was raining heavily and around 1 am, we heard a deafening sound with trees and debris sliding down and immediately moved our vehicles to escape”, Gautam and Rahul Shukla, who were sleeping in their vehicle parked near Himland when the landslide occurred, said. (Agencies)

Vaishno Devi Yatra Remains Suspended For 21st Consecutive Day

The pilgrimage to Shri Mata Vaishnodevi Cave Shrine, scheduled to begin on September 14, remained suspended today for the 21st consecutive day from base camp Katra in Reasi district of Jammu and Kashmir.

“The commencement of Shri Mata Vaishno Devi Yatra, scheduled from yesterday, stands postponed till further order,” said an official of the Shrine Board.

He said, “Devotees are requested to stay updated through official communication channels.”

As many as 34 people, mostly pilgrims, were killed and several injured after a landslide was triggered on August 26 due to heavy rains near the Inderprastha Bhojnalaya at Adhkuwari.

Jammu and Kashmir Lieutenant Governor Manoj Sinha, who is also the chairman of Shri Mata Vaishno Devi Shrine Board, has constituted a high-level three-member committee to investigate the causes of the August 26 landslide.

Additional Chief Secretary of the Jammu and Kashmir Department of Jal Shakti, Shaleen Kabra, headed a committee, comprising Jammu Divisional Commissioner Ramesh Kumar and Inspector General of Police, Jammu, B S Tuti, will submit a comprehensive report to LG Sinha.

Earlier, on September 13, Sachin Kumar Vaishya, Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board (SMVDSB), chaired a joint meeting at Spiritual Growth Centre, Katra ahead of the start of the nine-day Navratras scheduled to begin on September 22 and to ensure seamless pilgrimage during the upcoming Navratras.

The CEO underscored that Navratras are inches closer and the Board is expecting a considerable influx of devotees at the Holy Shrine besides, at the base camp Katra, thus stressing on synergy between all stakeholders during the Navratras Festival.

He also exhorted action on diverse fronts for a hassle-free pilgrimage during the coming days.

Cloudburst Triggers Flash Floods In Jammu And Kashmir’s Reasi District, No Casualties

A cloudburst triggered flash floods in Jammu and Kashmir’s Reasi district on Monday, causing fear and panic among mountain dwellers.

The incident took place in Maadi village in Poni tehsil of the district, with no loss of life or damage to any property, officials said.

“There was a huge sound like a blast, and within no time our houses were flooded,” a tribal villager said.

He said the cloudburst occurred around 0300 hours on Monday. “Floods gushed into the village, and we ran away with our children from the houses towards upper areas,” the villager said.

Police rushed to the spot and reviewed the situation, officials added, confirming there was no loss of anything.

A huge mudslide and debris were deposited on the road, which were later cleared by the men and machinery of the Public Works Department, officials said. (Agencies)

Director General of Police, Gaurav Yadav, said the Fazilka Police busted the module with links to Pakistan following a specific tip-off. Two persons backed by foreign-based handlers were arrested while five foreign-made pistols and nine magazines were seized, he said in the X post.

I-T Deptt Clarifies Last Date Of ITR Filing Sep 15 Amid Social Media Buzz On Deadline Extension

The Income Tax Department has clarified that the deadline for ITR filing for Assessment Year 2025-26 is September 15 and there is no further extension as circulated on social media.

In a late night post on X on September 14, the department termed “fake” a statement in circulation on social media stating that the due date of filing ITRs has been further extended to September 30, 2025.

Asking taxpayers to only rely on official updates on @IncomeTaxIndia, it said “The due date for filing ITRs remains 15.09.2025”.

A host of chartered accountants and individuals have taken to social media over the past couple of days claiming that the I-T portal is facing glitches while making tax payment and downloading AIS (Annual Information Statement).

“The e-filing portal is working fine. Please clear your browser cache or try accessing the portal through a different browser,” the I-T department said in reply to one such post on Monday morning.

Replying to X posts claiming issues with uploading ITR and tax payment, the department has been asking individuals to share their details (along with PAN and mobile number) to e-mail id orm@cpc.incometax.gov.in.

On September 14, the I-T department had replied to users claiming issues with downloading AIS/TIS saying: “We’ve checked with our team. The AIS/TIS facility is functioning without any issues. May we request you to please try accessing it again. In case you continue to face difficulties, please share your details (along with your mobile number & public IP address) with us at cmcpc_support@insight.gov.in.”

In a post on X , the department said to assist taxpayers for ITR filing, tax payment and other related services, its helpdesk is functioning on a 24×7 basis, and is providing support through calls, live chats, WebEx sessions & Twitter/X.

On September 13, the department had said that over 6 crore ITRs had been filed till afternoon.

The department had in May announced an extension of the due date for filing ITRs for Assessment Year (AY) 2025-26 (for income earned in financial year 2024-25) by individuals, HUFs and entities who do not have to get their accounts audited from July 31 to September 15.

The extension was on account of “structural and content revisions” in the income tax return (ITR) forms, which was notified in late April and early May. The changes made in the ITR form for AY 2025-26 also need modifications to be made in ITR filing utilities and the back-end system.

ITR filings have shown consistent growth over the years, reflecting rising compliance and widening of the tax base. For AY 2024-25, a record 7.28 crore ITRs were filed up to July 31, 2024, compared to 6.77 crore for AY 2023-24, registering a 7.5 per cent year-on-year growth. (Agencies)

In light of rising concerns regarding misinformation on social media, Senior Superintendent of Police (SSP) Sandeep Mehta has issued a pressing caution to all social media users in Doda. The SSP emphasizes the importance of refraining from sharing fake news, old videos, hate speeches, or any content that promotes criminal activities, disturbances, or public unrest.

The SSP clarified that disseminating unverified or incendiary content is considered a serious offense, with potential legal repercussions under applicable laws, including the Information Technology Act and the Indian Penal Code. He also referenced an earlier directive from the District Magistrate (Order No. 3471-74/DM Doda dated 03.09.2025) that underscores the necessity for responsible online behavior.

Citizens are encouraged to thoroughly verify the validity of information before sharing or forwarding it. In cases of encountering misleading or inflammatory posts, the public is advised to report it to local police stations or utilize official helplines.

Doda Police reiterate their dedication to preserving peace and harmony throughout the district and call on residents to collaborate in the fight against misinformation and rumors.

2025 Waqf Law: SC Stalls Key Provisions But Refuses To Stay Entire Law

The Supreme Court on Monday put on hold several key provisions of the Waqf (Amendment) Act, 2025, including the clause that only those practising Islam for the last five years can dedicate a property as Waqf, but refused to stay the entire law.

“We have held that presumption is always in favour of constitutionality of a statute and intervention (can be done) only in the rarest of rare cases,” a bench of Chief Justice B R Gavai and Justice Augustine George Masih said in its interim order on the intensely debated issue.

The apex court also pressed pause on the powers given to a collector to adjudicate the status of waqf properties and ruled on the contentious issue of non-Muslim participation in Waqf Boards, directing that the Central Waqf Council should not have more than four non-Muslim members out of 20, and State Waqf Boards not more than three of 11.

The CJI said the bench has considered the “prima facie challenge” to each section in the new law and found that “no case was made out to stay entire provisions of the statute”.

“However some sections need some protection,” he said.

The bench made clear that its directions were prima facie and interim in nature and they would not prevent the petitioners or the government from advancing full arguments on the constitutional validity of the law at the stage of final hearing.

The detailed judgement is awaited.

CJI Gavai then referred to the provisions which have been interfered with or stayed by the interim order.

“The requirement that a person has to be a practicing Muslim for the last five years before he can dedicate a property as waqf (Section 3(r)) has been stayed until the state governments rules are framed for examining whether a person is a practicing Muslim or not. Without any such rule/ mechanism, the provision will lead to an arbitrary exercise of power,” the order said.

One of the most significant interventions came in relation to Section 3C, which had vested powers in designated government officers to determine the status of Waqf properties.

The bench stayed a proviso to Section 3C(2) of the law, which said a property would not be deemed Waqf until a government officer’s report confirmed no encroachment.

It also stayed the operation of section 3C(3), which authorised the officer to declare a property as government land and alter revenue records.

The order stalled Section 3C(4), which required the state government to direct the Waqf Board to correct its records on the basis of the officer’s findings.

“Permitting the collector to determine the rights is against the separation of powers; the executive cannot be permitted to determine the rights of citizens,” it said.

The bench clarified that until the title to a property is finally adjudicated under Section 83 by the Waqf Tribunal, and subject to appeal before the High Court, neither the possession of the Waqf nor its records would be disturbed.

However, during the pendency of inquiry, no third-party rights could be created in such properties, it said.

On the non-Muslim participation in Waqf Boards, the bench declined to stay the provisions but imposed limitations.

While not striking down Section 23, which deals with the appointment of chief executive officers (CEOs), the bench said, “As far as possible, efforts should be made to appoint the CEO, who is also the ex-officio secretary of the board, from the Muslim community.”

It, however, refused to interfere with the provision mandating registration of Waqfs, observing that it was not a new requirement and had existed under earlier legislations of 1995 and 2013.

According to the Act, Waqf refers to an endowment made by a Muslim for charitable or religious purposes, such as building mosques, schools, hospitals, or other public institutions. “Another defining feature of a Waqf is that it’s inalienable- which means it cannot be sold, gifted, inherited or encumbered,” it states.School supplies

On May 22, the Supreme Court reserved its orders on three key issues, including the power to denotify properties declared as “waqf by courts, waqf-by-user or waqf by deed”, which cropped up during the hearing of pleas challenging the validity of the Waqf (Amendment) Act, 2025.

Apart from the issue of denotification, petitioners raised questions over the composition of state waqf boards and the Central Waqf Council, where they contended that only Muslims should operate except ex-officio members.

The third issue relates to a provision that says a waqf property will not be treated as a waqf when the collector conducts an inquiry to ascertain if the property is government land.

On April 25, the Union Ministry of Minority Affairs filed a preliminary 1,332-page affidavit defending the Waqf (Amendment) Act, 2025 and opposed any “blanket stay” by the court on a “law having presumption of constitutionality passed by Parliament”.

The Centre notified the Act on April 8 after it got President Droupadi Murmu’s assent on April 5.

WPI Inflation Turns Positive After 2 Months, At 0.52% In August

Wholesale price inflation (WPI) returned to the positive zone after two months at 0.52 per cent in August, as prices of food articles and manufactured items inched up, government data showed on Monday.

WPI-based inflation was (-) 0.58 and (-) 0.19 per cent in July and June, respectively. It was 1.25 per cent in August last year.

“Positive rate of inflation in August 2025 is primarily due to an increase in prices of food products, manufacturing, non-food articles, non-metallic mineral products and transport equipment etc,” the industry ministry said in a statement.

As per WPI data, deflation in food articles was 3.06 per cent in August, as against a deflation of 6.29 per cent in July, with vegetables witnessing a spike in prices. Deflation in vegetables was 14.18 per cent in August, as against 28.96 per cent in July.

In the case of manufactured products, inflation was higher at 2.55 per cent in August, as against 2.05 per cent in the month before.

Fuel and power saw a negative inflation or deflation of 3.17 per cent in August, as against 2.43 per cent in July.

The Reserve Bank of India (RBI), which takes into account retail inflation, had kept benchmark policy rates unchanged at 5.5 per cent last month.

After declining for nine months since November 2024, retail inflation inched up to 2.07 per cent in August, driven by a rise in prices of kitchen items, like vegetables, meat, fish, and eggs, data released last week showed. (Agencies)
