Government Unveils Preliminary Guidelines for Enhanced Railway Accessibility for Individuals with Disabilities

New Delhi, Dec 30 – The government has unveiled draft guidelines focusing on the accessibility of railway stations and facilities, along with trains, for individuals with disabilities. The initiative emphasizes the integration of technology-enabled features, such as text-to-speech and user-friendly pictograms.

The Department of People with Disabilities (PwDs) is inviting input from stakeholders and the public until January 29 to refine the proposed guidelines. The draft underlines the necessity of dedicated website features for “divyangjans,” ensuring a versatile and accessible interface design.

These features will adhere to universal design principles and guidelines from the World Wide Web Consortium, incorporating technology-enabled accessibility features like text-to-speech and user-friendly pictograms, as mentioned in the draft guidelines.

The proposed guidelines encompass the development of a dedicated mobile app and a one-click template for individuals with disabilities, presenting comprehensive information on available facilities in stations and trains.

To foster inclusivity, the draft suggests credible announcements about facilities for PwDs to be integrated into public announcement systems at stations and platforms. This includes sign language, captioning, and digital displays.

Standardized illuminated signage, coupled with Braille signage, has been proposed across all stations. Frontline staff will receive training in sign language to ensure effective communication, according to the guidelines.

Key recommendations include accessible entry and exit points, ramps, handrails, designated accessible parking areas with clear signage, and low-height ticket counters featuring accessibility signage and manned by “Divyangjan Sahayaks.”

The guidelines underscore the creation of unobstructed zones on platforms, incorporating tactile guiding blocks, and providing accessible toilets, drinking water booths, and foot-over bridges. They also outline the installation of accessible lifts at platforms and well-coordinated lighting systems.

In terms of new train coaches, the guidelines advocate for the integration of accessible features, prominent signage, Braille coach numbers, and contrasting colors for exteriors. Inclusive coach interiors, featuring accessible toilets and seating arrangements, are also part of the proposed guidelines.

The existing system of station inspections by multi-disciplinary committees will persist to monitor Divyang-friendly facilities. The draft introduces feedback mechanisms through complaint books, websites, and mobile apps, actively involving the public in enhancing accessibility standards.
