On October 29, the Jammu and Kashmir Legislative Assembly will discuss seven Private Members’ Resolutions out of 55 submitted by legislators. These resolutions, mainly presented by members from the BJP, National Conference, Congress, and an Independent MLA, focus on pressing matters affecting the region.
The BJP leads with three resolutions, while the National Conference follows with two. The Congress and an Independent legislator each contributed one resolution for discussion during this autumn session of the Jammu and Kashmir Legislature.
Among the highlighted resolutions, two address critical issues of relief and rehabilitation for families impacted by recent flash floods and landslides. Another resolution calls for regularization of daily wage workers in various government departments, showcasing the varied priorities of the legislators.
BJP MLA Pawan Kumar Gupta from Udhampur West has pushed for urgent government action on the relief front. His resolution calls for immediate measures to assist flood and landslide victims while seeking help from the Union Government under the National Disaster Relief Fund (NDRF). “This House urges the Government to ensure adequate compensation and restoration of livelihoods to the affected families,” Gupta’s resolution states.
Gupta’s initiative is listed at Serial No. 3, reflecting its significance in addressing the humanitarian crisis in the aftermath of natural calamities.
Another noteworthy resolution from BJP legislator Balwant Singh Mankotia, representing Chenani, proposes allotting 10 marlas of land to families devastated by the August 2025 floods. “This House resolves that 10 Marlas of land be allotted for the construction of residential houses and cattle sheds for affected families,” reads this resolution at Serial No. 7.
From the National Conference, Poonch MLA Ajaz Jan’s resolution, Serial No. 6, urges the regularization of daily wagers across government departments. Jan emphasizes establishing a clear eligibility framework based on service longevity and performance to ensure fair treatment of workers.
Dr. Syed Bashir Ahmed Shah (Veeri) from the National Conference has also introduced a resolution advocating for enhanced employment opportunities for the youth in both public and private sectors, with a notable focus on promoting agro-based industries for sustainable job creation, highlighting a vision for economic resilience.
The top-ranking resolution, Serial No. 1, was presented by Congress MLA Nizam-ud-Din Bhat, who stresses the need for establishing a National Law University in Srinagar. “This House unanimously resolves to initiate the process of establishing the Jammu and Kashmir National Law University at Srinagar without further delay, as funds for the first phase have already been provided,” Bhat declared.
BJP MLA Rajeev Kumar Bhagat from Bishnah has tabled a resolution, listed as Serial No. 4, advocating for the revitalization of irrigation infrastructure throughout the Union Territory. His proposal encourages the government to restore canal networks and ensure a steady supply of irrigation water, crucial for enhancing agricultural productivity.
The Independent MLA from Thannamandi, representing Rajouri district, has also put forth a resolution concerning the implementation of Jammu and Kashmir Panchayati Raj Rules, listed at Serial No. 5. It insists on executing minor contracts through Halqa Panchayats to enhance community governance and transparency.
The Assembly session commenced on October 23 with only obituary references addressed on the opening day. Following a brief recess from October 24 to 26, the House will reconvene on Monday, with Private Members’ Resolutions targeted for discussion on Wednesday. The session is set to conclude on Friday.
It is noteworthy that none of the three PDP MLAs had their resolutions selected for the discussion, reflecting ongoing political dynamics within the Assembly.
