Namgyal Stresses Priority on Peace and Security Over Elections in Lok Sabha During Discussion on Two J&K Bills

New Delhi, December 6: The ongoing Winter Session of Parliament witnessed a heated debate on two Bills concerning the Union Territory of Jammu and Kashmir in the Lok Sabha. Amid calls from the Opposition for the restoration of statehood and a defined timeframe for Assembly elections in Jammu and Kashmir, BJP MP Jamyang Namgyal from Ladakh advocated for maintaining the current status under the Union Territory administration. Namgyal emphasized the region’s need for peace, security, and progress over immediate elections.

During the discussion, TMC MP Saugata Roy urged the Centre to set a specific timeframe for Assembly polls, prompting a spirited response from Namgyal. He questioned the feasibility of conducting peaceful elections in the region, citing past instances of violence and unrest. Quoting Prime Minister Narendra Modi, Namgyal emphasized the paramount importance of life and asserted that peace and security should take precedence over elections.

Namgyal took a swipe at previous regimes, highlighting the transformation in the region from a hotbed of militancy to a haven of peace. He noted the positive changes, such as the replacement of gunshots with film shoots and the newfound freedom for shop owners to operate without disturbances, especially in South Kashmir.

The debate involved various members expressing concerns about the delay in holding elections in Jammu and Kashmir. While the government claimed improved law and order, the Opposition accused it of procrastinating on the assembly polls. Union Home Minister Amit Shah is expected to provide his response on Wednesday.

The Lower House discussed two Bills—the Jammu and Kashmir Reservation (Amendment) Bill, 2023, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023. The Union Home Minister presented the Bills for consideration and passage, with the debate focusing on their relevance and timing.

National Conference MP Hasnain Masoodi argued against the introduction of the Bills at this stage, pointing out that the Supreme Court had yet to announce its verdict on petitions challenging the Jammu and Kashmir Reorganization Act. Masoodi emphasized that decisions on matters addressed by the Bills should be made in the erstwhile Assembly.

The proceedings in both Houses were adjourned until 11 am on Wednesday.
