Srinagar, Aug 02: In a recent development, a Data Entry Operator working at the zonal education office in Sumbal, Bandipora, has been attached to the Tehsildar’s office in Bandipora following an allegedly offensive social media post. The action was taken after field agencies reported the post, expressing concerns about its potential impact on communal harmony.
The post in question is said to have violated Article 19(2) of the Indian Constitution and the Jammu and Kashmir Government Employees (Conduct) Rules 1971. These rules outline specific activities that government employees are prohibited from engaging in, and any violations can lead to disciplinary action.
Sub Divisional Magistrate, Sumbal, Aamir Choudhary, issued the attachment and inquiry order, stating that the post by the Data Entry Operator, identified as Mohammad Saleem Bhat, had a detrimental effect on prevailing brotherhood and peaceful conditions in the area. He emphasized that such offensive social media posts are against the principles of freedom of speech as outlined in Article 19(2) and are in clear violation of the Conduct Rules.
The order also referenced a GAD Circular issued on March 24, 2023, which clearly stated that government servants should not engage in social media activities that contravene the rules and guidelines. It strictly prohibited posting vulgar, obscene, threatening, or intimidating content about co-workers or individuals. Any violations of these guidelines are considered misconduct and can result in disciplinary action against the employee.
In light of the sensitivity of the matter, the attached employee has been directed to report to the office of the Tehsildar, Bandipora. Additionally, a committee has been formed, led by Tehsildar Sumbal and comprising the Zonal Education Officer and Tehsil Social Welfare Officer of Sumbal. This committee is tasked with conducting an inquiry into the matter and submitting its report, along with recommendations, within one week.
This incident serves as a reminder of the importance of responsible social media use, especially for government employees, and highlights the potential consequences of violating conduct rules in the digital age.
