ED Finds Al Falah University Appointed Terror-Linked Doctors Without Police Verification; Assets Worth ₹140 Crore Attached

The Enforcement Directorate (ED) has found that Faridabad-based Al Falah University appointed at least three doctors linked to terrorism — including two arrested by the National Investigation Agency (NIA) and one alleged suicide bomber involved in the November 2025 Red Fort area blast — without any police verification or security scrutiny.

The findings form part of a money laundering probe against the promoter of the university, with the ED filing a nearly 260-page chargesheet before a Delhi court on Friday. The court is yet to take cognisance of the complaint.

The accused named in the chargesheet are Al Falah Group chairman Jawad Ahmad Siddiqui (61) and the Al Falah Charitable Trust, which controls the university. The case has been registered under various provisions of the Prevention of Money Laundering Act (PMLA).

In an official statement, the ED said it has provisionally attached the university’s land and building, worth approximately ₹140 crore, located in the Dhauj area of Faridabad.

Doctors Appointed Without Verification

According to the chargesheet, three doctors — Dr Muzammil Ganaie, Dr Shaheen Saeed, and Dr Umar Nabi — were appointed during the tenure of the current Vice-Chancellor and Principal without any police verification.

  • Dr Umar Nabi, an assistant professor in the general medicine department since May 2024, was the alleged suicide bomber who died in the November 10, 2025, blast near the Red Fort area.
  • Dr Muzammil Ganaie, a junior resident since October 2021, and Dr Shaheen Saeed, an associate professor in pharmacology since October 2021, were later arrested by the NIA. All are currently in judicial custody.

The Registrar of the University told the ED that these doctors were hired “without” any police verification. The Vice-Chancellor stated that their appointments were recommended by the HR head and approved by Siddiqui, following which formal appointment letters were issued.

‘On Paper’ Doctors to Mislead Regulators

The ED has alleged that the medical college employed several doctors merely “on paper” under arrangements such as “22 days punch” or “two days per week” to falsely project adequate faculty strength before the National Medical Commission (NMC).

According to the agency, many of these doctors neither attended the college regularly nor treated patients, and were shown as staff only to obtain regulatory approvals.

The chargesheet claims that:

  • “On paper” doctors were knowingly part of the arrangement.
  • Some were issued fake work experience certificates.
  • Several were paid significantly lower salaries than others of the same designation.
  • Some consultants’ remuneration was linked to ICU occupancy levels, irrespective of clinical necessity.

Fake Patients, Non-Functional Hospital

Chats and records appended to the chargesheet reportedly show that the hospital was virtually non-functional less than three weeks before an NMC inspection, with no patients, staff, or doctors present. The ED claims that “fake” patients were admitted just before the inspection to create a false impression of operations.

Despite this, the NMC granted permission in June 2025 to increase MBBS seats from 150 to 200, which the ED alleges was obtained through continued misrepresentation.

₹493 Crore Proceeds of Crime Alleged

The ED has estimated the proceeds of crime at ₹493.24 crore, allegedly generated from tuition and examination fees by deceiving students using false claims of NAAC accreditation and UGC recognition.

The agency said Siddiqui played a “central, dominant and controlling role” in the entire operation. Siddiqui, however, has denied having any connection with any terrorist or banned organisation.

More Action Likely

The ED has recorded statements of several senior executives and faculty members under Section 50 of the PMLA, which are admissible in court. The agency is expected to file a supplementary chargesheet, as the current probe has examined the university’s finances only up to March 2025 and the alleged proceeds of crime may increase further.
