ED Attaches ₹40 Crore in Karnataka MUDA Corruption Probe

The Enforcement Directorate (ED) has taken significant action against corruption in Karnataka by attaching fresh assets worth ₹40 crore linked to the Karnataka MUDA money laundering investigation. This latest attachment occurs amid an ongoing probe into serious allegations of financial misconduct.

This provisional attachment order affects 34 immovable properties, which include several sites owned by the Mysuru Urban Development Authority (MUDA). The agency issued the order on October 4 under the Prevention of Money Laundering Act (PMLA).

With the market value of these recently attached assets estimated at ₹40.08 crore, the total value of properties attached by the ED has now reached a staggering ₹400 crore as part of this extensive investigation.

The investigation stems from an FIR filed by the Karnataka Lokayuktha Police, highlighting the deep-seated corruption affecting MUDA’s operations. Former MUDA Commissioner GT Dinesh Kumar, arrested in September, remains in judicial custody while the investigation continues.

The ED’s probe has revealed a systematic method of layering and routing funds, which allegedly constituted “undue gratification” received by Kumar. Reports indicate that the crime proceeds were used to acquire properties in the names of Kumar’s relatives and associates.

“Such proceeds of crime were used for purchasing immovable properties in the name of relatives and associates of GT Dinesh Kumar. Further investigation also found illegal allotment of 31 MUDA sites by Kumar,”

the agency stated, underscoring the gravity of the allegations. Furthermore, the ED alleges a profound connection between MUDA officials and real estate businessmen, claiming substantial cash transactions for site allotments and approval processes, indicating a widespread corruption network.

Significantly, this case has also drawn attention due to its implications for Karnataka Chief Minister Siddaramaiah. Reports suggest potential irregularities related to land allotment granted to Parvathi, his wife. However, in a pivotal ruling, the Supreme Court upheld a Karnataka High Court order in July 2024, which quashed ED proceedings against her.

The Justice P.N. Desai Commission, initiated by the state government to investigate this matter, notably exonerated Siddaramaiah and his family. Additionally, the Lokayuktha Police has provided a clean chit to Siddaramaiah, Parvathi, and two other individuals, citing a lack of substantial evidence against them.

As the ED continues its crackdown on financial malpractice, many observers are watching closely to see how this investigation unfolds further. The agency’s ongoing focus on property attachments aims to disrupt the financial networks tied to this high-profile case, casting a spotlight on corruption within Karnataka’s urban development structure.

Bihar Assembly Elections: Voting on Nov 6 & 11, CEC Reports

Chief Election Commissioner Gyanesh Kumar announced on Monday that the Bihar Assembly elections will occur in two phases, scheduled for November 6 and 11. The counting of votes will take place on November 14, with the entire process concluding by November 16. This announcement has triggered significant interest as millions prepare to participate in this crucial democratic exercise.

Kumar, emphasizing the election’s importance, referred to it as the “mother of all elections”. He underscored the Election Commission’s commitment to transparency and integrity during the election process across all constituencies. This upcoming election cycle is poised to shape the political landscape of Bihar significantly.

According to the schedule released by the Election Commission, a total of 121 Assembly constituencies will go to the polls in the first phase on November 6. The second phase will cover 122 constituencies on November 11. The counting process is crucial, as it determines the future leadership of the state, and the Chief Election Commissioner has stressed that postal ballot counting must precede final count rounds.

“It is mandatory to complete counting of postal ballots before the last two rounds of counting of votes,”

said the Chief Election Commissioner, clarifying procedures critical to ensuring reliable election outcomes.

The nomination process for candidates opens the door to various contenders, with significant deadlines approaching. For the first phase, the last date for filing nominations is set for October 17, followed by scrutiny on October 18. Candidates must withdraw their nominations by October 20.

In the second phase, candidates must submit their nominations by October 20. Scrutiny will unfold on October 21, and the final date for withdrawal is October 23. These dates are critical for the political parties as they strategize their approaches and candidates for the elections.

The term of the current Bihar Legislative Assembly ends on November 22, making this election not only necessary but urgent. With 243 Assembly constituencies in total—including two reserved for Scheduled Tribes (ST) and 38 for Scheduled Castes (SC)—the elections will reflect the diverse representation of the state’s population.

AICC Launches Signature Campaign Against Vote Chori Nationwide

The All India Congress Committee (AICC) launched a nationwide signature campaign today, aiming to collect 5 crore signatures to petition the President of India regarding allegations of ‘Vote Chori’ and other electoral malpractices. This initiative kicked off on September 15 and will run until October 15.

Addressing media at Omoh, Verinag in South Kashmir’s Anantnag, AICC General Secretary G.A. Mir highlighted that the campaign focuses on increasing public awareness about voting rights amid claims of malpractices. Mir emphasized that their drive aims to combat what he describes as the ‘theft of votes orchestrated through collusion’ between the Election Commission of India (ECI) and the BJP.

During his statement, Mir raised alarms over alleged deletions of approximately 65 lakh votes in Bihar, calling it a “murder of democracy.” He said, “Our petition underscores the critical importance of every vote and the need for vigilant electoral rights protection—this is a first for our democracy since Independence.”

“We are aiming for 5 crore signatures to present the petition to the President. Our campaign has made people aware of the importance of their vote and sensitized them to the protection of electoral rights,” noted Mir.

Mir continued, asserting that across India, voters experience harassment, with reports of both deletions and additions of votes and difficulties in reaching polling booths. “Vote Chori is a crime, a blot on democracy, and a direct assault on the electoral rights of people,” he asserted.

He further stated that Leader of Opposition Rahul Gandhi has been vocal in exposing systematic manipulation including both deletion of genuine voters and registration of fake votes. This manipulation appears prevalent in states such as Maharashtra, Karnataka, and now Bihar under the SIR.

Mir affirmed that the AICC, under the guidance of Mallikarjun Kharge and Rahul Gandhi, will relentlessly combat the alleged ‘ECI-BJP nexus’ to defend voter identity and electoral rights.

“Powerful start to the Signature Campaign against ‘Vote Chori’ today in Doru Constituency, Anantnag! Hundreds of committed workers joined from my own polling booth to safeguard our democracy. Every signature counts! We won’t let our voices be stolen,” Mir expressed on social media.

MLA Nizam Ud Din Bhat also participated in the campaign, calling it an “indigenous people’s movement” initiated by Rahul Gandhi to defend democracy and the rights of voters. The campaign has garnered support from various corners, urging citizens to come forward and safeguard their democratic rights amidst growing concerns of electoral integrity.

Dr. Jitendra Singh Calls for Transforming Cleanliness Drive into a Nationwide Mass Movement

Union Minister of State (Independent Charge) for Science & Technology; MoS PMO; Personnel, Public Grievances, and Pensions; Department of Atomic Energy and Department of Space, Dr. Jitendra Singh, called upon ministries and departments to transform the Government’s ongoing cleanliness initiative into a mass movement that combines public participation, innovation, and private sector engagement.

At a high-level review meeting on the implementation of Special Campaign 5.0, Dr. Singh emphasized the need to move beyond symbolic efforts and institutionalize cleanliness, space optimization, and record management as part of day-to-day governance.

“We should integrate technology, community engagement, and private sector collaboration to ensure that the campaign sustains itself throughout the year,” he said.

The Minister supported the idea of leveraging corporate partnerships and MSME collaborations through NASSCOM to bring innovative waste management solutions, particularly in urban clusters, hotels, and government establishments. He noted that the integration of digital technologies and smart recycling models, such as automated waste segregation and electronic scrap management across ministries and sections of society, could not only improve operational efficiency but also generate new livelihood opportunities.

Dr. Jitendra Singh highlighted the importance of sharing best practices across ministries, suggesting that successful cleanliness models — from public spaces to educational campuses — be documented and disseminated nationally through a central repository. He also called for identifying innovative initiatives such as electronic file disposal, smart waste reuse, and repurposing cleared government land to set new governance benchmarks.

The Minister observed that the involvement of youth and women could lend renewed energy and creativity to the campaign. “When young people and women join the movement, it becomes more vibrant and impactful,” he remarked, urging that Swachhata messages be amplified through schools, colleges, and My Bharat volunteers to foster a culture of collective responsibility.

Referring to the success of past editions, Dr. Jitendra Singh said the Special Campaign had evolved from a short-term cleanliness drive to a transformative governance model promoting efficiency, transparency, and citizen-centric administration. He reiterated the Government’s commitment to sustaining this momentum under the leadership of Prime Minister Narendra Modi and announced that innovative best practices emerging from the campaign would be shared with States, PSUs, and autonomous bodies.

Earlier in his address, Union Minister of Health and Family Welfare, Dr. Mansukh Mandaviya, underscored the importance of behavioural change and youth participation in realizing the vision of “Swachh Bharat.” He suggested appointing student and youth ambassadors from across colleges and universities to spread awareness and motivate communities to maintain cleanliness and hygiene in their surroundings.

The meeting was attended by V. Srinivas, Secretary, DARPG; Sarita Chuhan, Joint Secretary, DARPG; and other senior officials from the Department of Administrative Reforms and Public Grievances (DARPG), Department of Personnel and Training (DoPT), Ministry of Health and Family Welfare, and representatives from allied departments and partner organizations.

Ladakh Violence: SC Notice To Centre, Ladakh UT On Wife’s Plea Challenging Detention

The Supreme Court on Monday sought response from the Centre and Union Territory of Ladakh on a plea filed by Sonam Wangchuk’s wife Gitanjali J Angmo challenging the climate activist’s detention under the National Security Act, and seeking his immediate release.

However, a bench of Justices Aravind Kumar and N V Anjaria refused to pass any order on providing grounds of detention to Wangchuk’s wife and posted the matter for hearing on October 14.

Wangchuk was detained under the stringent National Security Act (NSA) on September 26, two days after protests demanding statehood and Sixth Schedule status for Ladakh left four people dead and 90 injured in the Union territory.

J&K Police Register Case Against Facebook Page Over False Horse-Slaughter Post

Police in Budgam district of Jammu and Kashmir have registered a case against the administrator of a Facebook page for allegedly spreading false and misleading information about the slaughtering of a horse.

According to a police spokesperson, the Facebook page — ‘Kashmir Speaks’ — had shared a video of a dead horse, claiming that it was slaughtered so that its meat could be sold in the market.

“Budgam police have registered an FIR against the administrator of a Facebook page titled ‘Kashmir Speaks’ for spreading false and misleading information on social media,” a police spokesperson said.

Police had lodged a case regarding the killing of a horse in Rakhai village of Khansahib Tehsil on August 26. A video of the dead horse was widely circulated on social media with the claim that the animal had been slaughtered so that its meat could be sold in the market.

The video surfaced as the valley was dealing with sensational revelations about rotten meat being sold in most eateries of Kashmir, the spokesperson said.

Police investigation into the death of the horse revealed that the incident had occurred due to a dispute between two parties, he said.

“However, on October 5, it came to notice that the said Facebook page had published false information alleging that the horse was killed for selling its meat in the market at Arizal, thereby creating unnecessary fear and panic among the local population,” he added.

Police have registered a case under Section 353-2 (circulating false statements) of the Bharatiya Nyaya Sanhita (BNS) at the Khansahib Police Station, and an investigation has been initiated. (Agencies)

Javed Rana Inaugurates Carnivore Enclosure at Shachera Conservation Reserve

Rajouri, October 05: Aimed at strengthening wildlife conservation efforts in Jammu & Kashmir, the Minister for Forest, Ecology & Environment, Javed Ahmed Rana, today inaugurated the newly developed Carnivore Enclosure at the Shachera Conservation Reserve in Rajouri. 

The inauguration forms part of the ongoing Wildlife Week 2025 celebrations, being observed across Jammu & Kashmir from October 2 to 8, aimed at fostering awareness and action for the protection of J&K’s diverse ecological resources.

DDC Chairperson Naseen Liaqat Choudhary, legislators Javaid Iqbal Choudhary and Iftikhar Ahmed, along with Ch. Sain Abdul Rashid, Shafait Khan, Haji Jamshed and Advocate Qadir Khan were present on the occasion. 

Also in attendance were senior officers of the Forest Department including Chairman Polition Control Committee and Chief Wildlife Warden J&K, district officials and members of the local community, reflecting strong administrative and public support for wildlife conservation initiatives in the region.

Addressing the gathering, the Minister underscored the urgent need for a unified and collaborative approach to safeguarding the rich biodiversity of Jammu & Kashmir. 

He stressed that protecting JK’s natural heritage is not only a moral and environmental imperative but also essential for securing a sustainable and resilient future for generations to come.

Highlighting the role of community engagement, the Minister noted that conservation cannot succeed in isolation. He called for active involvement of local communities, particularly those living in and around forested areas, as key partners in safeguarding wildlife and natural habitats. 

Empowering these communities through sustainable livelihood options and inclusive development, he said, will foster a deeper sense of ownership and responsibility toward conservation efforts.

Rana expressed concern over growing threats such as encroachment, poaching and habitat degradation, and called for immediate, coordinated action to address these challenges. 

He emphasized the need to integrate robust forest protection measures with socio-economic development to ensure long-term conservation success.

The Minister also outlined a vision for adopting innovative strategies in the fields of afforestation, biodiversity conservation and human-wildlife conflict mitigation, all of which are increasingly pressing issues in the region. 

He called for the promotion of eco-tourism in a way that balances environmental sensitivity with sustainable economic development, ensuring that local communities benefit while ecological integrity is preserved.

A strong focus was laid on the adoption of modern technologies for forest surveillance, wildlife tracking, and habitat monitoring, which, he said, must be mainstreamed to enhance transparency, responsiveness and data-driven decision-making within the Forest Department.

Rana reiterated that environmental stewardship is a shared responsibility that must extend beyond departmental boundaries. 

He advocated for enhanced interdepartmental coordination, policy alignment, and greater collaboration between government agencies, civil society, and citizens to drive impactful and lasting conservation outcomes.

The inauguration of the Carnivore Enclosure marks a significant milestone in the ongoing efforts to strengthen protected areas in Jammu & Kashmir and to improve habitat-specific facilities for the long-term wellbeing of endangered species.

Minister Javed Rana Lays Foundation Stone for Mendhar Nallah Bridge Approach Roads, Reviews Developmental Works in Mendhar

Mendhar, Oct 4: Minister for Jal Shakti, Forest, Ecology & Environment and Tribal Affairs, Javed Ahmed Rana today laid the foundation stone for the construction of approach roads to the downstream bridge over the Mendhari Nallah.

The vital infrastructure project, sanctioned at a cost of ₹339.20 lakhs, will be executed by the Roads & Buildings (R&B) Department.

During the foundation-laying ceremony, Rana directed the Executive Engineer of the R&B department to ensure the project is completed within the stipulated timeline.

He stressed the importance of adhering to high quality standards and technical specifications, emphasizing that durable road infrastructure is essential for long-term public convenience and regional development.

Reaffirming Omar Abdullah Government’s commitment to enhancing road connectivity in remote and underserved areas, Rana noted that improved infrastructure is a key driver of socio-economic growth and accessibility in rural areas

Later, the Minister chaired a comprehensive review meeting to assess the overall developmental scenario in Mendhar Constituency.

Highlighting the crucial role of horticulture and agriculture in bolstering the rural economy, Rana called for increased outreach and awareness among farmers and the general public regarding various government schemes and welfare initiatives.

He directed the concerned departments to organize awareness camps, workshops and field demonstrations at the village level to ensure that information reaches the grassroots, enabling maximum public participation and benefit.

The Minister also held a detailed review of ongoing and proposed works under the Pradhan Mantri Gram Sadak Yojana (PMGSY) and the Public Works Department (PWD).

He instructed officials to expedite the tendering process, monitor progress rigorously, and ensure timely completion of all infrastructure projects.

He also reviewed the status of road restoration efforts following recent landslides and directed the timely preparation of Detailed Project Reports (DPRs) for new road projects under various schemes.

In the education sector, Rana called for swift implementation of developmental initiatives aimed at improving educational infrastructure, teaching standards and learning outcomes.

He emphasized the need for optimal utilization of existing human resources and integration of digital learning tools to enhance the quality of education, particularly in rural schools.

Addressing the healthcare situation, the Minister highlighted the importance of improving healthcare access and service delivery in underserved areas.

He directed health officials to undertake outreach programs to enhance community awareness and ensure equitable access to primary healthcare services.

The Minister underscored the importance of interdepartmental coordination, proactive governance and transparency in the execution of development works.

“The Government is committed to ensuring inclusive and holistic development that reaches every section of society, especially those in far-flung and rural areas,” Rana stated.

The meeting was attended by senior officers from Agriculture, Horticulture, Education, Health, Rural Development, PWD and PMGSY departments, along with field-level officers and representatives from various line departments.

A lawyer was killed today in a road mishap in Reasi district of Jammu and Kashmir.

Police said that one Advocate died this morning when a car he was travelling in met with an accident and plunged into a deep gorge in the Malai area of Reasi.

The locals retrieved the body after the accident, they said.

“The car might have skidded off the road due to slippery road conditions but investigation is in progress,” said police. (Agencies)

Sonam Wangchuk Appeals For Peace, Says He Is ‘Doing Well, Physically And Mentally’

Environmentalist Sonam Wangchuk, currently lodged in Jodhpur Central Jail, has sent a message to the people conveying that he is ‘’doing well both physically and mentally” and reaffirming his resolve to continue the struggle for Ladakh’s constitutional rights through peaceful means.

He called for an independent judicial inquiry into the deaths in the recent violent protests in Ladakh and said he was ready to remain in jail until such an inquiry is ordered.

In a statement conveyed by his lawyer Mustafa Haji and elder brother Ka Tsetan Dorjey Ley, who met him in the jail yesterday, Wangchuk said he was “doing well both physically and mentally” and expressed gratitude for the concern and prayers pouring in from across the country.

Appealing to the people of Ladakh to maintain calm, he urged them to “keep peace and unity and continue the struggle peacefully — in the true Gandhian way of non-violence.”

“I stand firmly with the Apex Body, the KDA, and the people of Ladakh in our genuine constitutional demand for Sixth Schedule and Statehood,” Wangchuk said. “Whatever actions the Apex Body takes in the interest of Ladakh, I am with them wholeheartedly.”

Expressing grief over recent incidents, Wangchuk offered condolences to the families of those killed and extended prayers for the injured and arrested.

Wangchuk was detained last week under the National Security Act (NSA) after violent protests that left four people dead and over 100 injured. The protestors demanded constitutional safeguards for Ladakh, including protection of land, environment, and employment under the Sixth Schedule of the Constitution.
