DGP Dilbag Singh Highlights Zero Collateral Damage in Jammu and Kashmir Over the Past 5 Years

LETHPORA, October 28: The Director General of Police (DGP) Dilbag Singh, who is set to retire on October 31, shared positive developments in the union territory of Jammu and Kashmir during a function marking the launch of the second phase of Operational Capability Augmentation of Police Stations (OCAP).

In the second phase, 22 police stations received reinforcements in the form of peace and stability teams comprising 14 highly trained personnel, equipped with advanced weaponry, gadgets, and a drone unit.

Dilbag Singh proudly reported that over the last five years, the region has seen a significant reduction in terrorism, with zero collateral damage and no law-and-order incidents. Furthermore, there have been no civilian casualties in police actions in the last five years, a notable achievement.

He highlighted that Jammu and Kashmir is emerging from a dark era of terrorism, and the graph of terrorism has been steadily decreasing. The goal is to bring it down to zero.

To achieve this objective, a new plan was devised, and OCAP for police stations was implemented. In the first phase, 21 police stations were covered on August 2. In the second phase, 22 additional police stations received peace and stability teams to enhance security.

Dilbag Singh provided a report card on the state of terror in the region, revealing that this year, there have been 30 terror-related incidents in Jammu and Kashmir. In the first phase of OCAP implementation, 17 out of 21 police stations were entirely terror-free, with only four police stations experiencing a few terror incidents. These four incidents occurred in January and February and have since been terror-free for the past eight months.

Similarly, in the 22 police stations covered under the second phase, only three incidents occurred, all in the Anantnag district. The rest of the 12 districts where OCAP was implemented remained terror-free. A total of 36 police stations have been free from terror incidents, with only seven police stations witnessing seven incidents.

Dilbag Singh emphasized that OCAP is a crucial mission for the police and that these teams will strengthen the capabilities of the police stations.

He also acknowledged that while there is increasing peace in Jammu and Kashmir, the adversary remains vigilant and has made attempts to infiltrate the region. Dilbag Singh mentioned specific incidents and ceasefire violations, emphasizing the need for continued alertness to ensure the safety and security of the people.

During the function, commandos provided demonstrations of anti-militancy operations, including mobile vehicle checkpoints, vehicle intervention, blind weapons assembly, and unarmed combat.
